PURPOSE:  Response to ITF Tasker 3755
SUBJECT:  Special BDA Study on Iraqi military support production 
and storage capability.
1. BDA HIGHLIGHTS - Ammunition Storage
       A.             Air attacks against Iraqi logistics areas 
and general headquarters depots have resulted in no more than a 10 
percent loss to the country's ammunition supply inventory. Though 
the overall level of ammunition stocks lost will not significantly 
degrade the Iraqi capability to fight, several key facilities have 
been eliminated or severely damaged.
       B.                The most significant attack occurred at 
Rumaylah SW Ammunition Depot [ (b)(2) ].  Formerly the largest and 
best stocked logistics facility in the theater, approximately 125 
revetted storage positions were severely damaged or destroyed 
resulting in a loss of approximately 10,000 tons of
ammunition  [ (b)(2) ]  . Rumaylah Southwest, however, is one of 
several Iraqi facilities which recently uploaded much of their 
stores and dispersed stocks elsewhere.
       C.              Also in Iraq, 37 ammunition storage 
buildings were destroyed at the Tal Al Lahm Ammunition Depot. The 
most extensive hit to ammunition storage structures thus far, the 
attack on Tal Al Lahm resulted in the loss of approximately 10,000 
tons of ammunition.  Moderate damage was also inflicted upon 
Qubaysah Ammunition Storage Facility, where 4 buildings and 5
bunkers were severely damaged or destroyed.
       D.           In terms of non-conventional storage 
facilities, 12 of 19 special refrigerated bunkers suspected of 
storing biological warfare or other heat-sensitive materiel have 
been destroyed.  The destroyed bunkers are at Salman Pak BW 
Production and Storage Facility (2), Karbala Ammunition Storage 
Facility (2), Qabitiyah Ammunition storage Facility (1), Ash 
Shuyabah Ammunition Storage Depot NE (1), Ad Diwaniyah Ammunition 
Storage Facility (2), and An Nasiriyah Storage Facility SW (4).  
Additionally, 2 of the 22 S-shaped bunkers suspected of storing  
chemical weapons have been destroyed.
       E.             In Kuwait, air attacks inflicted heavy 
damage upon Al Ahmadi Ammunition Depot Mirzaini, where at least 6 
ammunition bunkers were destroyed.  Damage was also found in Ras 
Al Qulayah, where 4 separate storage facilities recorded a total 9 
storage buildings hit, and 2 bunkers destroyed.
Cumulative Degradation
              The significant losses at Rumaylah Southwest and 
Tall al Lahm and Al Ahmadi will affect Iraqi efforts inasmuch as 
these facilities were either within or in close proximity to the 
theater.  However, given the recent redistribution and uploading 
of stocks in the theater, this effect will be minimal.  
Strategically, the three principal losses and the cumulative total 
of lesser losses to the logistics inventory, result in 
approximately a 4-10 percent degradation in ammunition stocks.
