Al-Diyar Satellite Channel In Arabic, Baghdad, 03 Nov 04: [Presenter] Dr Ahmad Al-Chalabi, secretary-general of the Iraqi National Congress, has called on the Iraqi government to use the language of dialogue and resort to peaceful means to defuse the crisis in the city of Al-Fallujah. He reminded the government of the peaceful approach that helped resolve the Al-Najaf crisis through the initiative of religious authority Ali al-Sistani.

The US Army did not comment on the shelling, which is renewed at a time when the US Marine forces are preparing for storming the city in a large-scale military attack under the pretext of striking gunmen and destroying positions allegedly used by the Abu-Mus'ab al-Zarqawi group.
US military officials have announced that around 65 per cent of the residents of Al-Fallujah had left the city for fear of a large-scale military attack. In the meantime, US raids have become almost a daily phenomenon.
Dr Iyad Yas from Yarmuk Hospital said that the hospital received nine wounded people, two in serious condition.
Hiba Hamid, one of the wounded, said that US and Iraqi soldiers stopped a four-wheel-drive car whose driver rammed into a checkpoint on the airport road and blew it up, causing damage to three cars.
The US Army earlier issued a statement and announced that a booby-trapped car had exploded in western Baghdad near a checkpoint at 0330 this [local time] morning, stressing that there were no casualties among the multinational force.
Al-Sha'lan also said that the town's negotiating delegation had provoked the government by setting conditions he described as illogical. The delegation, he said, wanted to determine the size of the military forces in the town, their positions and the duration of their presence, adding that such issues were the Iraqi government's responsibility and that the reconstruction of the town would begin after the forces enter the city.
Al-Yawar is currently on a tour that took him to Kuwait and Bahrain. Iraq had earlier decided to announce a three-day mourning period over the death of Shaykh Zayid. The Iraqi government presidency issued a statement in which it praised Shaykh Zayid and described him as a wise leader who had pan-Arab stances.

[Unidentified correspondent] What is your stance on the military operations against the city of Al-Fallujah and the other tense cities which are under the control of armed groups? Do you not think that these military operations will not allow normal elections to be held in those areas?
[Al-Chalabi] Security cannot be established only through repression. Maintaining security primarily comes when the people accept the legitimacy of the government and the forces in charge of establishing security. This is the basic thing.
I think that treating particular cities and large groups of people as outlawed will not produce positive results. I believe that using force must be the last means to resort to after exhausting all means of negotiations. Force can only be used after politics fail.
I do not think that there is a political failure now in the dialogue with the Iraqis. In the case of Al-Fallujah, we must help the people of the city get rid of the terrorists who control it instead of using force indiscriminately against them. I support the continuation of negotiations with the people of Al-Fallujah and the other Iraqi areas.
I believe the initiative spearheaded by religious authority Al-Sistani in Al-Najaf is an example to follow. We saw how Al-Najaf engaged in a war with the US forces for 26 days and how the US forces could not impose its control on the city. Then came Al-Sistani's initiative, which was accepted by all parties, the government, the Al-Mahdi Army, Muqtada al-Sadr and the Americans.

(KDP) satellite, Iraqi Kurdistan Democratic Party TV, 3 November 04 [Kurdistan Democratic Party, KDP] Leader Mas'ud Barzani received US Ambassador to Iraq John Negroponte and his accompanying delegation in Salah-al-Din yesterday.
At a meeting attended by members of the KDP Political Bureau and Central Committee, the prevailing situation, security and services in Iraq, as well as the situation in the Kurdistan region.
The meeting discussed in detail the general elections in Iraq, scheduled for the beginning of next year, with particular emphasis on efforts to ensure the widest participation of the all the political forces in preparation for the highest participation by the citizens in the elections, so that the results would represent the views of the majority.

Al-Moutamar Iraqi newspaper reported that a committee calling itself `Mosul Mujahideen Committee' posted leaflets in Mosul city quarters holding the Kurds responsible for the murder of doctors, clergymen and dignitaries. The Committee statement threatened to kill 50 Kurds in revenge for anyone of the slain dignitaries.

In an unexpected move, Mosul security officials shut down the only police station in Bardiya collective town near Zumar (northeast Mosul), where the Kurds are majority. The Kurdish political parties in Mosul are doing their best wit the concerned security officials to have them reconsider the `ill-motivated' station closure.

The Kurdish expatriates in Diasporas issued a statement stipulating its refusal to partake in the Iraqi elections before the Iraqi government clarifies the administrative whereabouts of Kirkuk, Khanaqeen, Sinjar and other Kurdistani areas. The statement that expatriates published through many Kurdish websites insists that the Iraqi government is sure able to take such a decision as it has recently cancelled 700 legal codes issued by the former regime.

The PUK rejected the KDP conditions for a joint candidacy list for Kurdistan parliamentary elections due in January 2005. During their last meeting in Salahaddin last week, the KDP insisted to get 55% of the seats that the proposed KDP-PUK joint list would gain and the PUK `completely' turned down the KDP insistence.

The Kurds need to be cautious as the terrorists are changing their tactics after their defeats in Faluja, Samarra. They started scattering their elements throughout Khalis and al-Udhaem areas in Dyala Governorate in order to disrupt movements of Kurds to and from Baghdad.

Tension factors that could ignite Kurdish infighting still exist and no one can guarantee it won't' surface again, PUK politburo Imad Ahmed said an interview. Ahmed was asked whether his party would form an electoral alliance with the KDP or not, the PUK official said that the two parties were engaged in serious talks and both options were open.
