Al-Diyar Satellite Channel In Arabic, Baghdad, 11 Oct 04: Al-Diyar reported on 11 October that two policemen were wounded when an explosive targeted their patrol vehicle in Buhruz in the city of Ba'qubah. The TV said the explosion also destroyed the patrol vehicle.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 11 Oct 04: Iraqi National Guard forces have arrested 73 Afghans who entered the country illegally from the east on 11 October, Al-Sharqiyah TV reported. National Guards spokesman Capt Furat al-Tamimi the forces in the city of Al-Amarah arrested the Afghan citizens who had entered the country illegally from the Iranian direction. He added that a large number of women and children were among those infiltrators.
Al-Shira [Baghdad, twice-weekly independent newspaper in Arabic (published on Monday/Thursday)] 11 Oct 04: THE newspaper cited an oil official security source in the Basra Governorate as saying that his forces arrested six Indian people trying to sabotage an oil pipeline in the governorate. The source added that they confessed, during interrogation, that a Kuwaiti national finances their acts.
Al-Shira [Baghdad, twice-weekly independent newspaper in Arabic (published on Monday/Thursday)] 11 Oct 04: published a report on 11 October citing eyewitnesses as saying that Colonel Husayn Jabbar al-Battat, official in charge of the Iraqi Intelligence Agency in the Maysan Governorate was killed by three unidentified gunmen. The report added that his deputy was killed two days after his assassination. No dates were given in the report.
Jihadist web site, www.openforum.ws <http://www.openforum.ws> , 11 Oct 04: A message posted on the Jihadist web site on 11 October threatened to target South Korean troops and "establishments" if Seoul did not withdraw its forces from Iraq in 14 days. The message signed by a member of the "Al-Qa'idah Organization in South and East Asia." read: "Warning to the South Korean government: "To the Agent Government bowing to the Americans. This is a warning to you. If you do not withdraw your forces from Iraq during the next 14 days, we will see that you are punished. This is a golden opportunity for you. If you do not withdraw your forces from Iraq during the determined time, we will target your soldiers in Iraq, soldier after soldier. We will target establishments in your country, for it is not [out of our reach.] We have taken positions in Seoul itself, and God be praised, we await the coming hour. Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 11 Oct 04: The Iraqi draft budget for 2005 shows that Iraq expects to export 1.8m barrels of oil a day in 2005, up from an of average 1.5m barrels a day, Al-Sharqiyah TV reported on 11 October. The draft budget appears in a report the government is planning to present to the international donors in Tokyo later in the week. The initial budget estimates that 2.1m barrels a day will be exported in 2006. That will increase to 2.8 million barrels a day in 2007, the TV said.
Al-Mu'tamar [Baghdad, daily newspaper in Arabic published by the Iraqi National Congress] 11 Oct 04: An official source at the Public Work and Municipalities Ministry had said his ministry is studying the renovation of the urbanization designs of all Iraqi cities.The newspaper added that an official source at the Transport Ministry has said his ministry has completed the preliminary study to link Iraq with Jordan by railway.

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 11 Oct 04: Prime Minister Iyad Allawi toured Samarra on 11 October, nine days after regaining control of the city where he urged power-seekers to use politics rather than violence to achieve their goals, Al-Sharqiyah TV reported. Speaking to the officials of the city, he underlined the need for all to participate in the January elections.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 11 Oct 04:President Ghazi Ajil al-Yawar has called for tolerance and an end to the cycle of violence and bloodshed in Iraq, Al-Sharqiyah TV reported on 11 October. At a meeting with a delegation from the tribe of Bani-Khalid, he said the Iraqis have suffered enough and there is no way this ordeal can be ended without tolerance and forgiveness. He called on government opponents to adopt the option of peaceful opposition.
Al-Diyar Satellite Channel In Arabic, Baghdad, 11 Oct 04: The cabinet has approved a decision to allocate plots to employees working at the Al-Dawrah Oil Refinery, Al-Diyar TV reported on 11 October. During a visit to the refinery, Oil Minister Thamir al-Ghadban said this move was in honour of "the exceptional efforts they have made to stabilize the oil situation".
Al-Sa'ah, daily newspaper, Baghdad, 11 oct 04: The newspaper published a commentary questioning whether any kidnappers had ever achieved their declared goals. The commentary criticized the slaughtering of people whose "only sin is that they have gone to Iraq earn their living or because of decisions taken by their governments."
Al-Jaridah, Baghdad, general political daily, 11 Oct 04: newspaper carried a report on 11 October citing Abd-al-Ilah al-Nasrawi, secretary general of the Arab Socialist Movement, who emphasized the importance of getting rid of the foreign presence in Iraq, a solid national unity, and a clear political programme bringing together all political forces and parties in Iraq. In a meeting of more than 50 political parties and groups held in Baghdad, Al-Nasrawi criticized the sectarian proportional power sharing system emphasizing that "it would not build a civil state."
Al - Dustur, independent daily published by former journalist Basim al-Sheikh: The newspaper carried an editorial on 11 October commenting on the conditions for selecting candidates in the upcoming elections, stipulating that independent candidate pay 2.5 m Iraqi dinars. The editorial said that since 70 per cent of the Iraqis are living below the poverty line, the 30 per cent wealthiest Iraqis will enjoy the new democracy in Iraq.
Al-Bayan [Baghdad, daily newspaper in Arabic published by the Islamic Al-Da'wah Party] 11 Oct 04 : [From editorial] "The overwhelming majority of our people agree on the need to hold elections, as scheduled, in later January next year. This position is not only a popular option. Moreover, it has won the support of the supreme religious authority, the interim government and political forces and movements in the country We believe the road to holding successful elections passes through the participation of all segments and forces of Iraqi people, if the results are to be a true representation of people's will The determination by some parties not to take part in elections and their call for boycotting them under different pretexts cannot be the right alternative These parties should, therefore, reconsider their positions and calculations, because standing against the popular will bring them no gains, especially that election is the shortest way to end foreign presence, rather than violence of extremist groups that can only perpetuate it.

Al-Zaman [daily, independent, Baghdad edition of London-based Al-Zaman]: 11 Oct 04: It seems visits by US Defense Secretary Donald Rumsfeld to any place in the world have become a harbinger of raging fires. And his current visit to the country is no exception. With his arrival the country has plunged deeper into violence.This prediction is not politically motivated. We believe human beings can be both a source of blessing and bad omen and we doubt that Mr. Rumsfeld has anything to do with the former trait.In short, Mr. Rumsfeld is behind the suffering, humiliation and aggression the Iraqis are now subjected to. He is the one who disbanded the Iraqi army; he is the one to blame for the destruction of Iraqi cities and for the violation of the dignity of citizens in this country.Mr. Rumsfeld is seen in the eyes of many in the world, particularly the Iraqis, as the person who abused and spurned Iraqi values. He even has shunned his moral and political responsibility by not inflicting the right punishment against those who tortured and humiliated the inmates in Abu Ghraib prison. Most probably he did so in order not to implicate himself while he is the first one to blame.Nonetheless, he still has the courage to visit Iraq and make statements at a time he knows he is not going to keep his post whether President George W. Push wins or loses the November presidential vote.Mr. Rumsfeld's leaving has become now an American request, a wish which previously only US partners and the world at large expressed. The disappearance of this man has even become a human necessity.Why does Mr. Rumsfeld visit Iraq? Does he go there to give new excuses for the deteriorating security?Mr. Rumsfeld should understand that the Land of Twin Rivers can no longer stand his presence. He is accredited with stands which have been so detrimental to Iraqis and their country.Mr. Rumsfeld is a partner to all policies that have undermined Iraq's standing. He reminds us of the worst periods the country and its citizens have gone through.If there are two faces of the coin of oppression and tyranny, former leader Saddam Hussein will depict the head and Mr. Rumsfeld the tail. What took place in Abu Ghraib prison has a bearing on the way they both behave. They are both part of the stream of subjecting others to suppression and humiliation.

Barzani had a short meeting at the airport with the Turkish PM and his Foreign Minister. Barzani is scheduled to hold talks with both leaders Monday. Turkish media reports that the Turkish leaders will press Barzani on Kirkuk and the KDP leader will present his suggestion for the oil-rich city.

The KRG-Sulaymanya Minister of Health Dr. Kemal Khoshnaw rejected claims on suspected SARS virus in Sulaymanya. Dr. Khoshnaw confirmed on TV that no one had died because of SARS in Sulaymanya. ``It was only rumors,'' the minister said adding that the recent reported deaths in hospitals were resulted from other causes and not of SARS.
