Purpose. To provide OSD information for use in answering Soviet questions on the potential hazards from damaged Iraqi nuclear and chemical facilities. 2. bAckGround. The Soviet Embassy contacted State Department on 17 January with a query into news reports that Iraqi chemical plants had been under air attack. The Soviets expressed the concern that leakage from the facilities could reach parts of the Soviet Union and they desired to take appropriat~e defensive actions. OSD requested that the Joint Staff provide a modest amount of information in order to ~sess the situation. 3. _Discussion. The initial action to respond to the OSD request is at TAB A. DIA provided detailed information on coalition inflicted damage to known NBC facilities, but requested J-S action to determine releasability of the informaiton to the Soviets. The attached J-S DDPMA memo (TAB B) provides the Joint Staff response to OSD. The memo provides only minimal operational data based on Soviet refusals to respond to US equests for information on Iraqi capabilities. 4. Recommendation. The Soviet Embassy contacted State Department on 17 January with a query into news reports that Iraqi chemical plants had been under air attack. The Soviet concern is that leakage from Iraqi facilities could possibly reach parts of the Soviet Union. They desire to take appropriate defensive measures if necessary. A State cable was sent containing specific questions from the Soviets.* OSD requested the Joint Staff provide a modest amount of information in order to help the Soviets assess the situation.** 3. Discussion. A DIA memo*** provided all available information on the status of Iraqi NBC plants as of 1430 18 January, with approriat~ classifications. DIA Foreign Disclosure Division added that the release of the information must be approved personally by the Secretary or the ~eputy Secretary of Defense.**** 4- Recommendation.
