Four Iraqis killed, four wounded in Samarra, Ba'qubah- Al-Sharqiyah
(Al-Sharqiyah, Baghdad, in Arabic, 10 Nov 04): Four Iraqis have been killed and four others wounded in attacks in Samarra, north of Baghdad, and Ba'qubah, northeast of Baghdad, Iraqi TV reported on 10 November, quoting medical sources. Dr Nawfal Muhammad from Samarra General Hospital said that a child was killed and two others were wounded when a shell fell on their house, south of the city. An Iraqi contractor was also killed in the same area. In Ba'qubah, Lt-Col Hamid Ahmad from the city's police department said that two policemen were killed and two civilians wounded when an explosive charge went off near their car south of the city.
One policeman killed, five injured in Karbala- Al-Sharqiyah
(Al-Sharqiyah, Baghdad, in Arabic, 10 Nov 04): Insurgents attacked a police station in the city of Karbala, killing one policeman and injuring five others, Iraqi TV reported on 10 November. The US military said that two booby-trapped cars exploded late on 9th near the police centre, which was later attacked by mortar shells and machine-guns.
Allawi reportedly receives tribal support for Al-Fallujah action- Iraq For All
(Iraq For All News Network website 10 Nov 2004): Tribal chiefs met Iyad Allawi on 9 November and expressed their support for the government's action against terrorists, Iraq For All News Network agency reported on 10th. Allawi had a Ramadan fast-breaking meal with Sunni, and Shi'i figures along with tribal chiefs, including representatives of Mosul, Al-Thawrah, the agency said. It added that Allawi "received absolute support" from the Al-Dulaym tribe (the main tribe in the Al-Anbar governorate), the Shammar tribe, and all members of the National Assembly whom he met on 9th. The agency also said that many of them appealed for stronger measures in other parts of the country.
Iraqi minister says eight gunmen killed as fighting continues- Radio Dijla
(Radio Dijla , 10 Nov 04): Minister of State for Security Affairs Qasim Dawud said on 10 November that eight gunmen were killed in the hunt for "terrorist elements" who fled from Al-Fallujah, Al-Latifiyah and Al-Yusufiyah, Iraqi Radio Dijlah reported. Dawud told the radio that the operations were continuing in sections of Al-Ghazaliyah, Al-Amiryah and Al-Dawrah.
US soldier killed in clashes near Salman Pak- Voice of the Mujahidin
Voice of the Mujahidin 10 Nov 2004) : A US soldier has been killed in clashes with gunmen near the northern town of Salman Pak, 120 km south of Kirkuk, the Voice of the Mujahidin radio on 10 November quoted Kirkuk police as saying. The assailants managed to escape, according to the radio.
Samara council member assassinated- Radio Dijla
(Radio Dijla , 10 Nov 04: Shaykh Kamil Hasan al-Ulayyan, member of Salah-al-Din Governorate Council, was assassinated by gunmen in front of his house in Al-Mu'tasim neighbourhood in the city of Samarra, Iraqi Radio Dijlah reported on 10 November. Al-Ulayyan is reported to have survived a previous assassination attempt.

Voice of the Mujahidin 10 Nov 2004: The police commander of Al-Karkh area has been killed by gunmen, who were travelling in a civilian car, Voice of the Mujahidin radio reported on 10 November.
Iraqi guardsman killed at checkpoint- Voice of the Mujahidin
Voice of the Mujahidin 10 Nov 2004: An Iraqi National Guardsmen was killed and three wounded when a car crashed into the barriers of a checkpoint in the northern city of Daquq late, 40 km south of Kirkuk, on 9 November, the Iran-based Shi'i radio station Voice of the Mujahidin reported. The driver of the car was also killed.
Police station attacked with mortars- Voice of the Mujahidin
Voice of the Mujahidin 10 Nov 2004: A mortar attack on a police station in the town of Al-Huwayjah, 70 km southwest Kirkuk, on 9 November caused extensive material damage, but no casualties, Voice of the Mujahidin reported. The radio added that the attack had come a day after leaflets were distributed in the town threatening to attack the state departments and schools, and urging policemen to join the resistance or be treated as occupiers.
Voice of the Mujahidin 10 Nov 2004: An official spokesman for Grand Ayatollah Al-Sayyid Ali al-Sistani has denied that Al-Sistani announced that he would take part in the January elections, Voice of the Mujahidin radio reported on 10 November. Al-Kaffaf said that he denies what has been announced by an alleged spokesmen for Al-Sistani in this regard. A spokesman for Al-Sistani, who declined to be identified, said on 9th that Al-Sistani will be the first to participate in the elections. He also specified the participation percentages of the political groups to be included in the list for the general elections.

Al-Sharqiyah TV, 10 Nov 04: Farid Ayyar, official spokesman for the Iraqi Higher Independent Election Commission said on 10 November that about 30 parties have thus far presented documents for endorsement by the Higher Independent Election Commission. The period of endorsement began on 1 November and will end on 20 November in Baghdad and on 15 November in the governorates, he added.
Al-Sharqiyah, Baghdad, in Arabic, 10 Nov 04) : Three members of interim Iraqi Prime Minister Iyad Allawi's family were kidnapped in Iraq on 10 November, Qatari Al-Jazeera satellite TV reported. In a subsequent caption, it added that the three kidnapped were Allawi's "cousin, the cousin's wife and another member of the family". (Al-Jazeera TV, Doha, in Arabic 0832 gmt 10 Nov 04)An anonymous source from Allawi's political party, the Iraqi National Accord, was quoted as saying that the third family member was Ghazi Allawi's daughter-in-law. The source said three cars with at least six men inside pulled up to the house in the southern district of Al-Kadisiya from where they took Allawi's cousin and his two family members.
Ansar al-Jihad Group claims responsibility for kidnapping Allawi's relatives- Jihadist web site
(Jihadist web site 10 Nov 04): In a statement posted on a web site on the Internet, an unidentified group calling itself the Jama'at Ansar al-Jihad [Supporters of Jihad Group] has claimed responsibility for kidnapping the relatives of Iraqi Interim Prime Minister Allawi and threatened to kill them if the group's demands were not met. The following is an extract from the statement "Here are the lions of Islam flying high to declare that Islam and jihad are the only solution. Praise be to God, for with his support and his Glory in this holy month, a faction from Ansar al-Jihad, may God honour them with victory, and set their aim upon the target, kidnapped three relatives of the head of Iraqi treason, Allawi, may God burn him and slay him. The relatives are his cousin, his wife and another relative. We, in Jama'at Ansar al-Jihad proclaim our responsibility for this blessed operation in this holy month [of Ramadan], and we, in Jama'at Ansar al-Jihad, give the vassal government, especially the agent Allawi, a deadline of 48 hours to respond to our conditions in order to release these people. Our demands are: 1. The release of all female prisoners in Iraq; 2. The release of all male prisoners in Iraq; 3. To lift the siege and stop the assault against the city of glory and pride, Al-Fallujah. We vow to God and his Prophet that if the agent government does not satisfy our demands within 48 hours, they will be executed by way of beheading.
Electoral commission outlines procedures for governorate elections- Al-Mu'tamar,
(Al-Mu'tamar, Baghdad, in Arabic 9 Nov 04) : The Independent Electoral Commission of Iraq has allocated the number of seats for each governorate in the country, giving Baghdad 51 seats while allocating 41 seats for each of the other governorates, Al-Mu'tamar newspaper affiliated to the Iraqi National Congress (INC) reported on 10 November. A spokesman for the commission, Farid Ayyar, said that the governorate council elections would be held on the same day as the Iraqi National Assembly and the Kurdish Regional Council.

Dahuk Security Department announced the arrest of one of the terrorists involved in the assassination attempt that targeted the Governor last September. CHAK (Halabja Center against Anfal and Genocide of Kurdish People) issued a statement demanded all Kurdish political parties and activists inside Kurdistan and abroad to launch open debates and unify their positions regarding participation in the forthcoming elections in Iraq. If these lections are important for the other [non-Kurdish] peoples of Iraq, they decisive for the Kurds, the statement added.

In an official meting chaired by Talabani in Sulaymanya, the PUK and the Democratic Gathering, an umbrella organization of several Iraqi democratic and national Arabic parties, discussed the preparations for the Iraqi elections.

In related news, PUK politburo member Nawsherwan Mustafa met with 150 journalists and briefed them on his party's views on the elections. The Kurdish future is bound to an active participation in the elections, Mustafa said.

Kirkuk Deputy Governor met with the Education Director in the presence of representatives of all ethnicities. The Deputy instructed the director to speed up opening of schools where the returning IDPs are relocated. He also demanded that the education field should remain away from third parties' interventions. The deputy's remark was in response to the recent interference of the Turcoman Front in favor of Turcoman schools.

A hand grenade exploded inside the house of a leadership member of Kurdistan Islamic Group (KIG) wounding his wife and his brother-in-law and killing another brother-in-law. The KIG is led by Ali Bapir, who has been imprisoned by the US forces since last year June 2003.

A PUK informed source criticized the KDP for arresting a number of PUK affiliates in Soran area (about 120 km north of Erbil). Speaking on condition of anonymity, the source said his party was seriously studying proper ways to deter more arrest, including the possibility of similar procedures.

In line with the official recognition of Kurdish language in Iraq, Kirkuk Municipality Department issued new letter-heads in both Kurdish and Arabic languages for the first time. The Municipality Director said the next step would be using Kurdish in the content of official correspondence as well.

The finance ministers in both Erbil and Sulaymanya administrations of et KRG visited Baghdad jointly and met wit each of the Vice-President, Deputy PM and the federal Finance Minister to explain that the Kurdistan region's financial requirements are way above the %8.5 allocated [by the federal Finance Ministry].

The US ambassador to Baghdad visited Sulaymanya Monday and met with Talabani, who asked him to deliver a congratulatory telegram for President Bush on his re-election for a second term.

Kurdistan Institute for Elections (KIE, local NGO) organizes civic education courses for Iraqi civil servants in Sulaymanya. Each course comprises of lectures on modern society, citizenship and the authorities. KIE complains that the KRG-Sulaymanya ministries of Education, Peshmarga Affairs, Agriculture and Human Rights were not cooperative.

The Eastern [Iranian] Kurdistan refugees living in Altash camp near Ramady since 22 years are escaping the area to Kurdistan Region fearing instability and threats from `chauvinist Arabs. Some of them have already arrived and more are waiting the end of Ramadan. They complain that the KRG does not cooperate with them [in terms of reception and accommodation] like those returning from Iran.

The Kurds warmly welcome the cancellation of Order No. 42 of the Iraqi defunct Revolution Command Council. The Order was preventing the Kirkuki Kurds from owing more houses and real estate and the Arab settlers from selling houses and real estates in line with the Arabization policy.
