Oil export pipeline in Iraq's Kirkuk attacked- Al-Sharqiyah


Al-Sharqiyah Satellite Channel, Baghdad, in Arabic12 Dec 04:The oil export pipeline in southeastern Kirkuk came under attack by unidentified gunmen late on Friday [10 December]. Iraqi oil officials today said that the explosion occurred in the area of Al-Riyad in southwestern Kirkuk and caused damage to the dual pipeline. They added that the oil flow is continuing intermittently to the Turkish port of Ceyhan following the attack.

A booby-trapped car has exploded in the centre of Kirkuk in northern Iraq, causing damage to a US armoured vehicle. A US spokesman said that two US soldiers and a translator were wounded in a car bomb blast near their Humvee vehicle. US forces and Iraqi police forces cordoned off the area of the explosion and prevented people from coming close to the blast scene.

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic12 Dec 04: [Presenter] During a news conference today, Sharif Ali Bin-al-Husayn, leader of the Constitutional Monarchy Movement in Iraq, has announced the list of candidates of the Constitutional Monarchy Movement in the upcoming elections, scheduled on 30 January 2005. The 275-member list, of which one third is women, represents all the Iraqi people with all their shades. Regarding the political programme of the list, Sharif Ali Bin-al-Husayn said:
[Begin Bin-al-Husayn recording] According to our basic constitutional platform, the upcoming regime must not be politicized or party-oriented. In other words, the state's institutions must be independent and neutral and work for all Iraqis, and not only for one particular party or group.
Of course, the government and ministers must be elected through the ballot boxes. The same holds true as far as the national council is concerned. State departments, courts, the army and the police forces must not be under the control of the party that takes office. The upcoming regime must guarantee that no new dictatorial parties arise and must be able to protect the constitution and people's rights.
[Presenter] A list representing the Iraqi Communist Party was announced under the "People's Union" and the list of the religious authority sponsored by Grand Ayatollah Ali al-Sistani was announced under the "Unified National Coalition". This is in addition to the Kurdish coalition list, which includes the two major Kurdish parties, the Kurdistan Democratic Party and the Patriotic Union of Kurdistan.
The Iraqi Islamic Party also announced its electoral list which included 275 candidates. The Iraqi National Movement unveiled a similar list.
During the next two days, two lists are expected to be announced. The first represents the Arab Democratic Front which advocates pro-Arab currents in the political Iraqi life. The second represents the Iraqi Tribes Front, which includes a coalition of Arab, Kurdish and Turkoman tribes.
So far, the electoral list which represents the coalition formed by Iraqi President Ghazi al-Yawar under "Iraqis" has not been announced. Likewise, a list representing the Iraqi National Accord Movement, led by Iraqi Prime Minister Iyad Allawi and its allies, has yet to be announced.

International migration body helps Iraqis abroad to take part in vote-Al-Sarqiyah

 Al-Sharqiyah Satellite Channel, Baghdad, in Arabic12 Dec 04:The International Organization for Migration [IOM], which is in charge of coordinating the participation of Iraqis living abroad in the elections, has launched a mechanism to allow approximately one million Iraqis in 14 countries to participate in the elections.
According to the details of the mechanism, which was unveiled by the organization during a news conference in Amman [in Jordan], Iraqis abroad will be entitled to cast their ballots in 14 countries; namely, Australia, Canada, Denmark, France, Germany, Jordan, the Netherlands, Sweden, Syria, Turkey, the UAE, the United Kingdom, the United States and Iran, although many have strong doubts about the fairness of any elections held on its territory.
Iraqis and all those who have immigration documents proving their identity, regardless of their origin, can cast their ballots. Those who live in other countries can arrange their travel, register and vote in any of the hosting countries in accordance with the documents distributed by the organization.
The voting process will be conducted over three days between 28 and 30 January 2005. It will be preceded by a seven-day registration period. Anyone who wishes to participate in these elections must be an Iraqi citizen or qualified to restore his Iraqi nationality or eligible to obtain Iraqi nationality. He/she must be born before 31 December 1986 and registered to vote in accordance with the procedures set forth by the Independent Higher Commission for Elections in Iraq.
It is noteworthy that a large number of non-Iraqi Arabs, Iranians and Turks are registered at the international immigration agencies as Iraqi citizens after they were granted asylum in a number of world countries, claiming that they were Iraqis, to enjoy the facilities given to asylum-seekers during the rule of the former regime. Iraqis abroad will have the chance to participate in the Iraqi National Council elections, but not in any other elections held simultaneously, such as the elections of regional councils and the Kurdistan parliament.

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 12 Dec 04: The Constitutional Monarchy Movement in Iraq on 12 December announced its list of candidates for the forthcoming elections, Al-Sharqiyah TV reported. Presenting the 275-member list - one third of which are women - the leader of the Constitutional Monarchy Movement, Sharif Ali Bin-al-Husayn, said the movement's aim was to avoid being too closely identified with any one party, but to appeal to Iraqis of all political persuasions. "According to our basic constitutional platform, the upcoming regime must not be politicized or party-oriented. In other words, the state's institutions must be independent and neutral and work for all Iraqis, and not only for one particular party or group," he said, in remarks broadcast by the TV. "The upcoming regime must guarantee that no new dictatorial parties arise and must be able to protect the constitution and people's rights," he added. The TV said that several other groupings, including the Iraqi Communist Party, the supreme religious authority headed by Grand Ayatollah Ali al-Sistani, the Kurdish coalition, the Iraqi Islamic Party and the Iraqi National Movement, had also announced their electoral lists. Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 12 Dec 04:: The International Organization for Migration (IOM) - the UN body tasked with helping expatriate Iraqis to take part in the January elections - has set up a scheme to enable the approximately one million Iraqis living outside the country to participate, Al-Sharqiyah TV reported on 12 December. The scheme, details of which were announced at a news conference in the Jordanian capital Amman, will make it possible for Iraqis living abroad to cast their ballots in 14 countries: Australia, Canada, Denmark, France, Germany, Jordan, the Netherlands, Sweden, Syria, Turkey, the UAE, the United Kingdom, the United States and Iran. Iraqis and all those who have immigration documents proving their identity, regardless of their origin, can cast their ballots. Al-Bayyna is a weekly paper issued by the Hezbollah movement in Iraq
·         Publishes an article strongly criticizing Planning Minister Mahdi al-Hafiz for his ministry's poor performance, especially with regard to the writing off of the Iraqi debts, and for calling for the postponement of the upcoming elections.
·         Publishes an article criticizing those promoting for differences among the Shiite forces wagering on Al-Sadr trend. The article says neither Al-Sadr nor any other Shiite leaders are concerned about official posts and titles.
·         Publishes an article by Na'im Husayn criticizing the Kurdish leaders for their aggressive statements and acts against the Arabs in Kirkuk in an attempt to annex the oil rich governorate to Kurdistan in preparation for partition in the future. The article says that such acts have encouraged other regions to call for federations, as is the case with Al-Furat al-Awsat governorates.
Al-Mu'tamar [Baghdad, daily newspaper in Arabic published by the Iraqi National Congress]
·         Devotes all of page 6 to a study by Zuhayr Kazim Abud discussing the development of the Iraqi judiciary system.
·         An article by Husayn Ali Ghalib criticizing the so-called Iraqi resistance for killing people before cameras and targeting the Iraqi security forces. The article wonders how the Mujahidin can claim defending Iraq and Iraqis while they are in fact killing them and destroying their country.
·         An article by Abd-al-Muhsin Yusif Jamal criticizing Jordan King Abdullah for his statement to the Washington Post newspaper, in which he said that if the Shiites win the upcoming elections, the interests of the regional countries and the US will be threatened. The article says that this strange statement by an Arab leader under such sensitive circumstances in Iraq will encourage the terrorists' attempts in creating sectarian sedition in the country.
·         An article by Fu'ad Jawad urging the Iraqis to participate in the upcoming elections because they represent an opportunity, for the first time in decades, for every Iraqi to contribute to the building of his country.
·         An article by Khalid Zaki warning Prime Minister Allawi that his government has become an easy target for the Ba'thists and the former regime's intelligence and security agencies, which were very well trained, equipped, organized, and financed. The article blames the US "erroneous" policy for the Ba'thists' infiltration into the important state institutions. The article says that several political forces have been infiltrated as well.

·         An article by Hamid Abdallah entitled "Accept the Electricity Minister's Resignation, May God Reward You." The writer criticizes the Electricity Ministry for its "corruption," saying that people get nothing but "promises," and calls for the "minister's resignation."
·         An article by Muhammad Samarah commenting on the "infiltration" of gunmen from Iraq's neighboring countries. The author says that Iraq has become a "land of black death because the borders are open to criminals and enemies."
·         An article by Hamid al-Hamdani presenting some suggestions to "improve the United Nations."
·         An article by Hatam Hasan entitled "The National Guards Enter the Arena," in which the writer criticizes the Iraqi National Guard members for their "rudeness and inhuman treatment of innocent Iraqis." The writer calls for punishing the wrong-doers.
·         An article by Hadi Nu'man al-Hiti, criticizing those Iraqi political parties that "suffer from self-admiration." The writer says that the problem is that these parties think they are "the best and have the widest popular support."
Al-Adalah [Baghdad, twice-weekly newspaper in Arabic published by the Supreme Council of the Islamic Revolution in Iraq (SCIRI)]

·         An article by Husayn Ali Ghalib, entitled "When will Terrorists, the Brothers of the Devil, Fly?" The author says that the Iraqi people will not "forgive the terrorists, who have made a third river in Iraq, which is a river of blood, and will punish them all sooner or later."
·         An article by Tariq Harb entitled "Proportional Representation, the Way of the Upcoming elections," in which he praises this system of representation, but refers to some "weak points" in it, giving some suggestions for amendment.
·         An article by Muhammad al-Abdallah, criticizing King Abdallah of Jordan for his recent statements about the possibility of "a Shiite government" emerging in Iraq. The writer says that it is "strange" that Jordan always "gets huge amounts of money from Iraq, and at the same time tries to destroy Iraq."

Kurdistani Nwe and Khabat dailies ran front-page reports on the Kurdistan National Assembly (KNA) Thursday session, during which Omer Fattah was sworn as KRG-Sulaymanya Prime Minister and Imad Ahmed Seifoor as his Deputy. Fattah replaces Barham Salih, whose resignation was accepted unanimously at the same KNA session.

-        Is Kurdish Advocacy Serious for TAL Article 58 Implementation? (Editorial): Since the adoption of the TAL, both wings of the Kurdish political leadership are praising it. Article 58 of the TAL deals with the normalization of the situations in Kirkuk, which is related to the essence of the Kurdish problem in Iraq. Allawi's government did nothing for its implementation and the Kurdish leadership never insisted on the implementation until recently. With the zero hour for the elections started coming closer, the Kurdish leadership threatens that Kirkuki Kurds will not participate in the provincial elections if Article 58 is not implemented. Last week's meetings proved that the Kurds in Kirkuk are supported by neither Arabs nor Turcomans, except for the small groups labeled as `Kurdish puppets'. On the other hand, the Kurds demand restoring the detached Kurdish towns to Kirkuk according to TAL Article 58, but they themselves act against it through allowing the participation of those detached towns in the Iraqi (INA) and Kurdistani (KNA) elections. So far, no word is spoken on the Duzkhurmatu Kurds' boycott of in the INA and Tikrit provincial elections. Darbandikhan, Kalar, Kifri and Chamchamal towns [that were detached from Kirkuk] have not expressed their support for Kirkuk Kurds; on the contrary, they participate in the INA, KNA and Sulaymanya provincial elections according to the same map drawn by the Baath party. There is a question to the Kurdish leadership; Are you serious in your endeavors for the implementation of the Article 58? If so, why then Darbandikhan, Kalar, Kifri and Chamchamal towns are separated from Kirkuk and allowed to participate in KNA and provincial elections? Why don't you have an official statement on non-participation of Duzkhurmatu in Tikrit provincial elections? What is your alternative if your demand for postponing Kirkuk provincial election is not met? Will you let down Kirkuki Kurds to the mercy of the wolves or urge all the Kurds boycott the elections in support of the kirkukis?

-        KDP senior official escaped assassination attempt this afternoon. A taxi cab planted with explosive blew up in Mamostayan quarter of Erbil city at 13:30 hrs targeting Kakamin Najar, a senior official in charge of the KDP 16th branch, whose convoy was passing by on a main road. Two civilians were slightly injured and window glasses of neighboring houses were smashed. Najar refused to accuse any party before the completion of the ongoing investigations.

-        No political party or politician in Kurdistan will accept compromises over Kirkuk, the KDP leader Massoud Barzani said Thursday during his reception to a large number of tribal dignitaries from Sulaymanya. The same day, Barzani received in his HQ MNAFI delegation from in Kirkuk headed by Colonel Loyd Myles, who briefed Barzani on the security situation in Kirkuk. Barzani recalled the sensitive situations in Kirkuk and stressed that the problems of Arabization and IDPs require calm solutions based on implementation of Article 58 of the Transitional Administrative Law (TAL). They also discussed postponement of Kirkuk provincial elections and the views of the Kurdish group at Kirkuk Municipal Council on the issue. On Saturday, Barzani received the Swedish Ambassador to Baghdad and discussed with him enhancement of bilateral relations.

-        Under auspices of KDP leader representative, the conference of Iraqi jurists opened in Erbil Saturday.
-        The Independent Electoral Commission (IEC) representative I Kirkuk rejected postponing Kirkuk provincial elections as the Kurdish leadership demanded. Kirkuk Municipal Council also addressed a memo to the IEC demanding postponement until after implementation of the Article 58 of the TAL so that about 15,000 Kurdish and Turcoman IDPs are back to the governorate and the Arab settlers leave to their places of origin [in central and southern Iraq]. Political observers are afraid the postponement rejections may push the Kurds to realize their threats and boycott Kirkuk elections, which will further complicate the sitaution.
-        In cooperation with the Iraqi National Guards (ING), the MNFI arrested a terrorist who was attempting to smuggle in to Mosul a truck full of weapons and ammunitions through a checkpoint south to the city, an MNFI spokesperson announced.
-        The Federation of Kurdistan Students' Unions announced it would not conduct representation elections in the schools this year. 8 students' organizations member in the Federation issued a statement holding the 3 member organizations of the Federation responsible of failure to run the election process this year and nullifying the justifications that the 3 organizations had presented.

-        Mass grave found near Sulaymanya city. During civil works excavations for the 400-bed hospital in Dabashan area north to Sulaymanya, labors found Saturday morning the corpses of a man and a child believed to be victims of the Baath party regime in the aftermath of the year 1991 Uprising due to traces of bullets found on the corpses, the KRG-Sulaymanya Minster of Human Rights, IDPs Affairs and Anfal declared. According to an eyewitness living in Kirkuk, more corpses to be expected in the area, the Minister added saying that his office was attempting to locate the eyewitness. The KRG official further asserted he had requested advanced technical support form the Americans to confirm existence of more corpses in eth site, if any.

-        Kurdistan Region share from the national Iraqi budget is increased to %17, an informed source from the Iraqi National Assembly told the PUK-affiliated Gali Kurdistan TV n condition of anonymity. The Iraqi Finance and economy Ministry proposed %17 for the Kurdish areas run by the KRG and the Iraqi council of ministers endorsed the proposal and submitted to the Assembly, the source added. The KDP and PUK leaders had addressed a joint memo to President Yawar and PM Allawi last month demanding %25 of the national budget for Kurdistan Region.
-        During his reception to large number of male and female youths from Hamoon Youth Activities Organization (HYAO), the PUL leader Jalal Talabani asserted Saturday he believed the minimum-30-year age limit for candidacy in the elections was too high. Why are they vote at 18 but not run as candidates, Talabani exclaimed. HYAO chairman briefed Talabani saying the Sulaymanya-based Organization had 28,492 male and 15,516 female members, including Turcoman, Assyrian, Arab and Kurdish members.
-        On the 56th anniversary of the Universal Declaration of the Human Rights, the Sulaymanya Committee of eth Human Rights Organization expressed concerns over the miserable situations of the families displaced from Kirkuk, Khanaqeen and other areas.
