Four arrested in Samarra on charges of killing National Guards
Security forces in Samarra have arrested four gunmen suspected of killing 12 National Guard members, Al-Diyar TV reported. The four are also suspected of other murders and of involvement in abduction and car theft. The TV said the suspects confessed to detonating a booby-trapped car in Al-Bu-Aswad area, attacking the municipal office of Al-Jubayriyah area in the city, attacking National Guard patrols and distributing leaflets among the residents of Samarra asking them not to take part in the elections. A source at the ministry said that according to their confessions, the gunmen carried out their armed attacks under the leadership of a person working for a group called Ansar al-Sunnah. The suspects said that they received 100 dollars in return for killing a National Guard member and 150 dollars in return for making threats, planting explosives and attacking National Guard patrols. US envoy says troops will leave when Iraqi forces are ready
US ambassador to Iraq, John Negroponte, said on 6 February that the reduction and the final withdrawal of the US forces "should not be decided by an artificial timetable", Iraqi Al-Sharqiyah TV reported. In an interview, Negroponte told the TV: "I think that what is important is for the Iraqi forces to demonstrate the ability to assume the security of your country. We expect and hope to train your armed and security forces so that they can gradually assume the major responsibility for security in Iraq. The US armed forces can gradually play an ancillary and an principal role". (Al-Sharqiyah, Baghdad, in Arabic 6 Feb 05)
US forces release 350 prisoners from Abu-Ghurayb
US forces released 350 prisoners from the Abu-Ghurayb prison on 6 February, Iraqi Al-Sharqiyah TV reported. This "raises the number of those released this year to 800 prisoners" the TV added. The Iraqi Human Rights Ministry, which is reviewing the cases of those detained at detention facilities in Iraq, said it expects more prisoners to be released within the coming weeks. Over 8,000 people remain imprisoned in Iraqi facilities, including 1,000, whose charges are being investigated by the Central Criminal Court of Iraq. The cases of the remaining number of prisoners are scheduled for review every 90 to 120 days. (Al-Sharqiyah, Baghdad, in Arabic 6 Feb 05)
Security forces in Tikrit, have arrested an armed group of five people who are believed to be followers of Abu-Mus'ab al-Zarqawi, Al-Sharqiyah TV reported on 6 February. A Tikrit police source said the security forces managed to arrest one person suspected of involvement in the explosion of a booby-trapped car, which took place in Tikrit two days prior to the elections. The source added that investigations with the suspect led the police to four other gunmen, who are residents of Tikrit and who had carried out armed operations against the Iraqi police and army. He said the group receives orders from someone called Abd-al-Hamid al-Duri who worked as an engineer in the town of Al-Awjah. (Al-Sharqiyah, Baghdad, in Arabic 6 Feb 05)
Energy crisis taking toll on medical services
An official source at the Ministry of Health has said that electricity outages and the fuel crisis are taking their toll on the health services at government hospitals in Baghdad and other governorates, Al-Ufuq reported on 6 February. The source added that the recent increase in power cuts led to the use of generators, which consume huge amounts of fuel. He explained that some government hospitals had to reduce their use of generators because of the fuel shortage, and this rendered some of the wards out of service. As for the private hospitals, they resorted to higher fees, claiming increased fuel prices. He added that the fuel supplies at some medical establishments, particularly pharmacies and primary medical centres in charge of preserving vaccines, serums, and drugs, which need constant refrigeration, are running low and that some of them are relying on the black market. (Al-Ufuq, Baghdad, in Arabic 5 Feb 05)
A demonstration was held outside Baghdad's Green Zone on 6 February to protest against "incomplete" elections in some areas in the Ninawa governorate, Al-Sharqiyah TV reported. The protesters, who represent Chaldean, Assyrian, and Syriac parties and organizations, demanded that the residents of these areas be allowed to participate in the drafting of a new constitution and the overall political process in Iraq. Farid Ayar, spokesman for the Independent Electoral Commission of Iraq, told the TV on the 4th that the Council of Commissioners had set up a committee to investigate complaints by residents of Al-Hamdaniyah, Ba'shiqah, Bartalah, Karminlis, and other villages, who said they had been deprived of their right to vote due to the authorities' failure to provide ballot boxes. Four Iraqis said killed, 12 wounded in Samarra
Iraqi security sources say four Iraqis were killed in clashes north of Baghdad on 6 February, Al-Sharqiyah TV reported. Police Officer As'ad Amjad said clashes took place in the city of Samarra and its suburbs, north of Baghdad, when a military patrol and convoy were ambushed by gunmen. Four people, including a soldier and a businessman, were killed, and 12 others, including 5 members of the Iraqi Army, were wounded in the clashes, he said. Four children were wounded in clashes between gunmen and security forces near Samarra, the TV added. (Al-Sharqiyah, Baghdad, in Arabic 6 Feb 05)
Two civilians killed, two wounded in Al-Ramadi
Two Iraqis were killed and two others were wounded when US troops opened "indiscriminate" fire after several roadside bombs went off near a US convoy transporting supplies to the troops stationed in Al-Ramadi late on 5 February, Al-Sharqiyah TV reported the following day. A doctor at a local hospital, quoted by the TV, said that the wounded men were in a stable condition. Eyewitnesses told the TV that three explosive charges went off simultaneously when a convoy of trucks transporting supplies to the US army was travelling through the city's western Al-Ta'mim neighbourhood. Flames were seen rising from one truck while a Hummer was badly damaged as a result of the blasts, they said. (Al-Sharqiyah, Baghdad, in Arabic 6 Feb 05)

"It must be noted that the candidates on the winning list, supposing they could stay united, will eventually find themselves, perhaps more conspicuously than anyone else, among the first to be put to the test and the first to deliver on their commitment to establishing a modern Iraqi state in which democracy is genuinely embraced, the judiciary is fully independent, human rights strictly observed and all forms of eradication of rivals and monopoly of power completely tabooed."
Al-Bayyinah [From editorial ``Our fellows are welcome to join us in rebuilding Iraq'']
: "Despite the landslide victory scored by the downtrodden majority in last week's elections, described by President Bush as potentially capable of changing the face of the world, those who have won back their due right after long dark years of suffering have kept assuring everyone that they have no intention of excluding or marginalizing others. Not only that, but they have also gone out of their way trying to cajole rejectionists, to the exclusion of none but killers and excommunicationists, into joining the mainstream national effort towards building the future of Iraq. We have always said and will continue to say that all our fellow countrymen are welcome to join us in rebuilding Iraq as long as they seek to do so through candid dialogue, away from any attempt at coercion or reconciliation with criminals who have blood on their hands."
Al-Mu'tamar [From commentary ``A need for a comprehensive national dialogue''
"What is urgently required now is a comprehensive national dialogue conducted away from any influence by the occupation authority. This can offer all parties wishing to see an end to the US occupation a genuine opportunity to participate in setting up the constitutional institutions required to guarantee that Iraqis will get the sort of government they yearn for, free of sectarian bias and representative of the nation's cultural makeup."
