U.S. transfers Iraqi Correctional Training Center to Ministry of Justice

CAMP VICTORY, Iraq – U.S. authorities transferred control of a $28 million Iraqi Correctional Training Center to the Ministry of Justice on Dec.15 here.

“It’s a new era in Iraq,” said Shareef al-Murtadha, director general of the Iraqi Corrections System. “The prison system in Iraq is different than in the past and we appreciate the American’s because they have built this training center.”

The transfer of control of the training center from the Multi-National Forces in Iraq to the Ministry of Justice is another milestone in the cooperative efforts between the U.S. and the Government of Iraq.

The facility is now completely run by the Ministry of Justice. The U.S. will only take a small advisory role in the operations of the training academy.

This facility was created in order to consolidate various Iraqi Corrections Training sites into one location with one standard for excellence.

“To run a correctional facility you need more than guards”, said Brig. Gen. David Quantock, Task Force 134’s commanding general. “You need mid-level supervisors, you need wardens, you need engineers and you need administrators. This facility will be able to accommodate all of those requirements and provide a training venue that allows for the development of a first-rate correctional officer."

The Iraqi Correctional Training Center was built to closely resemble a correctional facility. It also includes several modern classrooms, four computer labs with 80 computers, a non-lethal firing range, a dining facility, housing for students, and a mock correctional facility that replicates a real prison.

“This facility will be able to train 1,000 students at any given time,” said Quantock.

The newest training center graduates will begin working in Ministry of Justice prisons as well as the U.S. detention facilities at Camps Cropper and Taji.
