SUBJECT:               IRAQ NUCLEAR EXCHANGE 
2. THERE IS NO SUBSTANTIAL INTELLIGENCE COMMUNITY 
DISAGREEMENT WITH THE CONCLUSION THAT IRAQ IS TECHNICALLY 
CAPABLE OF LAUNCHING AT LEAST A FEW MISSILES WITH CHEMICAL 
WARHEADS AT TARGETS SEVERAL HUNDRED KILOMETERS FROM THE 
TERRITORY IT CONTROLS. EITHER OF IRAQ∆S MODIFIED SCUD 
MISSILES, THE AL HUSAN OR AL ABBAS, ARE CAPABLE OF 
DELIVERING COMPARATIVELY SMALL QUANTITIES OF CHEMICAL AGENT 
TO THE GENERAL TEL AVIV AREA FROM WESTERN IRAQ.  RIYADH, 
DHAHRAN, MANAMA, AND DOHA WOULD BE WITHIN RANGE OF THESE 
MISSILES IF IRAQ DEPLOYS THEM TO KUWAIT OR SOUTHERN IRAQ. 
3.    IN THE OPINION OF THE EXPERTS: IRAQ HAS MORE 
THAN ENOUGH CW AGENT TO EQUIP ITS DEPLOYED MISSILE FORCE AND 
THE TECHNOLOGY TO DO SO.  THE EVIDENCE THAT THEY HAVE 
FLIGHT-TESTED THEIR MISSILES WITH CW WARHEADS IS NOT 
ENTIRELY CONCLUSIVE, BUT IT COULD EASILY HAVE GONE 
UNDETECTED AND, MORE IMPORTANTLY, LACK OF TESTING HAS NOT IN 
THE PAST PRECLUDED IRAQI USE OF NEW WEAPONS SYSTEMS.
