SUBJECT: AFIA IRAQI CHEMICAL AND BIOLOGICAL WARFARE (CBW) CAPABILITIES POINT PAPER ON IRAQI CHEMICAL AND BIOLOGICAL WARFARE (CBW) CABILITIES (U) - Iraq probably will resort to CBW in response to a Coalition ground attack. - Iraq's strategy stresses causing massive casualties to Coalition ground forces, making the liberation of Kuwait too expensive for U.S. public opinion. -- CBW in Iraq's inventory may be seen by Hussein as his only remaining means to cause massive casualties -- Other options (SCUD attacks, terrorism, air power, ground incursions) have failed - Coalition air attacks have destroyed most Iraqi CBW production facilities, but have only destroyed a portion of CBW-associated storage bunkers. -- Iraq's ability to produce CW has been degraded by about 75%; all BW-related production facilities are assessed as inoperable [(b)(1) sec 3.4(b)(1)] - CW has been dispersed into the KTO -- Numerous EPWs have reported CW rounds available to artillery units, infantry - There has been no evidence whether BW has been sent to the theater [(b)(1) sec 3.4 (b)(1)] CHRISTOPHER M. CENTNER, GS-13 AFIA/INKT [(b)(2)] 15 Feb 91
