Iraqi PM says US-Iraqi attack on Baghdad mosque "illegal"- Al-Sharqiyah

Al-Sharqiyah TV 21 Nov 04: Iraqi Prime Minister Iyad Allawi has condemned the attack against a mosque in northern Baghdad on 20 November, saying that the actions of the Iraqi National Guard and US forces were "illegal", Iraqi Al-Sharqiyah TV reported on 22. Allawi promised a Sunni Waqf delegation on 21 that he would form a committee to investigate the shooting at the Abu-Hanifah al-Nu'man Mosque in Al-A'zamiyah when several worshippers were killed and others wounded. However, Iraqi National Guard Commander Mazhar al-Mawla denied that Iraqi National Guard members took part in the attack. "I said that the Iraqi National Guard did not storm the Abu-Hanifah Mosque, nor did it enter it. A special unit entered the mosque upon special orders. The Iraqi government is not involved in this issue," he said, in remarks broadcast by the TV.


Iraqi PM in talks with Sunni clerics ahead of January poll-VOICE OF THE MUJAHIDIN

SCIRI's Voice of the Mujahidin in Arabic,22 Nov 04, : Iraqi Prime Minister Iyad Allawi on 21 November met representatives of the Sunni Waqf Department to discuss the government's aim of restoring security in the country, the Iraqi Shi'i group's Iran-based radio station Voice of the Mujahidin reported on 22. It said Allawi also indicated his commitment to guaranteeing the participation of all Iraqis in the political process and thanked the department for its efforts to promote stability and security and building and developing national unity.

Iraqi PM and president's parties to enter elections -Al- Sabah Al Jadid

Al- Sabah Al Jadid, Daily, BAGHDAD, Nov 22, 2004: The Iraqi Higher Commission of Elections declared on Monday that about 150 parties and individuals had so for applied to take part in the general elections. The parties include the National Accord Movement headed by interim Prime Minister Ayad Allawy and a new party named "Iraqis" headed by interim President Sheikh Ghazi Ageel Al Yawar. Meanwhile, among the new parties to participate in the elections is the Democratic Iraqi Nation Party headed by Mithal Al Alusi, who stirred an uproar in October when he paid a surprise visit to Israel, unprecedented in the Iraqi political arena.
The political parties and entities announced to take part in the elections, however, does not include two major Kurdish parties in Iraq, which are led by Massoud Al Barazani and Jalal Talabani respectively. The newspaper, which is closely connected with the interim government, added on Monday that a full list of candidates was also being prepared with 50 percent of the names already slated. "The full list will be announced in the coming days after the independent candidates from all over the country are included," said the newspaper. It also pointed out that the religious references had agreed to accept the forming of the list and that members of the former Iraqi governing council (IGC) would also be included.


Mosul policeman killed as Iraqi guardsmen arrest 60 "terrorists"- Khabat,

(Khabat, 22 Nov 04): Multinational forces and the Iraqi National Guards have arrested 60 "terrorists" and killed an unspecified number of others in the last two days in various parts of Mosul, the Iraqi Kurdistan Democratic Party (KDP) newspaper Khabat reported on 22. In a separate incident, "terrorists" killed a Kurdish police officer from Mosul. The paper gave no further details.

As for the Iraqi government's representative, he will attend ..., relying on a US administration enjoying broad powers from its people and having enough time to implement the neo-Conservatives' agenda Attending the conference can be interpreted as acceptance on the part of the participants of the political option in Iraq. Therefore, they will be asked to back this option seriously, support the forthcoming elections and not intervene to block them or influence their results. The major industrialized nations, for their part, will be requested to activate the international campaign against terrorism and assist with Iraqi reconstruction However, there should be some real assurances in the light of earlier concerns, while everyone should be made aware of the gravity of the situation in Iraq and their responsibilities. Khabat daily, issued in Erbil by the KDP, 22 November 2004
·         The 2-day festival of poet Dildar, author of the Kurdish national anthem (Ei Raqeeb), started in Erbil yesterday in the presence of KRG-Erbil minister of culture, Erbil Governor and other senior officials, as well as more than 300 poets and writers and intellectuals.
·         An MNFI spokesperson in Mosul announced the capture of 60 terrorists and killing of others in joint hunt operations with the Iraqi national guards (ING) in the city during the last two days.
·         The elections will start on 30 January 2005, the Independent Electoral Commission announced. The commission further said electoral propaganda would start on January and stop 48 hours before the elections.
·         Amman will host today a broad meeting between Iraqi and foreign stakeholders on Iraq reconstruction requirements.
·         Kirkuk police commander announced his forces are an alert for the elections.
·         Dahuk Governor received in his office a French businessman who is in the process of opening two factories in Erbil and Dahuk for assembly of Peugeot vehicles. The businessman had Kurdistan in 1962 first and made a TV interview with Kurdish legendary leader and KDP founder Mustafa Barzani in1963.
·         KRG-Erbil increased the retirement pension for the civil servants who die or sustain disability because of terrorism acts to 100% of their salaries with all the allowances and upgrade stipends due to any civil servant working until the normal retirement age at 63.

·         Sharm Al-Sheikh international summit starts today to support Iraqi political process, the election and security preservation.
·         (summarized editorial)The Sharm Al-Sheikh summit is due to start today. Many regional and world states, including the G8, are participating in the summit that is being held for the good of the Iraqi people. It is important and necessary, however, to define what is meant by the good of Iraqi people because some participants of the summit are those who pretend to care for Iraq while in reality they support, encourage and harbor terrorists who are doing their best to destroy Iraq and prevent its transition to a democratic federal state.
·         Kirkuk is a historical Kurdistan city and the PUK will not accept any compromise on its identity, Azad Jindyani, the PUK central Media Bureau said on a TV show last night.
·         The Kurdish political parties in Syria are planning for a peaceful demonstration in their quest to push the Government release all the prisoners who have been jailed since the last demonstration in March.
·         The IDPs who returned to Kirkuk will enjoy their full right to candidacy and voting in the elections, the chief of Kirkuk branch of the Independent Electoral Commission said in a press conference. On the Dukan meeting, where 15 Iraqi and Kurdistani political parties demanded postponing Kirkuk provincial elections until after normalizing Kirkuk situation, the Commission officials said they received such a demand but no decision was taken by the Baghdad-based higher commission on the matter yet.
·         In Qazaniya town, Dyala governorate, the Customs and Border police (CBP) captured 10 Afghanis who infiltrated into the country illegally. They were sent to Baghdad for investigation and trial. Illegal intruders face at least I year imprisonment sentence.
·         KRG-Sulaymanya distributed relief items to 38 refugee families who returned from Iran to their places of origin in Khanaqeen area. The KRG also supported another 200 IDP families who returned to Mandali and 120 families temporarily residing in Malaksha IDP camp.

·         (summarized editorial)The Kurdish political leadership needs to differentiate between reluctance and slowness and its claim for implementing rational and pacific policies so that we could restore Kirkuk.
·         (summarized column)Against the will of Kurdistan people, the Iraqi Transitional Administrative Law (TAL) did not make a clear decision on the restoration of Kirkuk and other Kurdish areas into the Kurdistan Region boundaries and the issue was postponed once again. Returning the Kirkuki IDPs to their places of origin became the responsibility of the Kurdish leadership. Feeling. The leadership accepted the challenge and has been claiming since then that they will guarantee the return of the IDPs (...) All what we see is only words with very little action. They have started to take serious measures, but unfortunately very lately. They need to speed up and turn their words to fruitful action through increasing their financial support to ease the return and proper resettlement of the IDPs.
