AN ASSESSMENT OF DAMAGE INFLICTED BY
COALITION AIRSTRIKES TO SOME OF IRAQ'S NUCLEAR RESEARCH FACILITIES
AND EQUIPMENT.          AT THE AL-JAZIRA PLANT IN MOSUL
(MA'MAL AL-JAZIRA, FACILITIES 212 AND 244). COALITION FORCES
DESTROYED THE AIR CONDITIONERS AND THE U208 AND U308 RECEIVING AREAS
IN THE 212 FACILITY BUT,THE CRITICAL
AREAS WERE NOT DAMAGED.          THE EQUIPMENT
WAS SALVAGED AFTER THE CEASEFIRE
THE IRAQIS DESTROYED A PART
OF THE BUILDING AFTER THE CEASEFIRE IN ORDER TO FOOL U.N. INSPECTORS.
IN THE ADJACENT FACILITY 244.
UP TO 80 PERCENT OF THE EQUIPMENT
WAS SALVAGED
FACILITY 244 PROCESSES THE U02 FROM FACILITY
212 INTO UCL4. UCL4 IS THE PRODUCT FROM WHICH U235 AND U238 IS
EXTRACTED (OR SEPARATED).
IT IS THE
RAW MATERIAL FOR THE "SECOND STAGE" OF THE IRAQI NUCLEAR PROGRAM. THE
ENRICHMENT PROCESS.
2. THE ENRICHMENT FACILITY 411 (THE AL-TARMIYA OR AL-SAFA'
FACILITY NORTH OF BAGHDAD) WAS
BUT IT IS POSSIBLE THAT THE IRAQIS HAVE SALVAGED A
GREATER PERCENTAGE OF FACILITY 411'S EQUIPMENT. FACILITY 405 AT AL-
TUWAITRA, OPERATED BY THE IRAQI ATOMIC ENERGY COMMISSION (IAEC) AND
THE BASIS FOR THE 411 PROGRAM WAS PROBABLY TOTALLY DESTROYED.
3. THE CURRENT PORTRAIT OF THE IRAQI NUCLEAR PROGRAM IS A
CONTRADICTORY ONE.
THE PRIORITY OF IRAQI
NUCLEAR AUTHORITIES IS TO PREPARE FOR AND TO MISLEAD INTERNATIONAL
INSPECTORS.
NUMEROUS PEOPLE IN THE PROGRAM HAVE SPECULATED THAT IRAQ
MAY MOVE TO RELOCATE THE PROGRAM TO ANOTHER ARAB COUNTRY.
