Background Paper for the Secretary of Defense
SUBJECT:  [      (b)(1) sec 1.3(a)(4)    ] Storage Bunkers in Iraq 
  1.      PURPOSE:  To provide background information on the [    
  (b)(1) sec 1.3(a)(4)    ] storage identified in Iraq.
   2.     POINTS OF MAJOR INTEREST:
      a.          Sixteen [      (b)(1) sec 1.3(a)(4)    ] storage 
bunkers with probable refrigeration equipment have been identified 
at eight locations in Iraq. Two of these were identified [   
(b)(1) sec 1.3(a)(4)   at Ash Shuaybah Ammo Storage Depot NE and 
at Kirkuk Ammunition
Depot West. All of the [      (b)(1) sec 1.3(a)(4)    ] bunkers 
are similar to the two
bunkers located at the Salman Pak Chemica1 and Biological warfare 
(CBW) Research, Production, and Storage Facility, Iraq's prime BW 
facility. Before Iraq's invasion of Kuwait, only the bunkers at 
Salman Pak were known.  The others were identified since August.  
Nonetheless, all of the bunkers were built in the late 1970's, and 
the probable refrigeration was installed since 1982. Continuing [ 
  (b)(1) sec 1.3(a)(4)   ] analysis may uncover additional bunkers 
at other Iraqi ammunition storage areas.

 and location of two at the Salman Pak facility, the bunkers [    
  (b)(1) sec 1.3(a)(4)    ]                  The refrigerated
bunkers could also be used for the storage of electronics, fuel 
air explosives or smart weapons. Another possibility is the 
storage of chemical weapons, using the refrigeration to extend the 
shelf-life of Iraq's unstable unitary chemical fills. No unusual 
activity has been noted in the vicinity of these [      (b)(1) sec 
1.3(a)(4)    ] bunkers.  One [      (b)(1) sec 1.3(a)(4)    ] 
bunker at Karbala is secured by at least seven
fences, but the other bunkers have no security beyond the usual at 
ammunition storage facilities.
3.    EXPECTED DEVELOPMENTS:
  The recent finding of two additional bunkers suggest that Iraq 
has the capability to store BW or other special weapons and/or 
material at several locations, but there is no indication of 
forward movement of BW weapons to these sites.
