SUBJ:  CRITICAL NODE IRAQ BW FACILITY
1.    As per your request a small ad hoc  group was convened
       [   (b)(6)   ]  to look for the potential critical node in
Iraqi BW. It was the unanimous view of those present that the
facility at Salman Pak, which contains research labs, special
storage bunkers, and a probable production facility is the "one"
critical facility, or node, in the BW network.
2.   Considerable uncertainty continues to exist on the Iraqi 8W
program in general, to include the amount of agent available, the
degree to which it has been weaponized, the complete spectrum of
agents by type available, and the exact role of suspect 
facilities.
Nevertheless,  based on our understanding of the program,  the
following prioritization  is  recommended
[   (b)(1) sec 1.3(a)(4)   ]
                 a.  Salman Pak
                 b.  The suspect BW facility at Taji
                 c.  The vaccine plant at Abu Ghurayb
                 d.  Abu Ghurayb infant formula plant
3.   It is suspected that one of the keys to the $alman Pak 
facility is  the  presence  of  what  appears  to  be  five  [    
  (b)(1) sec 1.3(a)(4)    ] refrigeration trucks. These vehicles 
could be used to transport BW agent to weapons, or aerosol, fill 
locations in preparation for employment. In regards to this point, 
there are 34 [      (b)(1) sec 1.3(a)(4)    ] storage bunkers,  
about half of which are environmentally controlled, scattered at 
sixteen facilities in Iraq.  With the one exception of Salman Pak, 
 all are located at general munitions storage facilities.  These  
are  candidates  for  storage  and/or  fill facilities.' The 
historic lack of activity at these bunkers suggest that they may 
not be used routinely, but would be generated in a crisis. Thus, 
in a dispersal situation, the value of these would rise    [
