Two guards seriously wounded in attack on Basra refinery- Al-Sharqiyah

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 13 Oct 04: A refinery in the Al-Shu'aybah area of Basra came under mortar attack on 13 October, Iraqi TV channel Al-Sharqiyah reported. The attack wounded two guards, who were taken to hospital for treatment. One of the wounded had his leg amputated, while the other suffered wounds to various parts of his body.

Iraqi Islamic Party condemns US "desecration" of mosques- Dar al-Salam

Dar Al-Salam Radio, Iraqi Islamic Party-affiliated, 13 Oct 04: The Iraqi Islamic Party has issued a statement denouncing raids by US forces on mosques and their "desecration" of places of worship, the party's radio station Dar al-Salam reported on 13 October. The statement called on the interim Iraqi government not to follow the course adopted by US forces, which had led to a deterioration in the security situation.


Iraqi police arrest oil smugglers- Al-Diyar

Al-Diyar Satellite Channel In Arabic, Baghdad, 13 Oct 04: Iraqi police units have arrested a gang on charges of smuggling oil and petrochemicals to neighbouring countries, Iraqi TV channel Al-Diyar reported on 13 October. An official security source said that eight oil trucks that had been prepared for smuggling had been seized.


Official accuses Iran of smuggling drugs into Iraq- Al-Diyar

Al-Diyar Satellite Channel In Arabic, Baghdad, 13 Oct 04: Dr Midhat al-Mahmud, head of the Iraqi Judicial Council, has accused Iran of trafficking drugs in Iraq, Iraqi Al-Diyar TV reported on 13 October. At a judicial conference in Jordan, he said that large quantities of all sorts of drugs were entering Iraq at present thanks to Iranian agents inside Iraq. He added that every day the Iraqi security agencies were seizing large quantities of drugs smuggled from Iran.

Iraqi Interior Ministry warns senior officials of assassination threats- Al-Dustur

Al - Dustur, independent daily published by former journalist Basim al-Sheikh, 13 Oct 04:The daily published a report stating the Interior Ministry has warned a number of senior officials and prominent figures to be cautious because it has obtained information that the intelligence services of a neighbouring country plan to assassinate them.

Babil Council member escaped an assassination attempt- Al-Mashriq

Al-Mashriq [Baghdad, by Al- Mashriq Institution for media and cultural investments] Editorial, 13 Oct 04: (Report )Quoting Babil Council member Ni'mah al-Khaykani as saying that he escaped an assassination attempt when a group of unidentified gunmen attacked him near his house in Al-Hillah on the morning of 12 October. The report quoted a police source as saying that the Al-Iskandariyah Council had came under mortar attack on the evening of 12 October.

Iraqi Intelligence director accused political parties of disrupting work of Intelligence Service - Al-Zaman

Al-Zaman [daily, independent, Baghdad edition of London-based Al-Zaman, 13 Oct 04]: A report on a statement by Muhammad al-Shahwani, director of the Iraqi Intelligence Service, concerning Iranian penetration in Iraq. Al-Shahwani accused some political parties of trying to disrupt the work of the Iraqi Intelligence Service. Al-Shahwani added that these parties believe the Iraqi Intelligence Service represents a danger to Iranian plans in Iraq. Al-Shahwani says the Iraqi Intelligence Service managed to recover serious documents and footage on meetings held by these parties to discuss orders received from the Iranian intelligence services.

Elections could be held separately if security situation prevents a nationwide - Al-Adalah

Al-Adalah [Baghdad, twice-weekly newspaper in Arabic published by the Supreme Council of the Islamic Revolution in Iraq (SCIRI)] 13 Oct 04:''(Report) The controversy regarding the possible postponement of the forthcoming elections had been settled, as elections in each governorate could be held separately if the security situation prevents them from being held nationwide at the same time. The newspaper Added that Iraq's enemies plan to obstruct the forthcoming elections under the banner of "resistance" and so-called Jihad against the occupation.

Kurdish politician says Iraqi Kurdistan not ready for elections

Komal, Iraqi Kurdish weekly newspaper 10 Oct 04: Mahmud Uthman, a leading Iraqi Kurdish politician and member of the dissolved interim Iraqi Governing Council (IGC), told the Iraqi Kurdish weekly newspaper Komal in an interview published on 9 October that the IGC had agreed the situation in Iraq should be "normalized" before elections could take place. In particular, he said, those families which had been expelled from Kurdistan should be returned to their homes, and a full census should be held. "However, if the situation continues as it is now," Uthman warned, "then they won't be able to hold genuine and free elections that would yield full results."


Allawi announces 1.8bn dollar from US for Iraqi military- Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad, 13 Oct 04: Prime Minister Iyad Allawi said on 13 October that the US Congress has allocated 1.8bn dollars to develop Iraq's military capabilities, Iraqi Al-Diyar TV reported. His remarks came during an inspection tour of the National Guard brigade in the Al-Diwaniyah Governorate and a meeting with tribal chiefs and dignitaries in the governorate.

Iraqi intellectuals call for more participation in Iraq's development- Kull al-Iraq

Kull al-Iraq, Iraqi daily newspaper in Arabic,12 Oct 04: A statement by the so-called National League of Iraqi Intellectuals and Academics said that the opinion of intellectuals and academics in Iraq was being ignored, Iraqi newspaper Kull al-Iraq reported on 11 October. According to the statement, intellectuals and academics "find themselves in the midst of a tense atmosphere of sectarian, ethnic and tribal conflicts and sensitivities." The league called for all "similar societies" to express their wish to participate more in the developments in Iraq by drawing up a "national programme".

Muslim association condemns US "targeting of Islam" in Al-Ramadi- Al-Sharq al-Awsat

Al-Sharq al-Awsat [Baghdad edition of London-based daily Al-Sharq al-Awsat] 13 Oct 04: Dr. Muhammad Bashar al-Faydi, the official spokesman of the Association of Muslim Scholars (AMS), said in comments published by London-based Arabic newspaper Al-Sharq al-Awsat that the situation in the cities of Al-Ramadi and Al-Fallujah were "extremely bad" and pointed out that the US forces had targeted nine mosques in Al-Ramadi on 12 October. Al-Faydi reportedly said that "the US forces violated the sanctity of nine mosques, overturned their furniture, and tore up copies of the Holy Koran... it is targeting the religion of Islam."


Official acknowledges spread of corruption- Al-Diyar

Al-Diyar Satellite Channel In Arabic, Baghdad, 13 Oct 04: Judge Radi al-Radi, head of Iraq's General Integrity Committee, has said that corruption is spreading in most of government and state institutions, Iraq's Al-Diyar TV reported on 13 October. He said that 14 administrative corruption cases had been recorded at Iraqi ministries, adding that these cases had been referred to court so that the necessary measures could be taken against those responsible. This is in addition to hundreds of cases relating to administrative corruption and bribe-taking, he added. He said that the committee would examine these cases within the next few days.

Iraqi Intelligence denying the issue of an arrest warrant for Mithal al-Alusi- Al-Furat

·         KRG-Erbil Interior Minister Karim Sinjari announced yesterday postponement of the census in Kurdistan Region until further notice. He aid that all the preparations were made ready and the postponement was decided in Baghdad. The Minster further announced the Restriction and Numbering process, a preliminary stage of the census, starts in Erbil Wednesday and in Dahuk Thursday.
·         The Iraqi federal government prepared a draft yearly budget of expenses summing to $18 billion to be submitted to the donor countries who are meeting in Tokyo for the same purpose.
·         Mosul Deputy Governor Khasraw Goran admitted that the city was insecure, particularly for the Kurds because of the pan-Islamic groups and the defunct Baath party loyalists, who are trying to create feuds between Kurds and Arabs on one hand and between Muslims and Christians on the other hand. The Kurdish official said some [Muslim] clergy were also involved in the feud enticing. He said the Kurds and Mosul were inseparable as the Kurds constitute at least 35 of the Governorate's population.
·         A joint delegation of Baghdad and southern Iraq women NGOs visited Kurdistan Parliament house yesterday. The delegation attended part of a parliament session, during which the MPs amended a law dealing with those who motivate suicide or help others to commit suicide.

·         The PUK leader Jalal Talabani praised the Shabak Kurds and said they deserve to be represented in Kurdistan and Iraq parliaments. Talabani's statement came during his Tuesday reception to Shabak, Kiki and Ezidi Kurds from Mosul area.
·         The PUK politburo headed by Talabani received in Sulaymanya a senior delegation of the Iraqi Islamic Party. The two sides had identical vies to peaceful solution to the cities where the terrorists are operational and the solution must be backed by tribal, academic and religious dignitaries of those cities.
·         Heading an Iraqi senior delegation, Deputy PM Barham Salih arrived in Tokyo Tuesday and had talks with the Japanese foreign Minister over the Iraqi latest developments.
·         Talabani received the US Deputy Consular in Kirkuk and reiterated the need to reconstruct Kirkuk city and its surroundings.
·         During his reception to the US Deputy Consular in Kirkuk, the KRG-Sulaymanya Acting PM reiterated that the best way to settle the Kirkuk issue is inactivating article 58 of the Iraqi Transitional Administrative Law (TAL). The US official said he would try to take advantage of international budget and capacity to improve the miserable conditions of the IDPs.
·         Kurdistan Parliament held a session yesterday and amended a number of laws, including a law pertaining to the crimes against married women and another law dealing with those who motivate others or help them, in any way, to commit suicide. The motivators will be punished with a 7-year imprisonment.
·         A spokesperson for the US Embassy in Baghdad announced the discovery of 12 mass graves in Hatra, 95 Km Southwest Mosul. Only two of the mass graves were unearthed; the first one containing corpses of 160 men and the other bodies of 300 women and children. The Iraqi government will undertake DNA tests to identify the identities of the victims.
·         Mosul police chief announced that the Iraqi interim President had promised to increase the number of the police element in the city from 16,000 to 25,000 in addition to increasing their salaries and hazard allowances.
·         Terrorists in Mosul assassinated Abdulmajeed Antar, Kurdish member of Mosul Municipal Council and one of his bodyguards Tuesday.

The statement called upon the democratic organizations in the world to protest Al-Yawar's statement.
·         The Iraqi federal ministry of Interior continues re-employing former high-ranking Baathists in Kirkuk police stations without the approval of the local administration in the city. 63 high-ranking Baathists have been given key positions in the city's police departments in last two months. Kamal Kirkuki, member of the city's Municipal Council expressed the Kurdish anger saying the federal government's initiative would negatively affect the population's trust in police.
·         A captain of the Iraqi National Guards (ING) in Baquba (east of Baghdad) announced the arrest of 4 Afghanis who had infiltrated into Iraq a weak earlier. The arrestees had a map of the city and about $4,000 at their disposal at the time of the arrest.

·         Kirkuk issue is an internal one and no one has the right to discuss it, the KDP leader Massoud Barzani told Turkish officials during his visit.
·         Terrorists in Kirkuk abducted a son of Muhisn Abdlhameed, leader of the Iraqi Islamic Party asking for a $160,000 ransom.
·         People abduction escalates in Duzkhurmatu towm south of Kirkuk.
·         Ansar-ul-Sunna terrorist group threatened 10 Muslim clergymen in Erbil in writing for their denouncement, during Friday preaches, of terrorism. The threatened clergy insist on denouncing terrorism despite the threats.
·         A source from Qurya police station in Kirkuk reported the possible involvement of the Iraqi Turcoman Front in Friday's terrorist operation, during which a US soldier was killed and another one wounded.
