WARNING: INFORMATION REPORT, NOT FINALLY EVALUATED INTELLIGENCE.
DIST: JUNE 1991
COUNTRY: IRAQ
SUBJ: DAMAGE ASSESSMENT OF ALLIED
BOMBING ON THE IRAQ NUCLEAR WEAPONS DEVELOPMENT
PROGRAM
DOI: 1991
SUMMARY: THIS REPORT PROVIDES INFORMATION ON DAMAGE INFLICTED TO THE
IRAQI NUCLEAR WEAPONS DEVELOPMENT PROGRAM FROM ALLIED BOMBING DURING
THE GULF WAR. OPERATIONAL AND RESEARCH FACILITIES
WERE DAMAGED, RESULTING IN APPROXIMATELY PERCENT OVERALL DAMAGE TO
THE PROGRAM.
DURING THE GULF WAR THE ALLIED FORCES' BOMBING
OF IRAQI FACILITIES INFLICTED A MAXIMUM OF PERCENT DAMAGE ON THE
IRAQI NUCLEAR WEAPONS DEVELOPMENT PROGRAM. MOST OF THE DAMAGE
OCCURRED IN TWO FACILITIES--THE HEADQUARTERS (HQ) OF THE IRAQI
NUCLEAR WEAPONS PROGRAM, CALLED THE TUWAITHA OR AL-DIYALLA FACILITY,
LOCATED ON THE SOUTHEASTERN EDGE OF BAGHDAD, AND THE AL-SAFAA URANIUM
ENRICHMENT FACTORY LOCATED NORTH OF BAGHDAD.
ALLIED
FORCE BOMBING INFLICTED A GREAT AMOUNT OF DAMAGE ON TUWAITHA;
HOWEVER, MOST OF THE FACILITIES DESTROYED BELONGED TO THE IRAQI
NUCLEAR POWER COMMISSION OR WERE ADMINISTRATIVE FACILITIES. SOME OF
THE TUWAITHA FACILITIES DESTROYED AND DAMAGED DURING THE BOMBING
WERE:
A. THE WHICH WERE COMPLETELY
DESTROYED.
HOUSED INPC RESEARCH FACILITIES.
B. THE REACTOR BUILDING AND A SMALL TEST REACTOR,
WHICH REMAINED FROM THE TIME THAT OSIRAK WAS BUILT
BOTH WERE DESTROYED.
C. ONE PRODUCTION UNIT WAS DAMAGED. THIS UNIT PROCESSED
SPENT NUCLEAR FUEL AND CONTAINED TWO HOT CELLS FOR THIS PURPOSE.
BOMBING OF THIS UNIT CAUSED SOME NUCLEAR CONTAMINATION. BECAUSE OF
THE CONTAMINATION, TUWAITHA WAS CLOSED FOR TWO DAYS AFTER THE
BOMBING.
D. THE NUCLEAR REACTOR BUILDING WAS DAMAGED. THE
REACTOR INSIDE THE BUILDING WAS SHUT DOWN BEFORE THE GULF WAR.
E. THE HQ OF THE PC-3 ELECTRICAL GROUP, WITH TWO
LABORATORIES FOR COMPUTER AND CONTROL, SUSTAINED DAMAGE ABOUT
TWO WEEKS AFTER THE BEGINNING OF THE WAR. MOST OF THE EQUIPMENT
WHICH REMAINED THERE WAS SAVED.
F. THE PC-3 MECHANICAL ENGINEERING GROUP ADMINISTRATION
BUILDING WAS DAMAGED, BUT NO MAJOR EQUIPMENT WAS INSIDE AT THE TIME.
G. THE PERSONNEL DEPARTMENT BUILDING WAS DAMAGED.
H. THE PC-3 URANIUM-ENRICHMENT BUILDING SUSTAINED LIGHT
DAMAGE. IT WAS THE ONLY PC-3 PROJECT BUILDING OF MAJOR OPERATIONAL
SIGNIFICANCE LEFT AT TUWAITHA. AT THIS FACILITY, U235 ALREADY
ENRICHED TO 35 PERCENT WAS BEING ENRICHED TO WEAPONS-GRADE LEVEL.
THE BUILDING HOUSED FIVE ELECTROMAGNETIC SEPARATION CELLS.
5. THE AL-SAFAA URANIUM-ENRICHMENT FACTORY LOCATED NORTH OF
BAGHDAD AND JUST NORTH OF THE AL-TAJL˙MILITARY COMPLEX IN TARMIYA WAS
HIT BY ALLIED BOMBS. IT WAS EQUIPPED WITH 20 ELECTROMAGNETIC CELLS
LOCATED IN TWO SEPARATE BUILDINGS. ONE OF THE BUILDINGS WAS HIT,
WHICH RESULTED IN THE LOSS OF SOME OF THE EQUIPMENT HOUSED INSIDE.
DAMAGE TO THE AL-SAFAA OPERATION WAS ASSESSED AT 30 TO 50 PERCENT.
