A force from the National Guard and Iraqi police today arrested 12 people, including the imam of mosque in Basra Governorate, according to security and party sources. Ala Ya'qub al-Sabah, spokesman for the Islamic Party in Basra, said that a force from the National Guard and the Iraqi police arrested Shaykh Tha'ir Mahmud Abd-al-Wahhab, imam of the Jikur Mosque in Abu al-Khasib subdsitrict, as well as 11 of his relatives.
Capt Firas al-Tamimi, official spokesman for the National Guard in Basra, confirmed that there had been a raid. He, however, gave no details about arrests.

Two US vehicles destroyed, four workers killed in southern Baghdad
A bomb hit two US vehicles in a military convoy in the Al-Za'faraniyah area of southern Baghdad. Eyewitnesses said four roadsweepers were killed. US soldiers cordoned off the area and prevented journalists from approaching or photographing the two destroyed vehicles, they said. (Al-Sharqiyah 0802 gmt 24 Apr)
Four civilians said killed in clashes; four bodies found on Syrian border
A US patrol clashed this morning with gunmen in the area of Barwanah in western Iraq, leaving four civilians dead and two unidentified men wounded. Police in Al-Qa'im near the Syrian border said they had discovered four bodies on 24 April, civilians judging by their ID. (Al-Sharqiyah 0803 gmt 24 Apr)
Allawi seen as spoiler in government talks
Al-Sharq al-Awsat said outgoing Prime Minister Iyad Allawi remains a key figure and has been able to block the formation of a new government. He may be angling to become a member of an alternative cabinet if present efforts fail, using his regional network and international fears of the Shi'i religious groups. (Al-Sharq al-Awsat 24 Apr)
Iraqi Badr Organization denies involvement in Al-Mada'in killings
The Supreme Council for Islamic Revolution in Iraq web site reported on 23 April that the "General Secretariat" of the Badr Organization issued a statement on the "latest incidents" in Al-Mada'in (south of Baghdad) in which it denounced the "the abductions, detentions, murder and slaughter of the innocent" there and denied the the accusations made against it. "They claimed that what happened was the work of the Iraqi armed forces in collaboration with Badr forces and that those killed were Sunnis. This is a mischievous bid to ignite sedition and lure us into a battle with our Sunni kinfolk and brothers in this region... there is no sectarian conflict between the Sunnis and Shi'is in this region, and that the Saddamists and those allied with them are behind all the terrorist acts taking place, [aiming] to drag us into a sectarian battle and fulfil the mission of Al-Zarqawi in which he threatens the Sunnis in addition to describing the Kurds as traitors." A joint force from Iraq's National Guard and police on 24 April arrested 12 people, including the imam of a mosque in Basra Governorate - Shaykh Tha'ir Mahmud Abd-al-Wahhab, imam of the Jikur Mosque in Abu al-Khasib subdsitrict - according to security and party sources, Iraqi Al-Sharqiyah TV reported. Three Iraqis killed, four soldiers wounded in separate incidents
An Iraqi police source said that three people were killed and four Iraqi soldiers were wounded in two separate incidents in Bayji and Al-Sharqat, Iraqi Al-Sharqiyah TV reported. The source reportedly said that a truck driver and two Iraqi contractors were killed by unknown gunmen near Al-Hajjaj village on Bayji-al-Sharqat road. TV reports arrest of five Egyptians inside Bayji mosque
The Iraqi Defence Ministry announced that Iraqi Army forces arrested five Egyptians inside a mosque in the town of Bayji, north of Baghdad, Iraqi Al-Sharqiyah TV reported. The spokesman for the Defence Ministry reportedly said that Iraqi forces found explosive materials near Al-Fattah Mosque in the town and destroyed them immediately. Al-Sharqiyah TV reports on efforts to form new Iraqi government
Efforts to form a national unity government in Iraq "have failed", Iraqi Al-Sharqiyah TV reported. Al-Sharqiyah's correspondent said that the United Iraqi Alliance (UIA) list will form the new Iraqi government in coordination with the Kurdistan Alliance and without the participation of the Iraqi List. There are still doubts about the participation of the Sunni Arabs in the government after their demands were rejected during their meeting yesterday (23 April) with Prime Minister-Designate Ibrahim al-Ja'fari, it added. The Al-Sharqiyah correspondent cited Salam al-Maliki, a member of Al-Sadr's group, who is a candidate for the post of minister of transport, as saying that a closed meeting was under way between Al-Ja'fari and a number of members of the UIA to finalize the formation of the government and resolve the dispute over nominations for the Ministries of Interior, Defence and Oil, which will be assumed by candidates from the UIA. Bloc formed to work for federation in south
In an "exclusive statement", Iraqi National Assembly member Qasim Atiyah, one of the deputies of the coalition bloc that represents the Al-Da'wah party, said that a bloc representing the deputies of the south in the Iraqi parliament had been set up, Iraqi newspaper Al-Mashriq reported. Atiyah reportedly added that the bloc consists of 30 deputies mostly from the three southern governorates of Basra, Al-Nasiriyah, and Al-Amarah. He explained that the aim of this bloc is to work for establishing an administrative federal regime in the south. Iraqi TV reports "booming" aluminium industry in Basra
The aluminium industry in Basra is seeing a "remarkable opening and an unmatched level" of consumer demand on furniture and window frames made of the metal, Iraqi Al-Iraqiyah TV reported. "Prices of aluminium plates may be high, yet they are widely used in the production of household equipment. The industry is now booming and various techniques of production are in use; the demand is growing because products made of the metal are stainless... Updates from the Kurdish Press , 24 April 2005
· All papers covered the activities that were organized throughout Kurdistan to honor the 107th anniversary of the first Kurdish newspaper `Kurdistan' that was first issued by prince Miqdad of the Badirkhani royal family on 22 April 1898. To mark the occasion, Kurdistan journalist carried out a range of activities in Erbil, Sulaymanya, Dahuk, Kirkuk and other cities of Kurdistan. The main celebration was in Dahuk, where Badirkhan Press Foundation ran a 3-day festival in cooperation with Kurdistan Journalists' Union. Many journalists from all over Kurdistan and Europe attended and presented their studies on the history, evolvement and future of the Kurdish journalism. The festival ended Saturday amid a notable presence of senior politicians who have played remarkable roles in the course of Kurdish journalism. PUK politburo member Adnan Mufti and Kurdish famous politician Dr. Mahmoud Osman were among those attended the conclusion ceremony.
· All the papers and TV and radio stations provided a wide coverage to the Iraqi government's 31st anniversary of Qaladzae Town bombardment, during which 136 persons died and about 300 wounded. The broad coverage included opening editorials, statements by political parties and civil society establishments, as well as articles memorials of surviving witnesses. Some of the statements demand Iraqi government's official condemnation of the crime and compensating the victims and their families. The town had become the temporary campus for Sulaymanya University, whose students and professors joined the Kurdish revolution led by legendary leader Mulla Mustafa Barzani after the failure of his negotiations with the Iraqi regime and resumption of fighting weeks earlier.
Khabat and Kurdistani Nwe dailies ran front-page reports on Thursday's KDP-PUK joint politburo meeting, during which the schedule for the first meeting of Kurdistan Parliament was postponed to April 30th. The two parties discussed a range of issues, including unifying their KRG administrations and the presidency of Kurdistan Region. After 3 hours of meeting, the KDP's Massoud Barzani and PUK's Nawshirwan Mustafa told the press that the meeting was `very successful' like the previous ones and Kurdistan people would see tangible outcomes on the ground very soon. Mustafa further said that the issue of Kurdistan Region presidency was almost settled and Barzani would become the president. On the delay of the parliament session schedule, PUK's Adnan Mufti, who has been nominated by both parties for the position of the Speaker, said that delay was for technical reasons, to allow better organization and invitation of accredited ambassadors in Iraq, speaker and members of the Iraqi Parliament and other representatives of the world states and political parties. The release of Kurdistan Islamic Group (KIG) Ali Bapeer, who has been in the US custody since 10 July 2003, makes the headlines in Kurdistan very often. A spokesperson for the KIG politburo refuted the latest reports by local media that advised Bapeer's release was imminent. ``This is completely groundless. We would have known before anyone else if it were true,'' the spokesperson explained adding that both KDP's Massoud Barzani and the PUK leader Jalal Talabani had responded to a US army request and written letters supporting Bapeer's release.

Hundreds of persons bereaved with the loss of family members in the Iraqi regime's infamous Operation Anfal of year 1988 staged a demonstration in front of Kurdistan Parliament Saturday demanding death penalty for the ousted dictator Saddam and his top aides. The Head of the KDP Bloc at the Parliament received the demonstrators, expressed support to their demand and promised to relay it officially to his fellow MPs at the earliest session. One of the demonstrators who lost 15 family members at once under the former regime said that death sentence would be the least punishment for Saddam. ``We've been waiting years to see Saddam Jailed and hanged for his crimes. How could `some people' think of stopping that?'' she said bitterly in an indirect hint to President Talabani's statement, during which he said that for him it would be problematic to sign Saddam's expected capital sentence. President Jalal Talabani received a phone call from the US former Defense Secretary and nominee for presidency of the World Bank Paul Wolfowitz, who hoped advancement for the US-Iraq relations and promised continuous support for Iraq reconstruction through his new position at the World Bank. Talabani reiterated the need for the participation of the Sunni Arabs in the political process to ensure stability and eradicate terrorism in Iraq.
Khabat daily issued in Erbil by the KDP During his reception outside Erbil city to a number of KDP affiliates and senior cadres, the KDP leader said that Erbil needed a radical change in terms of reconstruction to match the city's sacrifices throughout the course of the Kurdish nation history. Barzani also briefed his guests on the latest developments regarding the political status and government formation in Kurdistan and Iraq.

KRG-Erbil Prime Minister Nechirvan Barzani started an official inspection tour to Dahuk Governorate. At the onset of the tour, the PM visited Kurdistan Peshmarga Command and discussed with the senior commanders the new structure of Kurdistan Peshmarga Army. ``Peshmarga is the key to establishment of Kurdistan Region experiment and liberty,'' Nechirvan said. He also met with heads of KDP branches in the area and briefed them on his government's reconstruction policies and achievements, as well as the latest political developments. Waiting Has a Limit By Aso Kerim: More then two months have passed since the land mark elections were held. Still the Governate Council of Kirkuk has not set to work and none of the essential positions, including the governor, his deputies and the members of the Council, has been appointed The Brotherhood List, which is mainly consisted of Kurdish members in Kirkuk province, has swept 26 seats out of 41, while the Turkmen Front List togtheer with the Arab Society List have won the other seats. It is evident that the Kurdish list is the majority faction at the Council and is able to appoint all leading positions until the end of its legitimate term. But given the sensitiveness of the circumstances and the existence of diverse thenic, national and religious tensions, the list has not wished to work on the basis of the majority rule, but is concerned to work in accordance to the common concord of all the groups. But sadly enough, this position of the Brotherhood's has not been taken seriously by neither of the two opponent lists. And they try to create obstacles; -both lists have greater demands than what they really are entitled to. -both lists are at odds with each other regarding the post of the deputies of the governor and sharing the government positions. - both lists more or less support the insurgency in various ways -both continue to have provocative actions which indeed helps escalating the violence -disturbing the relative peace by starting thenic standoffs- and then blaming Kurds for it -making article 58 of TAL more difficult than it is to implement through protest gatherings and seminars and threats. One of the tasks of the transitional government is to make way for various committees to restore calm in Kirkuk and other areas. These committees need calm and peaceful environments to work in and enforcing such environments is one of the Brotherhood Lists commitments. When will the newly elected council of Kirkuk with the Brotherhood List as the leading faction be allowed to start its legitimate work and serve the people of Kirkuk, protecting them from insurgency and the suffering that follows insurgency? It's evident that this council is transitional and does not have a long time ahead of itself. When will this elected council be allowed to implement its election promises? It is not fair to blame the Brotherhood List of not accomplishing anything afterwards while we now clearly see that other lists within the council are completely refusing to cooperate with it. It is not fair that the Brotherhood List would wait longer than this despite the fact that we know the list is representatives of all Kirkuki nationalities: Kurds, Turkmans, Arabs, and the Christians. It is fully possible to divide the posts between all the nationalities. The two opposition lists, The Turkman Front and the Arab Society List, should be given an ultimatum; if they do not turn up for work, the council should set to work without them.

The Kurdish website of Peyamner is only one year old but it seems that it have done well during the last year, covering the urgent news on Kurdistan, Iraq and the region. This website has been founded by Kurdistan Democratic Party but it has not been its mouthpiece. However, as a result of its active role during last year, it has been evolved into a news agency. ¾ The two constituents of the Iraqi Turcoman Front (ITF), namely Turcoman Eli Party () and the Movement for Independent Turcomans split away at the outset of the fourth ITF conference that is being held in Kirkuk, Turkey-based Hurriyet newspaper reported. The two withdrawing parties attributed their splitting from the ITF to the latter's inability to contain all the Turcomans. Accordingly, the two parties have been developing friendly relations with the Kurds since the ITF failure in January 30 elections. TEP leader Riyadh Sari Kahya said that it was time for the Turcoman politicians to quit opposing the Kurdish aspirations. The Turcoman-Kurd problem in Iraq is not one between the two peoples; it is only between the political parties, Kahya said adding that the Turcomans needed to reconcile with each other before doing so wit their Kurd and Arab brothers.
¾ While the Kurdish and Shiite lists are expected to hold another meeting today to overcome the bottlenecks hindering the formation of a new government for Iraq, al-Muheet Arabic newswire quoted Sami al-Askari of the Shiite List warning of the collapse of the Shiite-Kurd agreement for government formation. The Kurds insist that the outgoing PM Ayad Allawi's List must participate in the government otherwise they (the Kurds) may withdraw; al-Askari continued adding that the Shiite List was surprised with the Kurdish stand. He further feared that Allawi's list demanded ``too much'' and that could delay the cabinet formation another two weeks or even endagaer the Shiite-Kurd alliance. The TRansistional Administrative Law of the Iraqi state that serves as a temporary constitution stipulates that the designated PM must announce his cabinet before May 7th or set back so that the Presidency Council could nominate another person for the job.

¾ KRG-Erbil Health Minister and his Sulaymanya counterpart participated in Saturday's seminar on breast cancer that was held in Erbil in cooperation between Salahuddin University of Iraqi Kurdistan and the US Mississippi University.
¾ The National Culture Week activities started in Erbil Saturday evening in the presence of tens of intellectuals and politicians from all over Great Kurdistan. A representative of KDP leader Massoud Barzani was also present at the opening session, during which KRG-Erbil Culture Minister Sami Shorish officially opened the event. In his inaugural speech, Shorish said that Kurdistan enemies succeeded in disintegrating Kurdistan territorial unity but they failed in eliminating its culture.

¾ Kurds postpone announcement of their government By Ibrahim Murad, Globe Correspondent: On April 18th, the political bureaus of the two major Kurdish parties , KDP and PUK, held a meeting in the small town of Dukan to complete negotiations started long ago about the topic of their mutual interest on the top of which , of course, is the unified Kurdistan region government which has been awaited by the Kurds since the last January polls in Iraq . This has been confirmed by the head of the two delegates who added that on January 24th, the anniversary of bombing the Kurdish town of Qaladiza by the ex-regime in 1974, Kurdistan Parliament will inaugurate its sessions by discussing two significant issues: the unification of the two Kurdish administrations of I r b i l a n d Suleimanyia and setting a law for the presidency of the region. And on Thursday21th, both parties held another meeting, this time in Salahaddin (Mr.Barzani's head quarter) and again they confirmed what has been announced in the previous meeting. Both parties, along with the other political entities in Kurdistan had agreed to stand for the last January elections via a unified list which won the approval of most of the people in Kurdistan ensuring (77 seats) from the 275 seats of which the Iraqi parliament is composed. And even for Kurdistan parliament, they participated through a similar unified list; therefore, no problems sprang up to the surface except for few glimpses here and there, which were the result of separate lists of KDP and PUK for the governorates' councils. However, these few differences were over shadowed by the major agreement of the two parties for the benefit of their people and its demands against strong headed Arab nationalists. The two parties face great difficulties in implementing what they have agreed upon earlier. It seems that there are no more differences concerning the speaker of the new parliament who will be Adnan Mufti from PUK and the prime minister who is going to be Nechirvan Barzani from the KDP. But The real difficulty lies (Like that of Iraq's council of ministers) in appointing the ministerial posts among the two parties.(Their allied parties seem to be no more than spectators of the scene). In this respect, PUK wants to keep the major ministries out of the expected unified government for a longer time and especially the ministries of Interior and finance, but KDP, the leading member of which will be the prime minister, rejects this idea in essence. The other controversial point between the two parties, is the case of the 100000 Peshmergas half of whom are from PUK and herefore this party will not have any problems with putting its forces under the commands of the Iraqi minister of defense because its head is Iraq's president. But Mr. Barzani does sees no necessity to follow this perspective of Mr. Talabani and his party and so he insists that Peshmarga should follow the command of Kurdistan president though they may be connected (from administration side) to the Iraqi government. This issue is quite problematic and its controversy is two -folded : first, the question is: If the Iraqi minister issues a command for Peshmerga forces (as part of his ministry) and this command is contrary to Mr. Barzani's points of view, to whom they should show loyalty, to their minister or Mr.Barzani? Second; If Mr.Barzani, as the president of Kurdistan, issues a command to Peshmarga forces (half of whom are from PUK); will they follow his commands if those commands do not go along with their party's interests? With these points observed, the leadership of the two parties will focus upon the first cession of Kurdistan parliament. Which was going to be held today, but it was delayed to the 30th of April. In this respect Mr. Muffti, the candidate of the post of the speaker of the parliament, announced that there are no political reasons behind this postponement and that only technical reasons prevented them from meeting today. But the problem seems more rooted.
