Subject: Biological Defense Measures (BDM) 
   Key Points
Attended a meeting at J-5 on Biologlcal Defense
Measures (BDM) where J-5 requested Service inputs to assist in presenting a tank brief update to JCS.
--J-5 is looking for Service ongoing programs that might apply to the BW defense [  EXEMPTION 1.3 (A)(1) ] Target date/time for response is 4 Dec/lOOOL.
Situation as originally briefed (i.e. contact with spores
in unprotected, unvaccinated state results in fatality) not
altogether accurate.
--Breakthroughs: Antibiotics administered after exposure, but before symptoms occur can be effective up to 85-90%.
--Detection of toxins becomes key issue and reason for Service request for inputs from J-5. UK has developed detectors.
--[EXEMPTION 1.3(A)(3)] will vaccinate their forces in the near future; this action will impact US position.
-- US still limited in vaccine/ sera for 137,000 personnel.
[EXEMPTION 1.3(A)(3)] promise to tell us before use, but not consult on use.
Tank update brief depends on inputs from Services.
-- Tank may be as early as Wednesday (5 Dec) or as late as Friday (7 Dec).
