Al-Diyar TV 25 Oct 04: Vice President Ibrahim Al-Ja'fari has blamed the slow pace of the reconstruction process to security problems in Iraq, Al-Diyar TV reported on 25 October. Al-Ja'fari added that the government was trying to prevent terrorist operations and to bring about security and stability so that Iraq could go ahead with reconstruction.

Voice of the Mujahidin 25 Oct 04: The Supreme Council for the Islamic Revolution in Iraq [SCIRI] has concluded a strategic alliance with the Islamic Da'wah Party aimed at cooperation in laying down the nucleus of a Shi'i alliance, Voice of Mujahidin radio reported on 25 October. Rida Jawad Taqiy, director of political affairs in the council, said one of the main issues that would be under discussion was the option of entering the elections on a unified national list.

(Al-Diyar TV, 25 Oct 04): Iraq has renewed its demand that the UN hastens its efforts at ensuring the normalization of the situation in the country, Al-Diyar TV reported on 25 October. Prime Minister Iyad Allawi made the remarks during talks with Ashraf Qadi, representative of the UN secretary general. The two sides stressed the need for providing an appropriate atmosphere for holding the elections on schedule.

Compared with this bright image, how bleak the Arab picture must look, featuring hardly any sense of communal cooperation. Not only have we proved our inability to help others, be they aliens or fellow countrymen. We have created a new global organization: Terrorists without Borders, an Arab invention with excellence."

Al-Mada news paper, [From editorial]: "The barbaric killing of unarmed Iraqi police recruits has aroused a wave of public protest. Clearly, our security apparatus is penetrated and this atrocity was made possible with help from insiders. The alarming thing is that, through this grisly mass murder, the perpetrators seem to have sought to achieve multiple aims. There are enough clues to suggest that the operation was aimed at specific Iraqi tribes of a specific sectarian denomination. Invoking similar previous targeting, the tribes in question are beginning to put these attacks in a wider sectarian perspective. They are furious and may not wait longer to take the law into their own hands unless given some convincing clarification."

Some would like Iraq to disintegrate so that they can satisfy their expansionist ambitions; others would like to do away with any potential danger a unified Iraq might ever pose; still others would like to convince the US that they are players to be reckoned with when it comes to any political arrangements in the area. The irony is that even a country like Libya, so geographically remote from Iraq, is claiming to wield enough influence with the Iraqi resistance to warrant mediate, along with Syria, the release of British hostage Ken Bigley - a claim that prompted the resistance to call the bluff by hastening to slaughter the poor man."

In a press conference at the Iraqi Council of Ministers, the United Nations SGSR Ashraf Qazi announced that the Government exerts all possible efforts to secure the safe the environment for timely elections. He further said the UN will support the independent higher commission for the elections.

KRG-Erbil Deputy PM Serkis Aghajan received at the Council of Ministers Girish Sinha, [UNAMI] Chief Administrative Officer, and a number of (UN) advisors. The two sides discussed opening of the UN HQ in Erbil.
