Group threatens nations sending delegates to Iraq conference in Egypt- Jihadist web

(Jihadist web site 24 Oct 04): The 1920 Revolution Brigades on 23 October posted a message on the Islamist Al-Anbar forum weeb site threatening to kill the citizens of countries participating in the Sharm al-Shaykh Conference in Egypt and "the unacceptable Iraqi elections". "The Egyptian government and all countries participating in the Sharm al-Shaykh Conference should know that the Iraqi people are not stupid and understand very well the purpose of Sharm al-Shaykh Conference and the goals the Zionists are trying to achieve in Iraq," the message said. It claimed that the goals of the conference were to protect the interests of Israel and the west and to control Iraq's oil resources.

Group claims attacks against Allawi, nine policemen- Jihadist website

(Jihadist website www.alhesbah.org 23 Oct 04): The Ansar al-Sunnah Army group have claimed responsibility for an assassination attempt against Iraqi Prime Minister Allawi in Baghdad, and for killing nine Iraqi policemen in Al-Latifiyah, a message posted on the Jihadist Al-Hisbah forum at www.alhesbah.org said. The group said: "The mujahidin managed to get information that the renegade Iyad Allawi would be visitng the Weapons Collection Centre in the Al-Sina'ah Club in Baghdad. Immediately, the mujahidin aimed their mortars at the club, but the timing was a bit off, and the mujahidin fired a little before his arrival at the site with two 82-mm mortar shells that hit the targets directly, which led the renegade to cancel his visit to the site". The media reported that this operation killed two and wounded seven others."


Weapons seized, suspects arrested in Basra raids-Al-Sharqiyah

(Al-Sharqiyah TV , 23 Oct 04): A joint unit of Iraqi forces backed by UK forces conducted raids on 23 October on a number of suburbs in Basra governorate, Al-Sharqiyah TV reported. The TV cited Reuters news agency as saying that the joint unit arrested a number of suspects and seized weapons and ammunition in their house-to-house operation.

US troops abort sabotage attempt on Kirkuk-Ceyhan pipeline- Al-Sharqiyah

(Al-Sharqiyah TV , 23 Oct 04): US soldiers on 22 October aborted an attempt to sabotage the oil pipeline between Kirkuk and Ceyhan in Turkey and arrested five suspects, Al-Sharqiyah TV reported. One of the suspects was wounded. Imad al-Ubaydi of Al-Riyadh police force said US forces set an ambush for a number of suspects after they received information on the attempt. He added that clashes broke out with those suspected of planning to plant an explosive device under the pipeline.


Major explosion heard near Japanese camp- Al-Diyar TV

(Al-Diyar TV Quoted Kyodo News Service 23Oct 04): A huge explosion was heard near the Japanese troop contingent's camp in Samawah on the night of 22 October, Japanese news agency Kyodo reported. An official from the British troops overseeing southern Iraq said no one was killed or wounded. The blast was heard around 11:20 pm (local time). An official at the Samawah office of the Japanese Foreign Ministry at the camp said a major explosion was heard but all the staff in the office are safe. The station later quoted Iraqi police as saying that the explosion had been caused by a mortar shell landing just outside the camp.

Explosion destroys political party HQ in Tikrit- Al-Sharqiyah

(Al-Sharqiyah TV , 23 Oct 04):Unidentified men blew up the headquarters of the Iraqi Republican Grouping Party in the city of Tikrit, north of Baghdad, Al-Sharqiyah TV reported on 22 October. Capt Muhammad Ali Husayn, from the city's police force, told Al-Sharqiyah that the explosion, which took place before midnight, resulted in the demolition of the party's headquarters, which is close to the city's police station. There were no casualties.

Political process not violence- Al-Bayan

(Al-Bayan newspaper 23 October) An article: ``forces in Iraq are divided into two groups. The first believes in the political process while the other wagers on maintaining pressure in an attempt to postpone or foil the elections and to force foreign forces to leave the country. This group believes believing that with aid from regional countries they would be able to control the country. However, those who chose violence have ignored the fact that the peaceful political process has made a large number of achievements for the Iraqi people.''

The majority support holding elections as scheduled- Al-Mu'tamar

Al-Mu'tamar Newspaper, 23 Oct 04: ``a report on the survey conducted by the International Republican Institute in Washington on Iraqis' opinion regarding the situation and elections in Iraq. The survey showed that the majority of Iraqis support the holding of elections scheduled for early next year''.

Success of upcoming elections is a national necessity- Al-Adalah

Al-Adalah newspaper , 23 October ``reported on the visit by Finance Minister Adil Abd-al-Mahdi and SCIRI command member Ammar al-Hakim to Ayatollah Al-Sistani at his house in Al-Najaf on Thursday, during which Abd-al-Mahdi explained the results of his recent visits to Washington and Tehran. Abd-al-Mahdi informed journalists after the meeting that the success of the upcoming elections is a national necessity that requires the formation of a unified list including the various ethnic groups, political and social forces, and independent figures''...

Peparations for the elections - Al- Zaman

Al- Zaman newspaper. 23 Oct 04: published a report on a statement by Ahmad al-Safi, representative of Grand Ayatollah Al-Sayyid Ali al-Sistani who said during the Friday sermon: "Anyone rejecting to participate in the elections is a traitor and will go to hell." The Paper added that Dr Salim Ahmad Abdallah has resigned his membership of the Independent Election Commission in Diyalah governorate.The paper said he pressured into resigning after participants at a meeting of the joint elections committee levelled several accusations against the Commission. On a statement by Kirkuk National Guard Commander Anwar al-Tayyar concerning the preparations for the elections in Kirkuk governorate. Al-Tayyar says that the situation in Kirkuk is suitable for holding elections adding that 23 voting centres will receive one million voters. Iraqi Communist Party accused the United Nations of lacking neutrality in dealing with the Iraqi issue and the elections.


More UN experts and foreign advisors expected for Iraq elections- Al-Sharqiyah

(Al-Sharqiyah , 23 Oct 04): Carlos Valenzuela, the head of the UN team advising Iraq's electoral commission said the UN has approved 25 more advisers "while the United Kingdom has promised two or three and so has the European Union and others". The ceiling on the number of UN staff allowed to work in Iraq is currently fixed at a maximum of 35 people. His comments come days after Foreign Minister Hoshyar Zebari and officials on the commission expressed concern that the United Nations was not playing a sufficient role in preparing for the vote.

Iraq to phase out all subsidies- Iraq For All

(Iraq For All,Web site,23 Oct 04): Iraq's planning minister said on 23 October there the government will gradually phase out subsidies on basic products, such as oil and electricity, which comprise 50 per cent of public spending, equal to 15 billion dollars,. Unveiling a three year economic plan, compiled by the government in cooperation with the World Bank and the IMF, Madhi al-Hafiz pledged "a progressive programme to suppress subsidies... which constitute a significant burden on public finances." Most Iraqis relied on subsidized fuel, electricity and food rations under a United Nations-sponsored oil-for-food programme during the regime of Saddam Husayn.

Mosul airport to open early 2005- Al-Ittihad

(Al-Ittihad in Arabic 22Oct 04): General Corporation for Civil Aviation sources at Mosul Airport have said that multinational forces are undertaking projects to modernize the local Mosul Airport and develop it into an international airport at the cost of 20m dollars, Al-Ittihad reported on 22 October. The airport is expected to be open at the beginning 2005 for domestic and international flights, the sources said.

Iraqi Islamic Party condemns detention of Sunni cleric- Dar al-Salam radio

(Dar al-Salam radio , 23 Oct 04): The Iraqi Islamic Party has denounced the arrest of Shaykh Abd-al-Sattar Abd-al-Jabbar, member of the influential Sunni body, the Association of Muslim Scholars [AMS] Dar al-Salam radio reported on 23 October. The statement called on officials in the interim Iraqi government not to remain silent vis-a-vis the US attacks against mosques. The statement said: "While we are denouncing these repeated attacks against mosques and the arresting of their imams, we call for the immediate release of Shaykh Abd-al-Sattar, AMS member, and his sons, as well as the other imams and preachers all over Iraq." Al-Mu'tamar newspaper said on 23 October that Jordanian and Arab figures have held contacts with both the Jordanian government and Ahmad Chalabi, leader of the Iraqi National Congress, in order to settle the dispute between the two parties out of court.

President Ghazi al-Yawir will start Gulf tour on 30 October- Al-Manar al-Yawm

(Al-Manar al-Yawm Newpaper 23 Oct 04) reported that President Ghazi Ajil al-Yawir will start his Gulf tour with a visit to Kuwait on 30 October. News reports said that Al-Yawir will exclude Qatar from his tour in protest against the refusal of Qatari ruler Shaykh Hamad Bin Khalifah to pressure Al-Jazeera satellite channel to change its policy in covering Iraqi news.

Barzani:'' No resistance in Iraq, only imported terrorist acts''- Al-Shira

(Al-Shira newspaper on 23 October): an interview with Mas'ud Barzani, leader of the Democratic Party of Kurdistan. Barzani said there is no resistance in Iraq, only imported terrorist acts. He said there is a strong trend in the north calling for a referendum on self-determination. Barzani noted that 90 per cent of Iraq is ready for the elections.

Iraqi web site appeals for release of UK hostage- Iraq for All

(Iraq for All News Network, 22 Oct 04): Iraqi News Agency and the Iraqi for All web site on 22 October made an appeal "to whom it may concern" for the release of British relief aid worker Margaret Hassan. "This lady deserves all praise and gratitude for her noble stances towards our Iraqi people and our Iraqi cause," the web site said. It added: "Kidnapping and holding this lady hostage will neither do our cause or religion any good, nor is this action compatible with our social conventions which we embrace."

Al-Sistani decree for votes in the coming elections- Al-Sharq al-Awsat

Al-Sharq al-Awsat [Baghdad edition of London-based daily Al-Sharq al-Awsat] [From commentary by Abd al-Rahman al-Rashid]: "The supreme Shi'i religious authority, Ayatollah Al-Sistani, has had his representative convey to the general public his decree that all eligible Iraqis are duty-bound by religious ruling to cast their votes in the coming elections, and that those who fail to do so will go to hell. The Sunni shaykhs of Fallujah, on the other hand, have warned citizens that participation in the elections is taboo and that those who will vote will go to hell. This is the sorry state of some Muslim clerics in Iraq who, short of the means of conviction on worldly matters, resort to God's powers to have their way, assigning people to heaven or hell according to their political stands."

Kurdistani Nwe daily, issued in Sulaymanya by the PUK, 20-21 Oct. 04
·         In a meeting with the SRSG Ashraf Qazi, Iraqi Vice-President Ibrahim Al-Jaafary reiterated the importance of timely elections and the UN participation in the process through deployment of international observers and NGOs to oversee the election transparency. He also said the 3 million Iraqis living in exile should retain their rights to vote. Qazi stressed the UN commitment to the timely and transparent conduction of the elections saying the Organization would do its best to assist the Iraqi people it its political process.
·         The KRG-Sulaymanya allocated $500,000 to secure the needs of Kurdish education in Kirkuk on Tuesday following a meeting in Kirkuk between PUK and KDP representatives, members of the Kurdish group at the city's municipal council, Kurdish educational officials from Kirkuk and both Erbil and Sulaymanya officials on the same matter.
·         The PUK leader Jalal Talabani received a number of the Surchi tribal dignitaries.
·         The Governor of Dyala and other officials continue their Arabization policies and hostilities to the population in the Kurdish areas. Real estate banks were opened in the Arab towns of the governorate and the Kurdish towns were exempted from this service. 3 senior Kurdish were replaced with Arabs few days ago.

·         The Iraqi Foreign Minister Hoshyar Zebari the forthcoming Egypt conference on Iraq will focus on timely conduction of the elections. He further blamed the UN saying the Organization's support for the elections as not adequate.
·         After returning home from his regional and Europe visits and landing at Erbil international airport, the KDP leader chairs his party's politburo meeting and briefs the participants on his regional and Europe visit outcomes.
·         The KRG-Erbil PM Nechirvan Barzani continues his visit to the US, where he met with Defense Secretary Rumsfeld and his Deputy Wednesdat. Barzani briefed the US officials on the prevailing security in Kurdistan Region adding that the Kirkuk situation should be normalized according to the Iraqi Transitional Administrative Law. On Tuesday, Barzani had met the US President's National Security Advisor at the White House. The PM demanded the restoration of the Kurdish `remaining' share from the phased out SCR986 program to be used for rehabilitating Kurdistan Regional infrastructure.
·         The Governor of Mosul, his Deputy and the chief of the KDP branch in the city escaped two separate assassination attempts Tuesday. The two incidents resulted in the death of 12 civilians in 3 passing by cars, in addition to the injury of 2 Peshmargas, 3 bodyguards.

·         The Director-General of Agriculture Department in Dyala Governorate replaces the Kurdish directors of agriculture departments in Jalawala, Qaratapa and Jabara Kurdish towns with 3 Arab directors. In an `acknowledgement letter', the Governor instructed his accountant to reward the dismissed Kurdish officials each with ID 2,000 ($1.36). A Kurdish source at Dyala Municipal Council said the dismissal of the Kurdish directors was starting of a conspiracy to outpost all Kurdish officials.
·         The state bank in Dyala requested the permission of the Governor to open estate banks in all Arab towns in the governorate last month and the Governor approved the application immediately on condition that the money lending for house constructions should be restricted to the populations in order to exempt the Kurds from benefiting from the bank loans.
·         The PUK decides to appoint a deputy to its leader Talabani as the conflict continues between the latter and the politburo members who demand delegation of more authorities to them in a memo signed by 8 politburo members, including Kosrat Rassoual Ali, Nawsherwan Mustafa and many Leadership Committee members, as well as military and organizational cadres.

·         Thousands of Kurds in Al-Sadr city live in miserable situation and are deprived from public services.
·         The Kurds constitute 40% of Mosul governorate population and their relations with the Arabs were always normal until recently. Terrorists in Mosul have abducted 3 Kurds last week and beheaded them. In response to that, a number of Zakho citizens ambushed 6 Arabs on Mosul-Zakho highways and killed them all.
