ELECTIONS
Electoral commission to hire 6,500 employees for polls

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 30 Oct 04: The Independent Electoral Commission of Iraq is in the process of hiring 6,500 employees to be tasked with registering and organizing special forms for the January elections, Al-Sharqiyah TV reported on 30 October. Izz-al-Din al-Muhammadi, member of the Independent Electoral Commission, said the new employees will be sent to voter registration departments in Baghdad and other Iraqi governorates.


Voting forms to be distributed with food rations in November

(Voice of the Mujahidin, 30 Oct 04: The Electoral Commission chairman has said that personal information given in food rations forms will serve as the basic information for use in voting forms, set to be distributed in November along with the November food rations, Voice of the Mujahidin reported on 30 October. The chairman added that the voter registry has been prepared and that the registration of election candidates, who total 1,870 in number, has begun. He pointed out that the construction of offices and polling centres was under way in all cities, districts and subdistricts.

Al-Sistani's office issues voting guidelines

Al-Diyar Satellite Channel in Arabic, Baghdad,30 Oct 04: AL-SISTANI'S OFFICE HAS ISSUED ITS GUIDELINES ON THE MANNER IN WHICH ELIGIBLE VOTERS SHOULD CAST THEIR VOTES. ACCORDING TO THE GUIDELINES:

v        All eligible male and female voters should cast their votes and check that their names are correctly recorded in the voter registry.

v        Voting is considered a religious duty similar to prayers and fasting, and abstention constitutes disobedience of God Almighty.
v        All citizens must report to election centres to check that their names and addresses have been correctly registered, especially those with names used for both sexes, like Sabah, Nur, Nidal, and so forth.
v        All the documents which confirm the voter's name and address must be presented.
v        Popular preparatory election committee have been formed throughout Iraq to coordinate with the agents and representatives of His Eminence the supreme religious authority [Al-Sistani] in order to guide citizens as to how to cast their votes.
v        Physically incapacitated individuals can call these committees to facilitate their transportation to and from polling centres.

THE GUIDELINES CONCLUDE WITH A STATEMENT SAYING: "THESE ELECTIONS ARE YOUR OPPORTUNITY TO GUARANTEE YOUR FUTURE AND THAT OF YOUR SONS, GRANDSONS, AND FELLOW TRIBESMEN, IN ORDER TO BUILD A DEMOCRATIC NEW IRAQ WHICH GUARANTEES YOUR FREEDOM".

 

Interior Ministry official says explosives disappearance 'unimportant'

(Voice of the Mujahidin, 30 Oct 04): The Interior Ministry official spokesman Sabah Kazim on 30 October dismissed as unimportant the debate over the disappearance of 350 tonnes of explosives from the warehouses of the Al-Qa'qa facility, Voice of Mujahidin radio reported. He said that thousands of tonnes of explosives and ammunition disappeared from warehouses in the country and nobody paid any attention to them. He said that the current clamour has links with US elections and is of no interest to the Iraqi government, which is working to wipe out terrorism and terrorists. Speaking to reporters on 29th Kazim said that when the current Iraqi government assumed power, these explosives had already disappeared and that the US forces were the first to know about them and they were the first to enter Al-Qa'qa and take pictures of them and present these pictures to the world.

Iraqi TV says 15 civilians killed on Baghdad-Al-Najaf road

(Al-Sharqiyah TV, 30 Oct 04): Fifteen civilians have been killed in a wave of "indiscriminate shooting" on the road which runs between Baghdad and Al-Najaf, Iraqi TV channel Al-Sharqiyah reported on 30 October. The channel said the gunfire targeted a car accompanying a funeral procession heading for Al-Najaf, as well as another car heading in the opposite direction towards Baghdad.

Group's video shows 'mass graves of occupation soldiers'

(Jihadist web site www.anbaar.net 30 Oct 04) : The group calling itself the Islamic Army on 30 October posted a three minute video on a Jihadist web site showing mass graves it claimed were filled with bodies of "occupation soldiers". A statement accompanying the video said the coalition was deliberately hiding the number of fatalities in Iraq. "No one has made public the fate of those killed or their actual number. Helicopters drop bodies inside black bags in rivers and bodies are also buried in the desert," the group said. The statement added that "most of the bodies have white skin are those of tall soldiers who are not native to Iraq". It added that the bodies will be handed over in the future to the Iraqi Red Crescent or the Red Cross or any satellite channel that respects its mission statement.

Security plan drafted to protect national guards from attack

(Voice of the Mujahidin, in Arabic, 30 Oct 04): The National Guard Command has announced that it has drafted a security plan to protect its forces, Voice of Mujahidin reported on 30 October. This was announced by Colonel Haydar al-Badri, a National Guard commander, who said the plan calls for providing the National Guard with protection vehicles and personal firearms for the purposes of self-defence.

Mosul rally calls on US to stop raiding mosques

(Al-Sharqiyah TV, 30 Oct 04): A "massive" demonstration was staged in Ninawa governorate in northern Iraq calling on the US troops to stop raiding mosques in the city, Al-Sharqiyah TV reported on 30 October. The TV reported that more than 1,500 worshippers, imams and preachers gathered after Friday prayer on 29th and took part in the demonstration.




POLITICS
Iraqi VP says deaths of 49 army recruits indicates security breaches

(Voice of the Mujahidin, in Arabic, 30 Oct 04): Iraqi Vice-President Ibrahim al-Ja'fari has called for a revision of the security system saying that the murder of newly recruited National Guard members revealed breaches within Iraq's security services, Voice of the Mujahidin reported on 30 October. The vice president said a similar breach led to the death of three policemen en route to a wedding reception a few days ago. He noted that the operation indicated that inside information was relayed to the perpetrators.



Iraqi minister praises conference's draft final statement

(Al-Sharqiyah TV, 30 Oct 04): Iraqi Foreign Minister Hoshyar Zebari has commended the draft final statement of the Sharm al-Shaykh conference on Iraq, which is due to be held on 22 November, Iraqi TV channel Al-Sharqiyah reported on 30 October. Zebari described the content of the draft statement, which was proposed by Egypt, as good, and in accordance with the ambitions of the interim Iraqi government, the decisions of the Arab League and the Organization of the Islamic Conference [OIC], and resolutions adopted by the UN. Zebari expressed the hope that the conference would result in an international commitment to support political developments in Iraq, back holding general elections, and contribute to the reconstruction of Iraq.

Al-Bayyinah [From editorial]: "To hell with these occupying forces, which are incapable of protecting us. Let's all take up arms and avenge our fallen martyrs. Let's fight the terrorists from door to door. Let there be gallows set up at every street corner. Otherwise, let everyone expect more massacres across our homeland, a never-ending civil war where Iraqis are locked in a frenzied killing spree and a country torn apart, if not burnt to cinders, by warring factions."

The murder of media, -Al-Mada

Al-Mada [From editorial]: "Following the assassination of an Al-Sharqiyah channel newsreader and the murder of the editor-in-chief of an old Iraqi newspaper, the car bombing yesterday of Al-Arabiya satellite TV office in Baghdad comes as the third assault on media workers here in five days. It is hard to speculate on the unifying factor that has brought supposedly diverse terror groups together to launch these choreographed anti-media assaults. The only likely explanation for targeting media workers so intensively is that some have become too deeply immersed in murderous practices to envisage any choice other than violence as a means of self-expression. Understandably, such people cannot stand others trading quiet words amid the loud crackle of guns."

Militants reportedly arrested in Kirkuk

(KurdSat TV, 30 Oct 04): US and Iraqi police forces have arrested 22 terrorists in a campaign launched in Al-Amal al-Sha'bi area, Kurdistan satellite TV reported on 30 October, quoting an anonymous source. A source told the TV that at least three of the terrorist had strong links with Abu-Mus'ab al-Zarqawi's terrorist group. The source added that initial investigations showed their involvement in numerous terrorist attacks in Kirkuk.
