Car bomb in Iraq's Al-Najaf said to have left 48 dead, 90 injured- Al-Sharqiyah
Iraqi Al-Sharqiyah TV on 19 December: In a bloody and tragic day in holy Al-Najaf, the number of those killed rose to 48 while 90 others were wounded in a booby-trapped car explosion about 100 metres away from the Imam Ali Shrine this afternoon, as a medical source at Al-Hakim Hospital said.
Medical assistant Husayn Hadi, from the Emergency Department at the hospital, said that the explosion killed 48 people and injured 90 others.
Baha al-Jaza'iri, director of the office of the commander of Al-Najaf Police, said earlier that the explosion caused unspecified number of casualties.
Immediately after the blast, the Iraqi Police and National Guard cordoned off the scene of the explosion and prevented those who try to come close to it. [Video shows scene of explosion]
23 Iraqis were killed and 40 injured in Karbala blast-- Al-Sharqiyah
Al-Sharqiyah TV, Baghdad 19 Dec 04:quoted hospital sources as saying that 23 Iraqis were killed and 40 injured in the blast, near the police academy building in central Al-Najaf. Police sources were quoted as saying that the bomber had tried to drive into academy building, but was unable to cross the barricades and detonated the bomb near a parking lot close to the academy.
Three killed in Al-Ramadi clashes-- Al-Sharqiyah
Al-Sharqiyah TV, Baghdad 19 Dec 04 : Three people were killed and two others wounded on 19 December as a result of an exchange of fire between gunmen and US troops in central Al-Ramadi, Iraqi Al-Sharqiyah TV quoted Capt Ghasan al-Dulaymi as saying.

Iraq's Christians not to mark Christmas, New Year-- Al-Sharqiyah
Al-Sharqiyah TV, Baghdad 19 Dec 04: Iraqi Christians have decided not to celebrate the New Year and Christmas for this year because of the deteriorating security situation in Iraq, Iraqi Al-Sharqiyah TV on 19 December. Yunadam Kana, head of the Assyrian Democratic Movement, was quoted as saying that Christian clergymen also decided not to celebrate the festivals as a show of solidarity with the victims of explosions targeting several churches and Christian places of worship. He added that churches had been virtually empty since the attacks.

Al-Diyar TV, Baghdad, 19 Dec 04: Sayyid Ahmad al-Safi, representative of religious leader Ali al-Sistani in Karbala said on 19 December that the trial of Saddam and his aides had been extended for too long without justification. He said: "The Iraqi people are impatiently waiting this trial. They want to see the fate of these people... The Iraqi people and officials believe that the trial should have been held long ago because the evidence and facts are sufficient. They condemn the regime in its entire composition."

Al-Sharqiyah TV, Baghdad 19 Dec 04: The Iraqi Republican Grouping has announced its electoral list for the January elections, Iraqi Al-Sharqiyah TV reported on 19 December. Sa'ad Asim al-Janabi, the group's secretary-general was quoted as saying that the list comprised 275 candidates representing the various sections of Iraqi society.
Mosul tribal council registers election list- Al-Sharqiyah
Al-Sharqiyah TV, Baghdad 19 Dec 04 : A council representing Mosul tribes has presented its electoral list to the electoral commission, Iraqi Al-Sharqiyah TV reported on 19 December. The list consists of 64 candidates from the shaykhs and notables of Mosul tribes, led by Shaykh Anwar al-Nudayluhaybi, according to the TV.

Al-Manar al-Yawm newspaper publishes a commentary by Mahdi Abbas praising those parties and politicians who are running in the upcoming elections in order to serve the best interests of the Iraqi people rather than themselves; a minister, who is not stealing or using his post to benefit himself and his relatives; a Shi'i or Sunni religious cleric calling for unity; people who have not been involved in looting even though they may have had the opportunity to do so; workers in gas stations who are not involved in the fuel black market; and those who opposed the dissolving of the former Defence and Information Ministries.

Al-Dustur newspaper publishes an editorial praising Education Minister Sami al-Muzaffar for "his brave precedent in allowing 10,000 teachers and other employees, some of whom had quit and others who had been dismissed for political reasons, to return to their jobs."

The writer says that reconciliation should not be made with the former regime "tools, who persecuted Iraqis for a long time." Al-Sabah al-Jadid newspaper carries a report citing a source in the Third Border Guards Division as saying that the force detained 31 Afghan infiltrators in Qazaniyah, east of the Diyala governorate, on the Iranian border.
Al-Sabah al-Jadid publishes a report from the Al-Diwaniyah governorate covering the press conference held by the Independent Electoral Commission office in the governorate. The conference included speeches by the office director and other participants explaining the electoral regulations and procedures.

Al-Zaman runs a report on a demonstration calling for the return of Al-Fallujah refugees. The report says that tens of supporters of the Muslim Scholars Association demonstrated in Baghdad and called for the end of suffering of the refugees in Al-Fallujah. The report notes that the demonstration called for the end of military operations in Al-Fallujah. The report says that the demonstration criticized holding the elections under the "occupation."
Al-Zaman newspaper runs a report on a statement by Iraqi Chief of Staff Babakr Zebari noting that the Defence Ministry is ready to receive newly recruited soldiers. Zebari says that the United States has given Iraq four C-130 aircraft, which the ministry is training its staff to use. Zebari says that the Iraqi army needs armour and aircraft to transfer soldiers to the hot zones.

Al-Zaman newspaper runs a report on a statement by a Basra police official noting that they have arrested two Yemeni nationals who were gathering military information in Basra Governorate.
Al-Zaman publishes a report on a statement by a source at the Bail local council noting that some political parties have started to pressure people in order to get votes. The source says that different political parties have met with tribal leaders and have promised to give positions to the men of these tribes if they vote for specific lists. The source adds that some individuals have started to distribute money and aid to students and hospital patients and are reminding them that the elections will be soon.
Al-Zaman runs an AFP report on a statement by Abd-al-Aziz al-Hakim, leader of the Supreme Council for the Islamic Revolution in Iraq [SCIRI], after his meeting with Grand Ayatollah Ali al-Sistani, criticizing the defence minister for his severe statements against the Shi'i list. Al-Hakim says he refuses to argue with the defence minister and the people will choose during the upcoming elections.

Al-Da'wah newspaper publishes a report on the statement issued by a number of religious authorities in Al-Najaf strongly criticizing Defence Minister Hazim al-Sha'lan for his recent statement accusing the candidates of the Unified Iraqi Coalition List of being Iranian agents. The statement added that "a large number of Iraqis doubted Al-Sha'lan's credibility to continue performing his duty as defence minister in a ministry responsible for the protection of ballots and the safety of both candidates and voters, especially when he is so biased and clearly opposed to a particular electoral list and its candidates."
Al-Da'wah newspaper publishes a report on the government's security plan for the protection of the upcoming elections. The report cites a source close to Prime Minister Allawi's office as saying that the government rejected a proposal by a number of political parties to involve their militias in providing security for the polling centres. The report cites Baghdad Council's Chief Shaykh Muhammad Baqir al-Suhayl as saying that providing security is the task of the government and multinational forces, adding that no other party has the right to intervene.
Al-Da'wah newspaper publishes an editorial strongly criticizing Defence Minister Hazim al-Sha'lan for his recent statement accusing the candidates of the Unified Iraqi Coalition List of being Iranian agents. The editorial says that such statements will not harm the leaders included in the list, because our people recognize their patriotism and sacrifice. The article urges the government to control the statements of its officials in order to maintain the Iraqi unity that we are all keen to preserve, away from the exchanged accusations and charges.
Al-Da'wah newspaper publishes an interview with the spokesman for the Independent Electoral Commission of Iraq in the Karbala Governorate, who talks about the role of his commission in the upcoming elections, the extent of people's cooperation with the commission, the negative aspects that have appeared, polling centres in the governorate, and the importance of elections in restoring law and order in Iraq. Al-Mu'tamar [Baghdad, daily newspaper in Arabic published by the Iraqi National Congress]
Al-Mu'tamar newspaper publishes a report focusing on the reaction of Ayatollah al-Sistani to Defence Minister Hazim al-Sha'lan's recent statement accusing the candidates of the Unified Iraqi Coalition List of being Iranian agents and on the government's security plan during the upcoming elections. The report cites Al-Sistani aide in Karbala Ahmad al-Safi, who described Al-Sha'lan as "a dwarf politician," adding that "two days ago, he announced that he would prevent a prominent scientist with a long and distinguished history [Dr Husayn al-Shahrastani] from becoming prime minister through elections." We say: "If you have such power, why you do you not use this power to control security," commented Al-Safi.
Al-Mu'tamar newspaper publishes a report citing Mosul Governor Durayd Muhammad Khashmulah as saying that 55 polling stations will be set up in his governorate. He added that the Independent Electoral Commission of Iraq in the governorate received four electoral lists running for the governorate advisory council.
Al-Mu'tamar publishes an article by Dr Mu'ayad Abd-al-Sattar criticizing Iraq's neighbouring countries for helping the former regime and for their attempts to foil the upcoming elections in Iraq.
Kurdistan Satellite TV 19 Dec 04: Kurdistan Democratic Party (KDP) leader Mas'ud Barzani on 19 December described the Independent Higher Commission for Elections in Iraq as "biased" and said the head of the commission office in Kirkuk was an "ex-Ba'thist who is now a Turkoman Front member", Kurdistan satellite TV reported. He was addressing people from the town of Makhmur of Kirkuk governorate at his headquarters in Salah-al-Din in Arbil. Barzani also said that unless Article 58 of the Iraqi State Administration Law was implemented, the election of the Kirkuk Governorate Council will not be accepted. According to Barzani, under the current guidelines, Arab settlers have the right to vote, yet Kurds have no right to vote. ()

Kirkuk Office of the Iraqi Independent Electoral Commission (IEC) prevents 70,000 Kurds from casting their votes. Disputes rose between the Kurdish Block at Kirkuk Municipal Council (KMC) and Office because the latter refused to register names of 70,000 Kurds, who the former regime forced out of the city and are now back. Ali Askari, KMC Kurdish Block representative announced that his Block had warned the Baghdad-based higher IEC that members of the IEC Kirkuk Office were not impartial and that the Head was former Baathist. and as they claimed. Because of these constraints, the Kurds have submitted their candidacies directly to the IEC in Baghdad, not through the Kirkuk Office, Askari said, adding that central IEC and the Iraqi government were informed of those problems. A senior delegation from Baghdad is to visit Kirkuk to tackle these problems; Askari said warning that the Kurds would boycott the elections if the problems remained unsolved.

The Director-General for Petroleum and Minerals at KRG-Erbil administration blamed the Iraqi Oil Ministry for the acute fuel crises in Kurdistan cities since 4 days. Provision of fuel to Kurdistan is the responsibility of Iraqi Oil Ministry, the KRG official asserted, divulging that fuel is expected to arrive Kurdistan from another [border] cross point [rather than Ibrahim Khaleel on Iraqi-Turkey border] as of today (Sunday).

The Iraqi Deputy PM Barham Salih announced that all citizenship departments throughout Iraq have received new directives to remove all obstacles in front of enjoyment of the Feilli (Shiite) Kurds of their Iraqi citizenship, from which the former regime deprived them in line with the ethnic cleansing policy through issuance of directive No. 666 on 7 May 1980.

Dr. Noori Talabani submitted to the higher IEC his resignation from presidency over the Kurdistan Region IEC, an informed source told the daily. Dr. Talabani confirmed to the daily by telephone that he has been nominated as an independent candidate for Kurdistan National Assembly election and his candidacy contradicts with membership in the IEC therefore he submitted his resignation. The resignation ahs not been approved yet as the IEC is engaged in finding a replacement, Dr. Talabani added.

Voting for the Kurdistani joint list is a national and patriotic duty for Kurdistan people and any Kurd in any part of Iraq, PUK Politburo executive Kosrat Rassoul said in a gathering in Koya with a large number of youths from Erbil. Once the two KRG administrations merge after the elections, we'll allocate the largest budget for development of Erbil and serving its citizens, the PUK Executive further said.

In a broad meeting in Kirkuk, representatives of both KRG administrations and a KDP-PUK joint delegation met with members of the KMC Kurdish Block studied set up of proper mechanisms for resettlement of the returning IDPs through providing them with financial support.

The Iraqi Acting President Dr. Rozh Shawais visited Kirkuk today and met with Governor Abdurrahman Mustafa, his deputy and assistants, as well as head and members of the governorate Municipal Council. After the meeting that focused on Kirkuk problems and related issues, the Acting President held a press conference. In response to a question by the website on possiblilty of the IEC rejection to the Kirkuk Council demand for postponing the provincial elections in Kirkuk and the reaction of the Iraqi presidency, Dr. Rozh said he was personally for the postponement but only the IEC was entitled to take such a decision. If the IEC turned down the demand of the Kirkuk Council that was made by majority, then the political forces should feel free to take whatever reactions they like, the Acting President added.

The chauvinist intensions of the Baghdad government, which promises that Arabs to keep Iraq as an Arabic state, is now uncovered. The Kurdish political leadership is required to take quick action and send them a congratulation telegram telling them to feel free for declaring Arabicness of Iraq and conducting their elections. At the same time, we the Kurds will act freely to declare Kurdishness of Kurdistan and conduct our elections. After the elections, representatives of Kurdish Kurdistan and the Arabic Iraq will sit willingly at negotiation table to establish a new federal state. The Kurds have to foil their (Arabs) attempts and prevent them from spinning their rope otherwise they will hang the Kurds with it.
