Islamic party urges Iraqis to vote in January poll- Al-Fayha TV

(Al-Fayha, 26 Oct 04): Ali al-Adib, an Al-Da'wah al-Islamiyah Party political bureau member and a member of the National Assembly in an interview with Iraqi Al-Fayha TV on 24 October urged Iraqis to take part in the forthcoming election. "The national and Islamic parties have been invited to take part in the elections. Any boycott or low turnout will allow this political void to be filled by the forces who would like the security situation in Iraq to remain unstable... On our part, we urge other parties to effectively and actively take part in the elections. As an Islamic party, we will also seek to enter the elections by joining forces with the political forces with which we have a common approach, aspirations, and objectives. Thus, it would be possible to submit a unified list that summarizes the efforts of several political forces or social groups in one list in order to make it easier for voters to elect the groups or individuals they see fit to translate and represent their national and principled aspirations and objectives."

Paper urges holding poll on schedule even if 'imperfect'-Al-Mada

(Al-Mada 26 Oct 04): An article in the Iraqi newspaper Al-Mada on 25 October argued that the election should be held on schedule even this meant inevitable shortcomings. "The elections might not in themselves be ideal or perfect, but they are undoubtedly a neutral mechanism for solving the conflicts of the emergency situation and for warding off the dangers that beset the country's present and future. In such a situation there is no harm if they do not rise to the highest degree of perfection. Holding them at the scheduled time and with an acceptable degree of credibility and transparency is certainly better than not holding them".


Iraqi parliamentarians interviewed on elections- Al-Mada

(Al-Mada 26 Oct 04):: The Iraqi newspaper Al-Mada on 26 October published interviews with a number of Iraqi National Assembly members on the January election and security issues. The dean of the Al-Sadr family and National Assembly member Al-Sayyid Husayn al-Sadr said he has not ruled out his candidacy in the elections. He said Muqtada al-Sadr had already said that he would not stand in the elections, but it was "very likely that one of his followers or disciples" might be nominated, though not in the name of the Al-Sadr family. Leader of the Al-Watan Party Mash'an al-Jabburi said he had formed an independent, non-partisan election list called the "Reconciliation and Liberation List", in which liberation refers to "peaceful resistance of the occupation" and resisting corruption. Representative of the Islamic Union of Iraqi Turkomans in the National Assembly Abbas al-Bayyati complained about "media blackout on the reality of Iraqi Turkomans". He said they would now "have to step into the light and express their opinions". He said important issues, especially the Kirkuk issue, "require Turkoman participation when decisions are taken on them" since Turkomans have just as much right to Kirkuk as other Iraqis. Judge Dara Nur-al-Din said the Independent Higher Commission for Elections in Iraq had not done enough to clarify the electoral process and inform the Iraqi public of the procedures. Dr Raja al-Khuza'i said that Iraqi women were optimistic that terrorists would "lose interest" in their actions, return to their countries and Iraqis would reconcile. Member of the Kurdistan Communist Party Kamal Shakir said he expected a "long path of struggle" ahead.


Allawi urges key UN role in elections- Al-Diyar TV

(Al-Diyar TV; Al-Mashriq, 26 Oct 04) : Iraqi Prime Minister Iyad Allawi has reiterated the need for the United Nations to do its utmost to stabilize Iraq's political, economic and security situation and to protect the Iraqi borders, Iraqi Al-Diyar TV reported on 25 October. Allawi was speaking after talks with Ashraf Qadi, representative of the UN secretary-general. Allawi said that the government had doubled its efforts on three fronts: the security situation, providing job opportunities by employing jobless people and improving the living conditions of citizens and addressing political issues. For his part, the UN envoy told a news conference in Baghdad on 24th the UN would help the Iraqi elections commission to organize the electoral process in accordance with the law and free of tempering and rigging. The United Nations, he said, would play a key role in making a success of the elections. In reference to the Association of Muslim Scholars, Qadi said: "If any association or party boycotts the elections, we will try to solve the crisis by sending a number of UN representatives belonging to various countries to help solve the crisis," in addition to opening direct and democratic channels of dialogue and listening to all parties in order to contain the crisis.

URGENT-Motorcycle bomber kills one U.S. soldier

BAGHDAD, Iraq (AP) _ A motorcycle bomber attacked a U.S. convoy Wednesday, killing one soldier and wounding another, the U.S. military said. The attack came around 9:30 a.m. (0630 GMT), targeting a 13th Corps Support Command convoy in central Iraq, according to a statement. The injured soldier was taken to a military hospital. The name of the soldier killed was being withheld pending notification of next of kin
.

Policeman killed, nine wounded in roadside bomb in Ba'qubah- Al-Sharqiyah

(Al-Sharqiyah TV, 26 Oct 04): An Iraqi policeman was killed and nine others wounded when two explosive charges went off almost simultaneously in the city of Ba'qubah, northeast Baghdad, Iraqi TV reported on 26 October. Hospital sources said the first explosion targeting a police patrol occurred at 0915 [0715 gmt] in front of Diyala University while the second one took place in Al-Mu'allimin neighbourhood, some three kilometres away.

Four gunmen killed, eight arrested in Najaf- Al-Sharqiyah

(Al-Sharqiyah TV, 26 Oct 04):: Police and guardsmen in Najaf carried out a raid late on 25 October to track down gunmen in the southern desert, west of Iraq, Iraqi TV reported. Maj-Gen Ghalib al-Jaza'iri, the head of police in Al-Najaf , said that four persons were killed and seven wounded, including a number of policemen, in clashes with gunmen. Eight gunmen were arrested. It is thought that some of them are Syrian, Jordanian and Afghan nationals. Large amounts of light and medium weapons, documents and equipment thought to be gunmen in carrying out armed operations in Al-Najaf and nearby towns were confiscated.

Police officer escort were killed in Ba'qubah- Al-Sharqiyah

(Al-Sharqiyah TV, 26 Oct 04):: The Iraqi TV quoted police officer Miqdad Abd-al-Hasan saying Ni'mah Abd Salih and his escort were killed and another escort was wounded when unidentified people showered their car with bullets northeast of Ba'qubah city, the biggest city in Diyala Governorate.

Police arrest suspects on assassination charges- Al-Sharqiyah

(Al-Sharqiyah TV, 26 Oct 04): Iraqi police have arrested a group of suspects believed to be involved in the assassinations of number of high-ranking officials, including members of the dissolved Iraqi Governing Council [IGC], Iraqi TV reported on 26 October. Brig-Gen Isma'il Arrar al-Majidi, head of police in Maysan Governorate, southeastern Iraq, said his forces arrested a group on charge of attacking police stations and assassinating a member of the dissolved IGC, Aqilah al-Hashimi, and another group accused of assassinating Muhammad Baqir al-Hakim. He added that a number of people had been detained on charges of assassinating Izz-al-Din Salim, president of the dissolved IGC, the attempt on the life of IGC member Karim Mahud al-Muhammadawi, and blowing up a Baghdad recruiting centre.

Paper says "old feuds" behind recent assassinations- Al-Dustur

(Al-Dustur 26 Oct 04): A report in the Iraqi newspaper Al-Dustur published on 25 October suspected that "a settlement of old accounts" could be the main motive behind a spate of recent assassinations in Iraq, including that of the tribal chief of Bani Malik tribe and former Iraqi army colonel Abd-al-Amir Kazim. "The most dangerous daily Iraqi bloodshed, which is no less important than the Iraqi bloodshed by the US forces while their warplanes bomb Iraqi cities, is the bloodshed committed by the kidnapping, murder, and assassination gangs. These gangs are acting freely without an ethical, religious, or moral boundaries .. It appears that this is an uncontrolled feud by some people, who accordingly, have decided to use the language of arms while totally ignoring the consequences."

Defense Minister accuses Libya of intervention in Iraq's affairs-Al-Furat

(Al-Furat 26 Oct 04): Iraqi Defence Minister Hazim al-Sha'lan has accused Tripoli of interfering in Iraqi affairs, saying that Libya has its own bases in the region and has funded Syria-based Iraqi groups, which could eventually undermine the security of Iraq, Iraqi newspaper Al-Furat reported on 25 October.


President wants conference on national reconciliation- Al-Sharqiyah

(Al-Sharqiyah TV, 26 Oct 04):: Iraqi President Ghazi al-Yawar said on 26 October that a conference on national reconciliation should be held, noting, however, that it should feature "only those who reject and leave violence", Iraqi Al-Sharqiyah TV reported. He added that consultations had already begun within the interim Iraqi government and with the country's main political forces on how this conference could be organized on Iraqi territory.

This and other crimes against Iraqis do not target those collaborating with the occupation, as some claim. It is a war on the incoming option, a war between the dark past and the bright future. It is a revenge war against the Iraqi people who said no to injustice, backwardness, killing and lies in defence of the right. Officials should, therefore, disclose the facts to the Iraqi people as soon as possible They should tell us how the killers knew the secrets of the convoy and how the victims were left unprotected If the interim government is incapable of training our police and army on how to defend themselves, it should step aside and let the people take revenge upon the killers "

KDP, PUK discuss preparations for elections- Kurdistan TV

(Kurdistan Satellite TV 26 Oct 04): The political bureaux of the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) held a meeting on 26 October, chaired by KDP leader Mas'ud Barzani and PUK leader Jalal Talabani, Kurdistan Satellite TV reported. The meeting discussed many issues, including the current political situation in Iraq, the future of the political process, and in particular ongoing preparations for the general elections in Kurdistan and Iraq as a whole which are scheduled for the beginning of next year.

Kirkuk locals rally in favour of joining Kurdish region- Kurdistan TV

(Kurdistan Satellite TV 26 Oct 04):: Thousands of Kurds, Arabs, Turkomans and Chaldo-Assyrians living in Kirkuk have organized a peaceful demonstration in the city calling for Kirkuk to be included as part of the region of Kurdistan, Kurdistan Satellite TV reported on 26 October. Representatives from political parties, government institutions and professional organizations took part in the demonstration.

·         The UN will send another 25 experts in elections to Iraq, the head of the UN electoral team in Iraq announced. 35 UN personnel are currently deployed in Iraq and the number will be raised to about 250 by the time of the elections due in January 250. The UN staff deployment comes after the Iraqi FM criticism to the UN for not undertaking its Iraq mandate. Electoral observers believe a more vital UN role will mark the elections eligible.
·         The Turcomans have never lived so [good] like they do now in Kurdistan Region since Kurdistan Parliament elections in 1992, Turcoman leader Irfan Kirkukli said. Heading a delegation of Iraqi Turcoman People's Party, Kirkukli met with the KDP Politburo Executive yesterday. The two sides discussed Kirkuk status quo, co-habitation amongst different ethnicities in the city and enhancement of bilateral relations, in addition to the forthcoming elections in Kurdistan and Iraq by January 2005.
·         KDO politburo condemns the `inhumane'' murder of 43 unarmed elements of Iraqi National Guard and their 5 civilian drivers in Baquba.
·         Syrian and Russia unify their positions regarding the Cairo international conference on Iraq due next month.
·         In a massive demonstration Monday, Kirkuk people expressed their acknowledgement to the KDP leader for his supportive stand on Kurdistani identity of their city.
·         The KRG-Erbil Education Minister inaugurates a voice lab in a secondary school in Erbil.
·         Salahaddin University in Erbil opens another internet center. The US Oklahoma University provided the 20 PC sets to serve as an electronic library for professors and higher education students.
·         The KRG-Erbil Deputy Minister of Labor and Social Affairs opened a workshop of NGOs and local stakeholders to study provision of small loans to poor families to rehabilitate them and assist them find jobs opportunities.
·         Dyala Governor re-appoints 5 former high-ranking Baathists as police officers.
·         An MNFI source announced the arrest of a number of terrorists in Haweeja after they escaped from Falluja.
·         The Municipality Department in Semel (west of Dahuk) distributed 270 plots of residential land to teachers and civil servants. A similar number of plots will be distributed to Peshmarga personnel soon.

·         During his reception to tribal delegates from Pishder and Bitwen areas (northwest Sulaymanya), the PUK leader praised the populations there for their positive roles in Kurdish revolutions and said his party would do its best to secure their needs to service projects.
·         In a press conference Monday morning, Kirkuk Deputy Governor and the president of the Municipal Council announced they have requested the Iraq federal government to allocate a special budget for the provision of service projects for IDPs. The Council president stressed that the dismissed Baathists would not be allowed to return to government departments.
·         The KRG-Sulaymanya a Council of Ministers convened a regular weekly meeting Monday evening. The cabinet approved a draft resolution to consider the victims of Anfal genocidal operations as `missing' persons and decided to increase pension salaries paid to their families by ID 15,000.
·         Kirkuk Municipal Council held its weekly meeting Monday morning and condemned the mass killing of ING elements in Dyala. The council also reported that the IPCC in Kirkuk has forwarded 900 property claim cases to Baghdad with all the documentations necessary for settlement.
·         The KRG-Sulaymanya started provided $544,000 for the electrification of 21 villages in Salayee area around Kirkuk and started the implementation.
·         In Halabja area, the KRG-Sulaymanya Health Minister inaugurated two health centers in Zamaqi and Kheli Hama villages implemented with local funds.
·         A police source in Kirkuk announced that terrorists abducted two girls in front of their high-school yesterday morning.
