SUMMARY:         AL NAIMAN PRODUCTION FACILITY LOCATED NEAR OQBA,
WAS RESPONSIBLE FOR THE PRODUCITON AND DEVELOPMENT OF CLUSTER
BOMBS.  THE FACILITY WAS BUILT BY THE CHILEAN GOVERNMENT AT A COST
OF OVER 300 MILLION U.S. DOLLARS.  APPROXIMATELY 500 TOTAL
PERSONNEL WERE ASSI$NED TO THE AL NAIMAN FACILITY.
TEXT:  1.         INTRODUCTION--AL NAIMAN WAS LOCATED AT
//GEOCOORD--3672N04418E//, IZ, NEAR OQBA.  OQBA WAS RUMORED TO BE
THE HEADQUARTERS OF IRAQI BIOLOGICAL AND NUCLEAR WEAPONS RESEARCH.
AL NAIMAN WAS CONSIDERED TOP SECRET AND EVEN TECO PERSONNEL
REQUIRED A SPECIAL CLEARANCE TO ENTER.  AL NAIMAN WAS BUILT 
BETWEEN
LATE 1986 AND 1988 BY UNKNOWN CHILEAN CONTRACTORS AT A COST OF 300
MILLION DOLLARS.  CONSTRUCTION OF THE FACILITY WAS PERFORMED AS
REPAYMENT BY CHILE FOR OIL PROVIDED TO THEM BY IRAQ.
2.         MISSION--THE MISSION OF AL NAIMAN STATE ESTABLISHMENT
WAS TO PRODUCE CLUSTER BOMBS.  APPROXIMATELY 500 PERSONNEL OF
UNKNOWN SPECIALTIES WERE EMPLOYED AT THE FACILITY.  SOURCE WAS NOT
GRANTED ACCESS CLEARANCE TO AL NAIMAN.  THIS FACILITY MAY HAVE 
BEEN
SEVERELY DAMAGED BY ALLIED BOMBING DURING THE WAR.  SOURCE DID NOT
VISIT THE FACILITY AFTER THE WAR.
3.         QUALITY--THE PRODUCTION OF CLUSTER BOMBS WAS GIVEN THE
HIGHEST PRIORITY; BUT THE QUALITY OF PRODUCTION WAS EXTREMELY
POOR.  SEVERAL TEST FIRINGS WERE CONDUCTED PRIOR TO THE WAR AND
NONE WERE SUCCESSFUL.  (SOURCE CMT--ANY EXISTING CLUSTER BOMBS 
MUST
HAVE BEEN BOUGHT FROM THE RUSSIANS OR SOME OTHER COUNTRY BECAUSE
IRAQI BOMBS NEVER WORKED PROPERLY.)
