Four Iraqis working for US forces killed near Kirkuk- Al-Sharqiyah

An Iraqi security source said that four people working in the US military base in Tikrit, including a woman, were shot and killed by unidentified gunmen this morning.
Captain Hasan Abdallah Muhammad al-Ubaydi from the Kirkuk Police Department said that the four people were cooperating with the US forces. He added that the attack took place near the city of Al-Rashad, 40 km south of Kirkuk, at 1000 [0700 gmt] while the four people were travelling from Kirkuk to Tikrit.

Iraqi government spokesman Tha'ir Hasan al-Naqib has announced the failure of negotiations with the delegation of Al-Fallujah residents to find a peaceful solution to the situation in the city.
Al-Naqib said that the committee assigned by the National Assembly to hold negotiations with the Al-Fallujah delegation informed the government of the failure of its efforts and negotiations with the Al-Fallujah delegation to reach a peaceful solution. He added that the door would remain open for finding a peaceful solution, even if the large-scale military operations against the city begin.

Three Iraqis wounded in attack on police car- Al-Sharqiyah

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 07 Nov 04:): Three Iraqis were wounded in an attack on a police car followed by a shooting attack in Haifa street in central Baghdad at noon on 7 November, Iraqi Al-Sharqiyah TV reported. Dr Muthanna Sami Abadllah from Al-Karkh hospital was reported as saying that they had received three wounded people, one in serious condition. One of the wounded said that he was riding in a car when gunmen opened fire on the police car, setting it on fire.

Three car bombs discovered south of Baghdad- Al-Sharqiyah TV

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 07 Nov 04:): The Iraqi National Guard forces found three cars fitted with explosive devices near the Hall of Justice in Al-Mahmudiyah, south of Baghdad, on 7 November, Iraqi Al-Sharqiyah TV reported. One of the cars reportedly exploded, but there were no immediate reports of casualties or damage. The Iraqi forces imposed a security cordon around the site of the explosion.

UK force begins operation along Euphrates east bank

(Radio Dijla , Baghdad, 7 Nov 04) : British forces have launched a military operation against gunmen ahead of the expected US offensive in Al-Fallujah, Iraqi Radio Dijlah reported on 7 Nov. Hundreds of Black Watch battalion soldiers took up positions along the eastern bank of the Euphrates in a bid to control a strategic bridge and prevent gunmen from transferring weapons to the area, it said. Ministry official on plans to counter violence, security for elections- Al-Diyar TV

(Al-Diyar TV, 07 Nov 04): Iraqi Interior Ministry Under-Secretary Adnan al-Asadi said on Iraqi Al-Diyar TV on 6 November that the ministry's priorities were above all security, then infrastructure, and the structuring of the ministry. He expressed concern over what he called a "tangible escalation" in insurgent activity. The Iraqi government, he said, has a plan to "chase terrorist elements and sabotage networks and to launch storming and assault operations on the dens of many of these sabotage gangs." Regarding preparations for the elections scheduled for January 2005, Al-Asadi said that the ministry must ensure the security of the Elections Commission, which is responsible for transporting the voting forms from Baghdad airport to the Iraqi governorates and handing over the voting forms to the suppliers of food rations, and from there to the Iraqi voters. "This process requires security guards," Al-Asadi said.

"Wanted" cleric urges election boycott - report

Al-Manar al-Yawm [ Baghdad , daily independent news paper in Arabic]( 08 Nov 04) : A Shi'i cleric in Karbala reported to be wanted by US forces has called on Iraqis not to participate in the general elections, Al-Manar al-Yawm newspaper reported on 6 November. The paper cited a statement by Grand Ayatollah Mahmud al-Husayni saying that participating in the elections was a "prohibited act". He added that "there is no reasonable and religious evidence that makes it a duty to participate in the elections". The paper said Al-Husayni was a student of the religious leader Muhammad Sadiq al-Sadr, father of cleric Muqtada al-Sadr. (Al-Manar al-Yawm 06 Nov 04)

However, we have never heard of any clear measures taken against the criminals and terrorists who violated the sanctities without deterrence or punishment meted out. The state of emergency is required to identify the enemy that wreaks havoc with the security and safety of people to teach a lesson for others to learn. It should build confidence between the government, the executive power and people through striking with an iron fist all those manipulating people's lives and security. The state of emergency should provide the government with new conditions that qualify it to do what it says and to terrify the enemy with enough deterrent power. Though we understand the causes of such declaration, we, in turn, warn that this state might be twisted to restrain the democratic rights of the population. Inversely, the government should take advantage of this state to launch mass initiatives with definitive time frames, and above all translate them in a way as to defend the democratic process against its enemies."

Al-Zaman [daily, independent, Baghdad edition of London-based Al-Zaman]: [From editorial] "The problems weighing heavily on Iraq cannot be solved within the next 60 days and with exceptional measures restricting freedoms and stifling cities, villages and daily life of Iraqis. The Iraqi government should have resorted to other options. First and foremost, it should have been more patient and worked much harder to find comprehensive political solutions to uproot all the vestiges of the infamous dissolved Interim Governing Council that established in society a rampant state of prejudice and involved persons and groups working for some greedy neighbouring states in the political process. The right solutions could have been reached earlier, no matter how long this would have taken and how much patience and effort needed This would have made all members of society feel they were winners in the change and the new political process, without coming to results leading to inevitable division or leaving winners and losers in an atmosphere charged with calls for revenge, exclusion and absence far from serving the interest of building a new healthy Iraq."



Updates from Iraqi Kurdish Press, 07 Nov 2004

Kurdistan Parliament issued a statement ``strongly'' condemning the terror targeting the Kurds in Mosul and the closure of the Kurdish, Syriac and Turcoman sections in the city's state-owned radio and TV station in line with the pan-Arabism policies of the terrorists and former Baathists, Khabat and Kurdistani Nwe dailies reported. The statement calls upon the Iraqi federal government and the MNFI to do their best for uprooting terrorism and securing the lives of people from all ethnicities.

·         Despite Kirkuk people dissatisfactions, the Iraqi federal government continues re-employing former Baathists in the departments of the city.
·         The police in Baquba city raided 3 houses and arrested 11 non-Iraqi terrorists Friday night.
·         The MNFI in Mosul governorate arrested 10 terrorists in sporadic hunt operations while newspaper sellers downtown received written threats from terrorists to stop selling Al-Ittihad, Al-Wifaq, Al-Moutamar and Al-Taakhi newspapers.
·         The UN pressures for allowing Iraqi expatriates to vote may create another crisis between the Organization and the Iraqi peoples.
·         Kirkuk Governor received a delegation of the Iraqi federal Ministry of Education asked for all possible facilitations for the Kurdish education in the governorate. Praising the KRG for providing support for the Kurdish education, the governor complained that the ministry had done nothing so far in that regard. He further stressed that the Kurds had all the right to study in their mother tongue and no one would be allowed to hinder Kurdish education.

·         In his Qalachwalan HQ north of Sulaymanya, the PUK leader Jalal Talabani received Saturday the political advisor for the French ambassador to Baghdad. The visitor delivered the Ambassador's letter to Talabani for improving the PUK-France bilateral relations. Discussing the Iraqi status quo and the elections, Talabani said his party was for a united comprehensive candidacy list that could gather all Iraqis for a federal, parliamentarian and democratic Iraq where the Kurdish people would enjoy their rights. Earlier the day, Talabani told a visiting delegation of the United Iraq Party that all the religious and political parties in Iraq needed to get together and eliminate the dangers facing Iraq through consensus.
·         The KRG-Sulaymanya provided more support to 350 IDP families who have recently returned to their places of origin in Khanaqeen with relief items bringing the number of supported IDP families to 1350 in that area in addition to another 25o families to be supported soon.
·         From now on, we will take our own decentralized decisions to secure our immediate needs for service projects, Kirkuk Deputy Governor Ismael Al-Hadeedi said during his Saturday meeting with directors of service departments in the governorate. The Deputy further blamed the federal Iraqi government ministries for neglecting the governorates needs, particularly those related to servicing the returning IDPs. Only the KRG administrations in Erbil and Sulaymanya helped us taking care of the returnees, the Duty recalled.
·         The KDP leader Massoud Barzani received Thursday a joint delegation of US and South Korean commanders in Iraq and discussed with them Kurdistan status quo and Iraq reconstruction efforts. The day earlier, Barzani received the Korean defense Minister who thanked the KRG for cooperating with his troops in Erbil. Barzani said the deployment of the Korean troops was the start of relations between the two Korean and Kurdistan peoples.

·         An MNFI spokesperson in Mosul confirmed the death of a terrorist expert in explosion in a hospital Saturday morning. Mehdi Ahmed Musa sustained serious injuries while he was trapping a car with explosives Wednesday. The police arrested him Friday in his hide out where his was being treated secretly. Another two terrorists died when a mortar shell exploded prematurely before they could launch it at the MNFI, the spokesperson said adding that a number of terrorists were arrested in different locations in the governorate.
·         Kirkuk is part of Kurdistan, the PUK representative in Ankara said responding to Turkish officials' statements accusing the PUK and KDP of changing Kirkuk demography. Those who move to Kirkuk are the Kurdish and Turcoman IDPs who go back to their places of origin, the PUK official asserted.

·         The Kurdish people and political parties in Mosul are running out of patience and will not stay motionless looking at all the crimes being committed against them since the regime fall, KDP leadership member Yonis Rozhbayani told a number of Mosul Kurdish notables and dignitaries on 3 November. The KDP official had invited the dignitaries to a special gathering asking them to relay the verbal message to their Arab neighbors and friends asserting that any future attack on the Kurds in Mosul would be replied ten-folds. Rozhbayani stressed his party's commitment to realize the threats if the Arab hardliners did not stop their assaults on the Kurds by Eid Al-Fitr. He also confirmed that he had informed Mosul Municipal Council and the MNFI of the content of his message.
