Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 10 Oct 04: Qasim Dawud, minister of state for national security affairs, said on 10 October that the Iraqi government will give the Al-Sadr militia five days to hand over their weapons under an agreement reached early this week. The minister said that the agreement provides for handing over heavy and medium weapons in return for financial awards and stressed that search campaigns will be conducted in the city to make sure that it is free of such weapons. "This initiative will be implemented in all Iraqi cities starting with Al-Sadr City," he said adding that reconstruction there would begin immediately.
Al-Diyar Satellite Channel In Arabic, Baghdad, 10 Oct 04: The Justice Ministry has announced that 154 prisoners will be released on 11 October after the Quartet committee studying the situation of Iraqi prisoners in Abu Ghurayb and Umm Qasr prisons approved their release without bail, Al-Diyar TV reported on 10th. A source at the ministry said the committee discussed last week the fate of 356 prisoners and decided to release 86 on bail supported by guarantees from two other persons.
SCIRI's Voice of the Mujahidin in Arabic,Iran, 10 Oct 04, : The Interior Ministry has said that the bodies of 12 executed Iraqis were discovered in the Al-Dulu'iyah area in northern Baghdad, Voice of the Mujahidin reported on 10 October. He added that Nitric acid was poured on their bodies at some point in the past 40 days.
SCIRI's Voice of the Mujahidin in Arabic,Iran, 10 Oct 04: Residents of Al-Mahmudiyah city said that pamphlets from the Iraqi resistance which were distributed in the city, claimed that a US female soldier was arrested after killing several members of her patrol during an operation carried out by a resistance group in Al-Latifiyah, Voice of Mujahidin reported on 10 October. The sources added that the pamphlets showed a picture of the US soldier with the following sentence written under it: "The US female captive is of Jewish origin."
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 10 Oct 04: Iraqi police and US forces arrested 27 foreign nationals in a joint raid in the city of Al-Yusifiyah, south of Baghdad on 10 October, Iraqi TV reported. Captain Hadi Hatif, a member of the Al-Hillah Police Force, said 60 tanks, armoured vehicles and personnel carriers, backed by fighter jets and helicopters, took part in the operation. Twenty-seven gunmen, believed to be Jordanians, Syrians and Iranians, were arrested in the raid which began after midnight and continued into the early hours of 10th. He said documents seized in the raid showed that they had been planning military operations in Iraq. Hatif said four suspected hideouts had been bombed and a large quantity of weapons, bombs and explosive materials seized. A medical source in Al-Yusifiyah said that six civilians were killed and 18 others were wounded in the raid.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 10 Oct 04: The Iraqi National Guard troops have detained at least 350 gunmen, some of them foreigners, and confiscated a large cache of weapons and ammunition in Al-Tarmiyah, north of Baghdad, in operations carried out last week, Iraqi TV reported on 10 October. Maj-Gen Mizhir Mawla al-Abbud said the arms cache included 142 Strella missiles, 300 RPG rockets, 300 mortar shells, 350 explosive devices, a quantity of high-explosive TNT and a number of modern weapons.
Al-Da'wah [Baghdad, weekly newspaper in Arabic published by the Central Bureau of the Islamic Al-Da'wah Party], 10 oct 04 : The education ministry had decided to establish, for the first time in Iraq, 10 schools in the Al-Amarah and Al-Nasiriyah governorates.
Al - Dustur, independent daily published by former journalist Basim al-Sheikh, 10 oct 04: A spokeswoman for USAID as saying that the UN has allocated 60bn dollars for the reconstruction of Iraq. This included the grants from donor countries and the US, which amounts to 20bn dollars. On the other hand Diyala Municipality Director Mijwal Mahdi has announced that his office has provided more than 3,760 job opportunities throughout the governorate.
Al-Bayyna is a weekly paper issued by the Hezbollah movement in Iraq, 10 Oct 04: Syria has recently hosted a conference for the Iraqi Democratic Tribal Group, whose leader is a former general in the republican guard. The report adds that this issue indicates that Syria is not committed to preventing terrorists infiltrating Iraq.
Al-Zaman [daily, independent, Baghdad edition of London-based Al-Zaman]10 Oct 04: A statement by Iraqi President Ghazi Ajil al-Yawir who said the Iraqi army and the National Guards will be supplied with the heavy weapons during the next few days. Al-Yawir said the government is studying ways to improve the financial status of the Iraqi army. Al-Yawir also called for a women's group that will play an important role in Iraq's political process.
Al-Furat, comprehensive & political daily, by Al-Furat Establishment for Press, 10 Oct 04: The Hezbollah Party in Iraq had accused the interior minister of establishing a secret prison. In a statement the party said the minister and government officials know nothing of the prison. The statement adds that the prison, which is located under the interior ministry building, is being used to imprison people arrested without warrants.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 10 Oct 04 : Senior Shi'i cleric Grand Ayatollah Ali al-Sistani has stressed the need to conduct the elections as scheduled in January 2005, Iraqi TV reported on 10 October. Sistani made the remarks at a meeting with Iraqi National Assembly Speaker Fu'ad Ma'sum in the holy city of Al-Najaf. Asked about the possibility of postponing the elections, Ma'sum said that this issue was not on the agenda. A few days ago, Ayatollah Ali al-Sistani called for wide participation in the elections.
Al-Diyar Satellite Channel In Arabic, Baghdad, 10 Oct 04: The Higher Commission for Elections will begin registering voters on 1 November 2004, for the duration of six weeks, Al-Diyar TV reported. Making the announcement, Farid Ayyar, official spokesman for the commission said that the commission has issued four laws in preparation for the elections. The first deals with the elections system in the commission. The second law deals with facilitating the registration of voters. The third law deals with endorsing political entities and the fourth deals with accepting candidates.
Al-Diyar Satellite Channel In Arabic, Baghdad, 10 Oct 04: Al-Sayyid Muhammad Taqi al-Mudarrisi and Al-Sayyid Sadiq al-Shirazi, religious authorities in Karbala, have issued a statement urging Iraqis to participate in the January elections, Al-Diyar TV reported on 10 October. The statement said that the legitimacy of elections would be complete if it was preceded by national reconciliation of all sects and ethnic groups in Iraq. The statement called on everyone to unite and support each other, and to abandon all differences.
Al-Da'wah [Baghdad, weekly newspaper in Arabic published by the Central Bureau of the Islamic Al-Da'wah Party]10 Oct 04 : A second" seminar organized by the Al-Da'wah Party, is to be held at its Baghdad headquarters to discuss the issue of elections, which was attended by National Assembly members Qasim al-Sahlani and Abd-al-Karim al-Anzi. The report says that several topics were discussed in the seminar including the success the upcoming elections, and the Supreme Elections Commission and Elections Laws.
Al-Mada [Baghdad, daily, independent newspaper published by Al-Mada Media, Culture and Arts Corporation] 10 Oct 04,: An editorial called on Al-Sadr to choose a peaceful struggle against the "occupation." The editorial said Al-Sadr has lost many of his best men in military operations. says that Al-Sadr has a lot of supporters in Iraq. The report added: "It is not coincidental that Al-Sadr is moving towards peace at the same time as Al-Fallujah because the bloodshed and fighting have incited the Iraqis to believe that the country is moving towards a crisis."

Al-Nahdah [Baghdad, daily political newspaper,by Adnan al-Pachachi [From commentary by Abd al-Mun'im al-A'sam]10 Oct 04 : "There is an open call by certain Iraqi Islamist politicians of both major sects for setting up an Islamic theocracy in Iraq. Observers following up leaks and statements to this effect cannot but wonder at the way these advocates of theocracy routinely bypass some of the most crucial questions in this connection. Most importantly, the way they shy the central question of which established model to imitate: The Iranian model, the one found in the Arab Gulf or the demised model that used to reign in Afghanistan? What cannot be bypassed is that all these models are subject to severe criticism, not by secularists alone, but by many Muslim sects as well, especially when it comes to the most critical issue of all: Securing human dignity and protecting human rights."
Al-Mada [Baghdad, daily, independent newspaper published by Al-Mada Media, Culture and Arts Corporation] [From commentary by Zuhayr al-Jaza'iri] 10 Oct 04: "Al-Sadr has a potentially big programme with which to join the upcoming elections. It can lend him enough leverage to voice opposition to the government or shake it out of its inertia if it fails to live up to its commitments to alleviate the suffering of the deprived, who are in bad need of jobs, schools for their children and a fair chance to share in drawing up their government's programmes. In addition to opening the door for peace, Al-Sadr's participation will add some youthful vitality to Iraqi political life. It is no coincidence that the Al-Sadr initiative has comes in tandem with the efforts being made to restore peace to Al-Fallujah. War and excessive bloodshed have aroused Iraqi sensitivity to the untold calamity lurking beyond the red line they seem to have reached. It is time for some sense, now that we are on the brink of the precipice."

The KDP leader Massoud Barzani visited Germany where Foreign Minster Jushka Fischer received him and discussed with him enhancement of bilateral relations and the Iraqi status quo. Barzani addressed the participants of BMD security conference in Germany saying terrorism was an international phenomena therefore all the parties should cooperated and coordinated to eradicate it. .

In an interview with Al-Arabiya satellite TV, Iraqi federal president Ghazi Al-Yawar said eh political process in Iraq would not be balanced without consensus between the Sunni Arabs, the Kurds and the Shiite Arabs. He stressed that Iraq was one inseparable administrative unit and any separatism tendency was `kind of treason'. He also said preparations for the elections were ongoing since April with active participation of UN experts.
