Subject: Threat to Israel
The threat by Saddam Hussein to burn half of Israel is
assessed to be a real, but not literal, threat. Has not changed
its assessment of Iraq's capability to deliver unconventional
munitions against Israel. Iraq does not have the capability to
produce and deliver a nuclear bomb or warhead at this time. It
does not have the potential to produce a crude radiological weapon
that could be delivered by missile against Israel, a weapon
primarily of psychological impact. Iraq is still assessed to have
a chemical warhead capability for its SCUD and SCUD related
missile. These could be launched against Israel. Cannot confirm
the existence of an incendiary devise using "kontax". It is
probably that Iraq will use its unconventional munitions against
tactical formations in close contact during the ground phase of
the war and in deep attack mission against targets in either
Israel, Saudi Arabia or both.
