- Iraq Launches Campaign to Halt Use of Mentally Disabled in Bombings VOA 20 Feb 2008 -- Iraq's Interior Ministry says it has ordered police to detain beggars, homeless and mentally disabled people from the streets of Baghdad to prevent insurgents from using them as unwitting suicide bombers.
