Paper says 850 fighters fled Al-Fallujah to Ba'qubah
Al-Nahdah, Baghdad, in Arabic 9 Dec 04:
The Iraqi newspaper Al-Nahdah reported on 9 December that around 850 fighters who had fled Al-Fallujah set up a stronghold in Ba'qubah after government forces withdrew from there. The paper said most of them are based in the city's Al-Abbarah and Al-Katun areas. The paper added that a number of senior officers had resigned in protest against the deteriorating security situation following the killing of three brigadiers-general in Ba'qubah and Al-Khalis. ()

: Al-Sharqiyah TV reported that the head of a police department in Salah-al-Din, northern Baghdad, Col Najib al-Ayyash, was ambushed on his way to work in Tikrit. It did not mention the death of a second policeman. ()
Body of kidnapped guardsman found in Ba'qubah

: The body of a National Guard member who was kidnapped by gunmen has been found outside his home in Al-Ghalibiyah area, west of Ba'qubah, Al-Arabiya's correspondent reported on 11 December. (Al-Sharqiyah, Baghdad, in Arabic 1100 GMT 11 Dec 04; Al-Arabiya TV, Dubai, in Arabic 0813 gmt 11 Dec 04)
"Scores of infiltrators" reportedly arrested in Diyala province
Al-Nahdah, Baghdad, in Arabic 9 Dec 04
: Iraqi national guard forces have arrested "tens of infiltrators" in Diyala Governorate who attempted to illegally enter Iraq, the Iraqi newspaper Al-Nahdah reported on 9 December. A source told the paper that foreigners - including Iranian and Afghan nationals - were among those arrested. The source said border officials are prevented from doing heir duties by petrol shortage, adding that in their latest operation, guardsmen had to borrow fuel for their vehicles from members of the public. ()
Former Ba'thists said meeting at closed Tripoli embassy
: Iraqi newspaper Al-Furat reported on 11 December that it had learnt that the old Iraqi embassy in Tripoli, which shut down after the fall of Saddam's regime, has turned into a Ba'th Party organization in Libya. The paper said sources arriving from Libya had reported that the Ba'th Party organization secretary in Libya Anwar Mawlud Dhiban frequents the embassy building along with the party leadership members there. "He holds meetings in the embassy and uses the embassy facilities and telephones in the service of the party organization even though he has been stripped of his diplomatic status after he requested political asylum in Libya," the paper said. Iraqi passports being issued to Arab fighters in Libya - paper
: The Ba'th Party is issuing new Iraqi passports to "Arab militants" at the former Iraqi embassy in Libya, Iraqi newspaper Al-Furat reported on 11 December. The paper said that according to sources, the passports, which had been handed in to the Iraqi embassy in Libya before the fall of Saddam's regime, are now in the possession of the Ba'th Party members there. They are now being given to Arab fighters to travel into Iraq as Iraqi citizens the sources claimed. The paper alleged that the Iraqi Foreign Ministry which has been informed of these activities has taken no action. (Al-Furat, 11 Dec 04)

Iraqi Communist Party to run in elections on independent list:
Al-Sharqiyah, Baghdad, in Arabic 11 Dec 04
: The Iraqi Communist Party [ICP] announced on 11 December that it would participate in the January elections with an independent list under the name of the People's Union list, Iraqi TV reported. ICP Secretary-General Hamid Majid Musa, member of the National Assembly and the former Iraqi Governing Council, said the 257-strong list had been submitted to the election commission for endorsement. He said the alliance would work towards "achieving a bright future for Iraq". This is the third list to be announced following the forming of the Iraqi Kurdish list and the Unified Iraqi Coalition list.
Sunni cleric reiterates rejection of "elections under occupation"- Al-Diyar TV
Al-Diyar Satellite Channel In Arabic, Baghdad:
Shaykh Ala Muhammad, a member of the Higher Commission for Call, Guidance and Fatwa, has said that the commission has not changed its position regarding the boycott of the elections, Iraqi Al-Diyar TV reported on 11 December. He cast doubts on the possibility of holding objective elections under occupation saying: "All Iraqis want elections. But the only dilemma as far as these elections are concerned lies in the question: Are they legitimate under the occupation or not? As long as there is occupation, we cannot hold elections under the occupation."
"Al-Sistani aide warns against election delay, rigging"- Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad
: Shaykh Abd-al-Mahdi al-Karbala'i, representative of religious leader Sayyid Ali al-Sistani, warned on 10 December against the postponement of the election, Iraqi Al-Diyar TV reported the following day. During Friday sermons, in Karbala, Karbala'i stressed the need to hold elections on schedule and also emphasized the need for the election to be held in a fair manner.
Election body notes "difficulties" with polling centres abroad- Al-Sharqiyah
Al-Sharqiyah, Baghdad, in Arabic 11 Dec 04
: The Higher Independent Commission for Elections in Iraq [HICEI] said on 11 December that the International Immigration Organization is facing difficulties in signing agreements with some countries where Iraqis are expected to vote, Al-Sharqiyah TV reported. Farid Ayyar, official spokesman of the commission, said these difficulties had surfaced in Canada and in Syria where some 500,000 Iraqis reside. He said that in Germany, the authorities had said they would only allow mail voting.The TV noted that the issue of voting outside Iraq has been widely criticized after claims that some foreign countries hosting Iraqis would influence the results of the elections. "This comes after the discovery of forged identity cards and documents held by non-Iraqi citizens to enable them to participate in the elections," the TV said.

Al-Dustur [From editorial by Bassim al-Shaikh]: "The US may have succeeded, to a certain extent, in selling the world the idea that it has come to Iraq to deliver its people from Saddam Husayn's repressive rule, but it has failed so far to find a way out of the increasingly daunting Iraqi quagmire. This failure is basically due to a lack of trust that has developed between Americans and Iraqis as a result of the accumulation of unresolved problems over the past eighteen months. On the one hand, [there is] the not infrequent discrepancy between word and deed on the part of the US, and on the other, the sickening process of stalling that Iraqis, impatient to see an end to their own predicament, can no longer tolerate."

Al-Zaman [From commentary by Fatih Abd al-Salam]: "Smuggling seems to have established a culture of its own in present-day Iraq, steadily gaining clout in political institutions aspiring to come to power, if not actually wielding power, partially at least, in Iraqi officialdom today. What's more, smuggling is no longer confined to trafficking guns, drugs, documents and foreign intelligence agents crossing our borders. It has gone beyond that to include the trafficking of backward ideas and trends as the need to promote individuals' own ego to the total exclusion of anyone that may not embrace their convictions or does not belong to the same sect or creed as themselves. If this phenomenon is not held in check before it grows into an incurable epidemic, then we are surely heading for inevitable disaster."

Al-Sharq al-Awsat [From commentary by Ahmad al-Rub'i]: "Electoral slates and alignments reeking of hateful sectarianism can only prove lethal for the future of Iraq for they are first steps down the road to gratuitous collective suicide. Wise Iraqis of all political and religious denominations are urgently called upon to ponder the future of their country away from the sick mentality that feeds upon negating one's opponents as a means of establishing a state dominated by a single sect, not very different from the discredited one-party rule of the toppled regime."
