Unidentified people have blown up an oil pipeline connecting Bayji oil installation with Al-Dawrah Refinery in the Iraqi capital. Al-Sharqiyah correspondent reported that fire brigades and maintenance teams headed to the scene of the incident in southern Samarra, where oil pipelines are frequently targeted. The correspondent added that black smoke covered the area as a result of the fire that broke out in the oil pipeline. [Passage omitted]

The Independent [Higher[ Commission for Elections in Iraq [IHCEI], which supervised the National Assembly elections in Iraq, has said that 200,000 employees continue to work round-the-clock to count votes. IHCEI spokesman Farid Ayyar said that the names of the 275 members of the National Assembly, whom were elected by eight million Iraqis from among 7,740 candidates, would be announced in a few days time. The candidates were represented by 111 electoral lists that were presented by the political forces, parties, and entities which participated in the elections, in addition to lists representing candidates for the councils of the 18 governorates. Elections in Al-Sulaymaniyah, Dahuk and Arbil governorates in Kurdistan region were held also to choose new members of the Kurdistan Region parliament which was formed 13 years ago.

The head of an electoral list which participated in the Al-Najaf Governorate council elections on 31 January, Khalid al-Nu'mani, has survived an assassination attempt which took place between the cities of Al-Najaf and Al-Kufah. Al-Nu'mani's brother said that unidentified persons opened fire on Al-Nu'mani's car between Al-Najaf and Al-Kufah, 160 km south of Baghdad, without causing him any harm. Al-Nu'mani is an official in the Supreme Council for the Islamic Revolution in Iraq [SCIRI].

Iraqi authorities have reopened border outlets with Iraq's neighbouring countries. These border outlets were closed at the beginning of this week as part of a security plan to provide a positive atmosphere for the National Assembly elections last Sunday [31 January].
Al-Sharqiyah sources said that Turaybil border post with Jordan, Al-Walid border post with Syria, and Al-Shalamjah and Mundhiriyah border posts with Iran, and Safwan border posts with Kuwait, which were closed last Friday,were reopened for passengers leaving and entering Iraq. Ar'ar border post with Saudi Arabia was not closed in order to facilitate the return of Iraqi pilgrims from holy Mecca and Medina. These sources added that Baghdad International Airport has resumed operations.

Gunmen assassinate driver of Iraqi Industry Minister

Unidentified gunmen assassinated the driver of the Iraqi industry minister on 2 February while he was driving his car in Al-Dawrah area in southern Baghdad, Al-Sharqiyah TV reported the same day. Eyewitnesses said that the minister was not inside the car when the attack took place. (Al-Sharqiyah TV, 0800gmt, 2 Feb 05)

Shiite politician escapes assassination bid in Iraq

The Iraqi authorities have reopened border outlets with Iraq's neighbouring countries, Al-Sharqiyah TV reported on 2 February. Allawi holds talks with Al-Yawir

Iraqi Prime Minister Iyad Allawi began intensive contacts on 2 February with prominent political figures and forces as part of the national dialogue initiative he announced two days ago, Al-Sharqiyah TV reported the same day. Allawi held a lengthy meeting with Iraqi President Shaykh Ghazi Ajil al-Yawir; Adnan Pachachi, head of the Independent Democrats Grouping; and Al-Sharif Ali Bin Al-Husayn, sponsor of the Constitutional Monarchy Movement. Human rights minister urges probe into US guards' role in prison toll

Iraqi Human Rights Minister Bakhtyar Amin has asked that US guards be put on trial if proved to have resorted to excessive force in curbing riots which broke out in Camp Bucca, in which four Iraqi prisoners were shot dead by US soldiers, Al-Sharqiyah TV reported on 1 February. Amin said that he believed two US soldiers had opened fire on rioters, but that he did know not why. The Iraqi Human Rights Ministry dispatched a delegation to the camp located in southern Iraq to investigate the matter. (Al-Sharqiyah, 2125gmt, 1 Feb 05)

Freedom Will Won Over Terrorism, Barzani says:
Khabat KDP daily in a message on the occasion of the elections, the KDP leader Massoud Barzani declared the victory of the will of freedom and democracy over the terrorism camp. Barzani also thanked KRG Interior Ministry for providing security before and during the elections, as well as the multi-national forces for their assistance. Recalling Kurdistan people's insistence on the full implementation of Article 58 of the TAL, Barzani complained that about 10,000 Ezidy and Christian voters in Sinjar and other places were denied of their right to take part in the elections and said that was done on purpose because their votes would have gone for the Kurdistan Alliance List.
99.5% of Kurdistan People Voted for Independence: Khabat KDP daily the unofficial referendum that was carried out in Kurdistan simultaneously with the Iraqi elections on January 30 showed that about 99.5% of Kurdistan people are for independence, Bekas Hamad Qadir, member of the Erbil Committee of Kurdistan Referendum Movement (KRM, licensed NGO) announced. The KRM invited those people who had participated in the elections and marked their fingers with ink (to prevent voting more than once) to fill in a voting ticket that asked them If they wanted Kurdistan to remain part of Iraq or be independent and the vast majority chose independence, Qadir further explained.
UN to Stop Spend Iraqi Money, Iraq's Envoy to UN: www.peyamner.com Samir Al-Sumaidaee, Iraq's representative to the Unaited Nations told AP that the US should stop paying the salaries of the UN staff members of the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) from the Iraqi funds because UNMOVIC does not have any mandate now. Al-Sumaidaee further called the UN to stop obliging Iraq to pay Gulf War 1991 compensations because Iraqi could not pay those countries who sustained damages forever.
Kirkuk Poll Transparent, IECI Official: Kurdistani Nwe PUK daily The head of the Independent Electoral commission for Iraq (IECI) Abdul-Hussein al-Hindawi said in Baghdad that the poll in Kirkuk went on smoothly and transparently and the turnout rate was high, with participation of Kirkuki displaced persons, whose records matched with those available to the IECI. On Mosul and complaints about lack of voting centers and ballot boxes, Al-Hindawi said that his commission could not overlook the security risk in Mosul and Anbar governorates and the parties who are complaining now did not provide us with assistance enough to carry out the job in Mosul in safety. The IECI head further said that 207 international observers monitored the voting process from abroad in addition to another to another 622 international observers inside Iraq and 33,763 local observers.
Unofficial Results Show PUK Victory in Kurdistan: Kurdistani Nwe PUK daily Although the final results of the Sunday elations are not announced officially yet, preliminary outcomes show that the PUK has gained the majority of vote in Kurdistan Region. The total votes of the PUK in Erbil, Sulaymanya and Dahuk were 805,143 votes against 700,742 for the KDP list (an alliance of 14 parties and political entities). The breakdown of the figures shows that the PUK got 253, 343 votes in Erbil, 516,800 in Sulaymanya and 35,000 in Dahuk while the KDP got 316,982 votes in Erbil, 83,412 in Sulaymanya and 300,400 in Dahuk.
Allawi gets 110 votes in Dahuk, 450 in Ainkawa: Jamawar private weekly Trusted sources reported that the Iraqi interim Prime Minister Ayad Allawi got only 110 votes in Dahuk governorate and 450 votes in Ainkawa, a Christian-majority small town north of Erbil.
