Hezbollah official said assassinated in Baghdad
Fa'iz al-Ashbal, the political and security adviser in the Hezbollah Movement in Iraq, was assassinated on 16 February, Al-Sharqiyah TV reported. Al-Ashbal was killed when his house in Al-Ghazaliyah area, western Baghdad, was attacked by unidentified gunmen. The Hezbollah Movement is one of the parties in the United Iraqi Alliance List, the TV noted. (Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 16 Feb 05)
One killed in KDP convoy attack
One person was killed when a convoy, escorting an official of the Kurdistan Democratic Party (KDP), came under fire in Mosul, Al-Sharqiyah TV reported on 16 February. Two other people were wounded, a KDP member said. (Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 16 Feb 05)
Three employees wounded in attack on TV station
Three employees at the Ninawa Television Station were wounded in a mortar attack on the premises of the station, in western Mosul, according to a station official and a medical source, Al-Sharqiyah TV reported on 16 February. (Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 16 Feb 05)
Group claims attack on TV station in Mosul
Abu-Mus'ab al-Zarqawi's group, Al-Qa'idah of Jihad Organization in the Land of the Two Rivers, has issued a statement claiming responsibility for shelling a television and radio station in Mosul on 16 February. The statement posted on a Jihadist web site said: "We had warned the station earlier not to assist the Jews and the Christians, but it was not deterred. This is the fate of every agent of the Jews and the Christians, and with God's help we have more of the same." (Jihadist web site www.ekhlaas.com 16 Feb 05)
Three soldiers killed in Al-Dulu'iyah bomb blast
Three soldiers were killed in Al-Dulu'iyah and two others were wounded when a roadside bomb went off inside an abandoned car on 16 February, Al-Sharqiyah TV reported. (Al-Sharqiyah, Baghdad, in Arabic 16 Feb 05)
Three killed in attack on Army base

Politician reportedly survives third assassination attempt
Unidentified gunmen tried to assassinate Mithal Al-Alusi, head of the Iraqi Ummah Democratic Party for the third time in a week, Al-Sharqiyah TV reported on 16 February. In a statement to journalists, Al-Alusi said "terrorists" attacked his house for the third time in a week "but could not hurt me". Al-Alusi accused the Iraqi police of being slow to respond to his call for help, saying he was shocked that they did not respond immediately. On 8 February, Al-Alusi escaped an assassination attempt in which two of his sons and a personal guard were killed after his car came under machine-gun fire. Baghdad residents complain of mistreatment by army
Residents of Al-A'zamiyah area in northern Baghdad, have complained that the area has been under siege for the second consecutive day, Al-Sharqiyah TV reported on 16 February. The TV said that the Iraqi army is still deployed in many of the main streets and public squares and has set up checkpoints at crossroads. According to the TV, residents complained of "mistreatment" by the forces laying siege on the area. They also complained that the forces prevented journalists and correspondents from covering the events, "let alone the inappropriate practices the residents were subjected to", the TV added. Allawi aide warns Al-Ja'fari against Iran bias
The Iraqi National Accord Movement, led by interim Prime Minister Iyad Allawi, warned of the danger of the next Iraqi government leaning towards Iran, Iraqi Al-Sharqiyah TV reported on 16 February. Allawi aide Imad Shabib cautioned vice-president and prime minister nominee Ibrahim al-Ja'fari that he must behave as an Iraqi national, loyal to his country and not to another country. According to the Al-Sharqiyah report, this was an allusion to Iran, with which Al-Ja'fari has strong ties. (Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 16 Feb 05)
Iraqi election commission denies assembly composition decided
The Independent Higher Commission for Elections in Iraq (IHCEI) issued a statement on 15 February denying that the Council of Commissioners affiliated to it had defined the number of seats and percentages for political entities which will form the next National Assembly. Iraqi newspaper Al-Mada reported the statement as saying such decisions would be premature and that the council would make an announcement on this soon after it had examined the electoral complaints it had received following the elections. Any other comments on the constitution of the assembly was dismissed by the IHCEI statement as speculation. Some media had circulated a statement attributed to an informed source in the commission which they did not identify. The source was quoted as saying 12 lists will have seats in the National Assembly, led by the Unified Iraqi Coalition list which got 132 seats. In second place was the Kurdish alliance with 71 seats, the Iraqi list with 38 seats and the Iraqiyyun list with five seats. These four are followed by the Turkoman Front which will have three seats, whereas the list of the elite and independent cadres and the Iraqi Kurdistan Islamic Group won two seats each. The lists with one seat each are those of the Independent Democratic Rally, the Christian Al-Rafidayn list, the Islamic Action Organization list and the Reconciliation and Liberation list. Iraqi newspaper Al-Zaman on 15 February published what it said was a list of candidates who had been elected to a seat on the Iraqi National Assembly. The list, provided by "sources close to the electoral commission" show that the United Iraqi Alliance gained 140 seats, and that the leader of the Constitutional Monarchy Movement, Al-Sharif Ali-Bin-Husayn, and the head of the Independent Democratic Grouping, Dr Adnan Pachachi had each gained enough votes for a seat in the National Assembly. "Fierce fighting" reported north of Baghdad
Fierce fighting was under way between gunmen and the US forces in Samarra, north of Baghdad, Iraqi Al-Sharqiyah TV reported on 16 February. The channel reported that the clashes were in the areas of Al-Jubayriyah, Al-Bu-Aswad and Al-Bu-Baz. US troops had reportedly cordoned off the Samarra general hospital, closed the entrances to the hospital and prevented the employees and patients from leaving so that gunmen could not take their wounded for treatment. According to the report, journalists could not report on casualties because the US troops had imposed a security buffer on the confrontation areas. PUK leader Jalal Talabani has urged Kurds not to be complacent and "sleep over the flowers of February. Speaking of the success of the Kurdish votes, he said; "These successes should motivate us to gain further and more important success". He called on Kurds to "organize themselves and make progress in the light of the changes that have taken place in Iraqi election victory and become arrogant", Patriotic Union of Kurdistan satellite TV reported on 16 Kurdistan". Drowned US soldiers' bodies recovered
Iraqi Kurdistan Democratic Party (KDP) satellite TV reported on 16 February that the bodies of four US soldiers had been recovered from the Al-Ishaq river near Balad. According to an Iraqi forces spokesman, the soldiers drowned after their vehicle fell into the river. (Kurdistan Satellite TV 16 Feb 05)
Iraqi oil exports resume via Jayhan terminal in Turkey
A source from the Oil Ministry said that the Iraqi oil exports to the Turkish terminal of Jayhan had resumed on a slow and intermittent basis on 14 February. Iraqi Kurdish newspaper Al-Ittihad reported that the pipelines had been shut since January for security reasons. Article 58 of the Transitional Administrative Law (TAL) must be implemented this year, the PUK Leader Jalal Talabani told Kuwaiti Al-Qabas newspaper. On his nomination for Iraq presidency, Talabani said although the President position was symbolic in Iraq, it would have its importance for the Kurds, as it would be the first time for a Kurds to become president in the history of Iraq. He further said that upon his election for the post, maintaining alliance with the West, fighting terrorism and participating in the writing of a ``good constitution'' would be on his priority agenda.

The Kurdish Bloc at the Iranian Islamic Shura Council (Parliament) addressed a congratulatory letter to both Massoud Barzani and Jalal Talabani on the Kurdistan people success in eth Iraqi January elections. The letter dated February 13 describes the Kurdish ``massive'' turnout for the poll as a ``turning point in the bumpy path of Kurdish and Kurdistan history.'' ``We are looking forward to see our hearts get closer to each other more than ever. The IECI discounted another 20,000 Kurdish votes, a candidate of the fraternity List for Kirkuk municipal elections said. The candidate further explained that according to the results announced by the IECI on Sunday, the Kurdish-sponsored Fraternity List would get 27 of the council's 41 seats but if the missing 20,000 Kurdish votes were also counted, then the List would send 29 representatives to the Council.

An ''informed source'' advised that a delegation of the Kurdistan referendum Movement (KRM) is to meet with a UN senior official, most probably Secretary-General Kofi Annan. The source further added that the meeting is scheduled for March 7th, which coincides wit the anniversary of the Kurdistan Uprising in year 1991. KRM activists have met with many UN senior staff members in the NY HQ and European MPs.

The chauvinists in Kirkuk demand the release of the head of a robbery gang. The police in Daquq town south of Kirkuk had arrested a 4-member robbery gang headed by Mohammed Khaleel, Mayor of Yaichi town and member of the Arabic Block at the incumbent Kirkuk Municipal Council. A number of chauvinist Arabs and ex-Baathists affiliated to the Arabic Gathering visited Tuesday the office of Kirkuk Governor and the Justice Palace advocating for the release of the Gang. Speaking on condition of anonymity, an ``informed source' from the Governor's office said that the arrestees would not be released and the justice would take its course despite the illegal advocacy of the Arab Gathering.

KDP politburo member Arif Tayfoor told Associated Press that the new federal Iraqi constitution should be secular, www.peyamner.com <http://www.peyamner.com> website reported. Tayfoor, who is in charge of his party's office in Sulaymanya, argued that diverse ethnicities and religious beliefs exist in Iraq therefore the constitution should be secular, although we can benefit from Islam in some aspects of our lives.

The leader of Turkey's Democratic Community Party (DKP) Sharafaddin Alchi said that the Kurds in Northern Kurdistan (in Turkey) had all the right to federalism. In an interview with Turkish based Radikal newspaper, Alchi added the Kurds were tired of Turkey's Kurdish policy and the only solution is to organize the relationship between the Kurds and the state based on federalism, which means distribution of power rather than separatism. On Kirkuk, Alchi said that turkey was implementing a colonialist policy rather than advocating for the Turcomans.

Tens of Kurds demonstrated in front of the State Security Court as 15 Kurds were being tried on charges of sabotage and opposing the state policy.
