COMPENSATION COMMISSION TO BEGIN FINAL EXAMINATION OF DEATH, PERSONAL INJURY
CLAIMS RESULTING FROM IRAQI INVASION OF KUWAIT
Decision on Compensation Awards To Be Made by April 1994
The United Nations Compensation Commission established by Security
Council resolution 692 (1991) to review compensation claims resulting from
Iraq's invasion and occupation of Kuwait, will today begin the final stages of
its examination of those claims that relate to death and serious personal
injury. The initial batch of death and serious personal injury claims to be
reviewed covers citizens from 19 countries, and constitutes approximately 30
per cent of the death and serious personal injury claims submitted so far.
In accordance with the applicable rules, a panel of Commission members
will have 120 days in which to examine the claims. The claims will then be
presented to the Governing Council of the Commission, together with the
panel's recommendations on the amounts to be paid to the claimants'
Governments. By April 1994, the Governing Council of the Commission is
expected to be in a position to act on the recommendations of the panel, and
to order appropriate payments to be made from the Compensation Fund.
Two other categories of claims will be dealt with by panels that are to
start their work in February 1994. These panels will deal with compensation
claims relating to individuals who departed from Kuwait or Iraq as a result of
the invasion, and with compensation claims for individual losses of up
to $100,000.
Recommendations from these two additional panels will be presented to the
Governing Council in June of 1994. The awards to be issued at that time will
cover tens of thousands of claimants -- including claimants from all
78 countries that have filed claims.
The Compensation Commission has its seat in Geneva, and operates as a
subsidiary organ of the Security Council. The Commission's Governing Council
has the same membership as the Security Council.
