Three engineers in the North Oil Company have been killed
Three engineers working for the North Oil Company have been killed and another was wounded when a bomb exploded near the car they were driving in Kirkuk over night. Police and medical sources said the explosion took place in Al-Sufra town, 40 kilometres west of Kirkuk . (Al-Sharqiyah, Baghdad , in Arabic 28 Jun 05)
Iraqi government spokesman denied government's involvement in US talks with insurgents
Iraqi government spokesman Layth Qubbah has denied the government's involvement in US talks with Iraqi insurgents, Al-Iraqiyah TV reported on 28 June. Qubbah said there would be no negotiations with those whose hands were stained with blood of innocent people. "The decisive factor is those who have not killed Iraqis. We welcome them. Those who killed Iraqis, whether civilians or military, they have no place in the future of Iraq ". (Al-Iraqiyah TV, Baghdad , in Arabic 28 Jun 05)
Talabani met the British ambassador to Iraq
President Jalal Talabani on 28 June met the British ambassador to Iraq , William Patey, Al-Iraqiyah TV reported. The ambassador congratulated Talabani and reiterated Britain 's held in overcoming challenges facing the government. He said his meeting with Talabani gave him the opportunity to discuss the future of the country and take part in laying the foundation of the new Iraq . "My American colleague and I have had the opportunity to congratulate President Talabani. We look forward to moving ahead with the future of Iraq and with completing the constitutional process and the election," he said. (Al-Iraqiyah TV, Baghdad , in Arabic 1600 gmt 28 June 05)
1,000 detained will stand trial next week
Iraqi Interior Minister Bayan Sulagh said on 28 June that more than 1,000 detained people as part of Operation Lightning will stand trial next week. He said more than 1,000 "terrorists" and "criminals" have admitted to their guilt and that they are awaiting the trial. The Iraqi Interior Ministry has earlier said it apprhended over 1,300 people during of Operation Lightning which started in May. (Radio Sawa, Baghdad , in Arabic 28 Jun 05)
Speaker of Iraqi National Assembly :”ties with Iran would not change”
Speaker of the Iraqi National Assembly Hajim al-Husayni said on 28 June that ties with Iran would not change just because of the election of Mahmud Admadinezhad as Iranian president. Iraqi traffic police chief survives attempt on his life
As part of the efforts by the Ba'thists and terrorists to assassinate government officials in the city of Kirkuk, a taxi model Corona was detonated through remote control outside a hotel in the Iskan District in the city of Kirkuk to target the convoy of the director-general of the Kirkuk traffic police Maj Salar Ahamd Faqeh. One person was killed and six guards and civilians were injured as a result. However, Faqeh has survived the terrorist attempt. (Iraqi Kurdistan Democratic Party (KDP) satellite TV on 28 June)
Talabani has defended the presence of multinational forces in Iraq
Iraqi President Jalal Talabani has defended the presence of multinational forces in Iraq in a speech marking the first anniversary of the transfer of power to the Iraqis, Al-Sharqiyah TV reported. Talabani said: "We are eager to bid farewell sooner than later to the multinational forces, which came to our country. However, this farewell is based on some conditions, such as being able to rebuild our defence and security capabilities. Soon after we become able to defend the security of our cities and country, time will come to bid farewell and thank the multinational forces. Under the current circumstances, however, we still need their presence, but this presence does not mean occupation. We understand the demands of some brothers who call for setting a timetable [for the withdrawal]. We believe that this is a kind of setting a timetable because we say that when we rebuild our defence and security capabilities, we will bid farewell to the multinational forces. When we say that this is an international presence based on a UN Security Council resolution, then this means that we should reach an agreement with the UN Security Council in the future on this issue. Therefore, we are very eager about seeing the Iraqis assume their own affairs, including security, stability, and the pursuing of the criminal terrorists. Do not think that there is a single person who wants the multinational forces to stay one day after they accomplish their missions and after completing the requirements of our security and stability. Kurdistani New daily issued in Sulaymanya by the PUK
(Summarized op-ed) the implementation of Article 58 of the TAL and the promises that the former government of Iraq and the embassies of the US and UK had given to the Kurdish leadership in that regard should have been a top priority for the government. PM Jaafari is not only unwilling to implement that article, but also creates doubts by ignoring the issue. Speaking of examples, it is enough to mention the government's failure to allocate a budget for the commission mandated to undertake the task and refusal to release the funds that the deputy PM in the former government had allocated for the rehabilitation of Kirkuk . There are indicators that some parties intend to put more obstacles in front of normalization of the city through unjustified excuses, such as postponing the settlement of the issue until after adoption of the constitution. They claim that Kirkuk is a sensitive issue and Iraq 's constitutional process needs consensus. Well, everyone knows who is dealing sensitively with the Kirkuk issue, so what is the real intention behind the calls for linking Kirkuk and its future with the nation-wide consensus issue? Doesn't is mean that [the PM] intends to implement his plan of action which neglected mentioning implementation of Article 58, federalism, Kurdistan Regional Government and its relation with the [Baghdad-based] federal government? Is he capitalizing on the consensus issue to bargain constitutional consensus for Kirkuk settlement, federalism for the role of religion? Whatever the intention is, the outcome for the Kurds is the same. Hence, speaking of the Kurdish political actions for brining about a fair and balanced constitution that guarantees all the rights of all Iraqi constituents is identical to speaking of the extent of TAL Article 58 implementation and the settlement of the [Kirkuk] issue in a way that matches the political aspirations and humanitarian situations of those who were evicted from their land in most barbarous ways while others were settled on their land and given privileges.
Kurdistan region president Massoud Barzani invited leaders of Kurdistani political parties to a broad meeting in his office in Sari Rash town north of Erbil . During the meeting that took place Monday morning, Barzani briefed his guests on the outcomes of his visit to Baghdad and his meetings with President Talabani and other Iraqi senior officials, as well as his address before the Iraqi national assembly. The meeting participants reiterated the importance of joint action and coordination for preserving the right to free life for the Turcomans and Chaldo-Assyrians. The President said that all the parties were responsible for fulfilling the objectives of the Kurdistani people advocacy.
A senior delegation of Kurdistan Referendum Movement (KRM) visited Kurdistan Parliament House and presented a memo to the deputy speaker. The KRM memo asked the assembly to dedicate a meeting to the referendum issue and invite KRM representatives to that meeting. It also demanded that Kurdistan Region constitution should include provisions to recognize the right of Kurdistan Region people to determine their future through the conduction of a referendum, in addition to having such a provision in the Iraqi new constitution as well.
Chairman of Kirkuk Municipal Council Rizgar Ali said in a press conference on Monday the council and the local administration in Kirkuk were able to implement Article 58 of the Iraqi Transitional Administrative Law (TAL) if the Iraqi government was not able or not willing to do so. Earlier the same day Ali had chaired a meeting of the council, during which the accomplishments of the council's de-Baathification committee were highly evaluated. The council members also considered re-establishing sub-committees to run the routine affairs of the local administration in the governorate.
