b. Qubaysah storage facility :
The first reporting of SCUD-B equipment at this suspected support
facility for the western launch complexes occurred on 2 August,
when four empty SCUD-B resupply vehicles and approximately 12
associated vehicles were reported. The equipment, which arrived
since 25 July, was parked in the administration area and an
additional 15 tents were erected in a nearby bivouac area. By 9
August, the resupply vehicles had departed and four SCUD-B tels
and two empty stake-bed tractor-trailers had arrived. No missile
airframes or activity were reported within the actual storage
area. A truck-mounted crane with a missile handling attachment
was in the administration area but the two stake-bed trucks which
were
reported on 9 August had departed. On 11 August, five possible
SCUD-B warhead canisters were in the storage area; a DDA-66
chemical decontamination vehicle and a towed DDP decontamination
trailer were in the administration area; and 11 cargo trucks had
arrived at the main entrance. The crane, the chemical
decontamination equipment, and three of the trucks remained on 12
August, but the tels had either departed or been placed on covered
storage. No further SCUD-B related equipment was reported until
15 August, when 20 various-sized stake-bed trucks arrived. By 20
August, all the trucks had departed. On 21 August, 17
various-sized stake-bed trucks arrived, and activity was reported
in the storage area. Twelve of the trucks were parked in the
administration area, two tractor-trailers were near one of the
storage buildings and three smaller trucks were near a second
storage building. Reduced activity at this facility since 22 Aug
probably indicates completion of deployment of equipment and
materials.

d. There is no evidence of any heavy artillery preparation
as occured in the early 1988 offensives. Air attacks were
conducted but damage was light. No chemical weapons were
employed.
