ACTION SUMMARY
-1.     Purpose. To provide OSD information for use in answering Soviet questions on the potential hazards from damaged Iraqi nuclear and chemical facilities.
2.     bAckGround. The Soviet Embassy contacted State Department on 17
January with a query into news reports that Iraqi chemical plants had been
under air attack. The Soviets expressed the concern that leakage from the
facilities could reach parts of the Soviet Union and they desired to take
appropriat~e defensive actions. OSD requested that the Joint Staff
provide a modest amount of information in order to ~sess the situation.
3.     _Discussion. The initial action to respond to the OSD request is
at TAB A. DIA provided detailed information on coalition inflicted damage
to known NBC facilities, but requested J-S action to determine
releasability of the informaiton to the Soviets. The attached J-S DDPMA
memo (TAB B) provides the Joint Staff response to OSD. The memo provides
only minimal operational data based on Soviet refusals to respond to US
equests for information on Iraqi capabilities.
4.     Recommendation. VCCAT team chief approve and forward DDPMA memo
at TAB B to OSD.

ACTION SUMMARY
1.     Pur~ose. To provide OSD with information on the status of Iraqi
NBC plants for use in answering Soviet questions on this subject.
2.     Background. The Soviet Embassy contacted State Department on 17
January with a query into news reports that Iraqi chemical plants had been
under air attack. The Soviet concern is that leakage from Iraqi
facilities could possibly reach parts of the Soviet Union. They desire to
take appropriate defensive measures if necessary. A State cable was sent
containing specific questions from the Soviets.* OSD requested the Joint
Staff provide a modest amount of information in order to help the Soviets
assess the situation.**
3.     Discussion. A DIA memo*** provided all available information on
the status of Iraqi NBC plants as of 1430 18 January, with approriat~
classifications. DIA Foreign Disclosure Division added that the release
of the information must be approved personally by the Secretary or the
~eputy Secretary of Defense.****
4-    Recommendation.  DIA memo is forwarded for use in answering the
Soviets, provided the information is determined to be releasable.

Soviet Embassy Request for Information on DESERT STORM (U)
1.     Reference 17 January 1991 memorandum from Assistant Oeputy Under
Secretary of Defense for Sovfet and East European Affafrs (I-91/29973).
2.     The decision to release DESERT STORM informatfon to the Sovlet
Embassy requ1res J-5 action. The following fnformatfon fs provided for
fnclusion fn a J-5 response to OSD:
a.           Attacks on Iraqf NBC plants have taken place at the
followfng locatfons:
- Salman Pak C8W Research, Productfon, and Storage Facllfty
- Samarra CBW Research, Productfon, and Storage Facflity
- Habbaniyah CW Productfon Facilfties I, II, and III
- Baghdad Nuclear Research Center

monitoring rad~ological, chemfcal, or biologfcal contamination fn Iraq at
thfs tfme. This assessment fs based on the absence of ground assets fn

SOVIET AND EAST EUROPEAN AFFAIRS
Subject: Soviet Embassy Request for Information on Desert
Storm    
1.     In response to a Soviet Embassy request for information
related to possible Desert Storm air strikes on Iraqi chemical
facilities, DIA has provided detailed information on coalition
inflicted attack damage (enclosure).
2.     The Joint Staff and CENTCOM feel strongly that given a
Soviet refusal to respond to US requests on Iraqi capabilities,
[              EXEMPTION 1.3 (a)(5)                   ]provided.
The Soviets can be informed that:
- Attacks have taken place on a number of Iraqi CW, BW, and
nuclear facilities.
- We have no reason to believe t~at damage caused by
US/coalition forces on nuclear, ~ ogical, or chemical
targets presents any threat to th~Soviet Union.
- The Soviet Union will be notified if it is determined that
Soviet territory is threatened.
