Al-Zaman [daily, independent, 23 Oct 04]: Maj-Gen Anwar Hamad Amin, chief of the National Guard in the Kirkuk governorate, has announced that the governorate's security forces were prepared to undertake their tasks during the elections, Al-Zaman newspaper reported on 23 October. Amin said Kirkuk police will be responsible for searching voters and vehicles and guarding against any terrorist operations. They will only call upon multinational forces if backup is needed. He said the security forces will not enter the electoral centres in Kirkuk and added that no gunmen will be allowed inside or outside these centres.
Al-Iraqiyah TV, 24 Oct 04: The UN envoy to Baghdad said on 24 October that the UN is prepared to help in talks to try to prevent any boycott of January elections by some Sunni groups. Envoy Ashraf Jehangir Qazi told reporters: "We are ready to take this role if asked ... we stand ready to assist." The influential Sunni Association of Muslim Scholars said on 20th that it would boycott the elections if US and Iraqi forces invade Sunni dominated Al-Fallujah.

Al-Iraqiyah TV, 24 Oct 04: The husband of Margaret Hassan, the Iraq director of the aid agency CARE International, has made an appeal asking her abductors to release her so that she could return safely to her family and resume humanitarian work in the service of the Iraqi people. He pleaded in the name of Islam and Arabism for her release in the holy month of Ramadan. He said his wife was Iraqi and has lived for 30 years in Iraq, which she considered to be her homeland.

KRG Interior Minister Kareem Sinjari received at his office a UN high delegation comprising Messers Girish Sinha, Chief Administrative Officer, Colonel Nil Thompson, UN Military Advisor and Peter Fray from UNSECOORD. They discussed re-opening of the UN HQ in Erbil and resumption of UN operations. The visiting delegation reiterated the importance of working together [with the KRG] to better enhance security and stability in Iraq generally and in Kurdistan particularly. The two sides also stressed on the need for coordination between the UN and government departments.
