Al-Diyar Satellite Channel In Arabic, Baghdad , 09 Oct 04 : : Al-Diyar TV reported on 9 October that an explosion was heard inside a British base in Al-Jubayli area, in Basra, after unidentified men fired mortar shells on the base overnight. The TV added that helicopters flew over the area in search of the perpetrators.
Al-Diyar Satellite Channel In Arabic, Baghdad , 09 Oct 04 :: Al-Diyar TV reported clashes in Ashrin Street, in the city of Al-Ramadi, on 9 October. The TV said that a US Hummer vehicle was destroyed in the clashes.
SCIRI's Voice of the Mujahidin in Arabic,Iran, 9 Oct 04: US forces working with Iraqi National Guard officers arrested a tribal leader in a raid on his house in Karbala on 9 October, Voice of the Mujahidin reported. An eyewitness said the troops arrested Shaykh Abd-al-Aziz al-Bar'ah, leader of Al-Zaqarit tribe in the city of Karbala, and nearly 25 members of the same tribe.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic- 9 Oct 04: The Interior Ministry has begun recruiting more than 1,500 people to form an anti-riot unit, Iraqi Al-Sharqiyah TV reported on 9 October. Brigadier-General Aziz Ibrahim, deputy commander of the Anti-Riot Brigades, said that these forces, which consist of three anti-riot brigades, will start training in November. He added that members of the brigades will be carefully vetted.
Al - Dustur, independent daily published by former journalist Basim al-Sheikh, 9 Oct 04: Al-Dustur newspaper on 9 October cited "an insurgents source" in Al-Fallujah as saying on 8th that British hostage Bigley was killed near Baghdad on 7th.

Al-Furat, comprehensive & political daily newspaper, by Al-Furat Establishment for Press, 09 oct 04: an official source at Iraqi Airways as saying that the company decided to reduce the price of flights from Baghdad to Amman. A one-way trip from Baghdad to Amman has dropped to 250 dollars from 300 dollars and a round-trip ticket and from Baghdad to Damascus now costs 500 dollars instead of 600 dollars.
Al-Furat, comprehensive & political daily newspaper, by Al-Furat Establishment for Press, 09 Oct 04: The Ministry of Health "has decided to reinstate 55 employees who had been dismissed for political reasons. The decision was made in line with directives by the prime ministry to reappoint all the employees who have been dismissed for political reasons, and who have been harmed by the policies of the former regime." The paper published the names of the 55 employees.
Al-Mada [Baghdad, daily, independent newspaper published by Al-Mada Media, Culture and Arts Corporation] 09 Oct 04: An official at the Industrial Bank as saying that "any industrialist can get loans totalling 80 per cent of the value of the project he intends to implement. He said this is part of a plan to encourage industrial activities in Iraq. (9 Oct)
Al-Diyar Satellite Channel In Arabic, Baghdad , 09 Oct 04 : Prime Minister Iyad Allawi on 8 October met Ashraf Qadi, UN Secretary General Kofi Annan's special represansative to Iraq, to discuss the upcoming Iraqi elections and how the UN can assist in ensuring their success, Al-Diyar TV reported. Allawi stressed his determination to hold elections on the specified date adding that he will not allow security challenges to affect the progress of national elections.
Al-Shira [Baghdad, twice-weekly independent newspaper in Arabic (published on Monday/Thursday)] 09 Oct 04: Iraq has not, so far, been invited to attend the meeting of the interior ministers of the Gulf States scheduled at the end of October in Kuwait. It cited remarks made by Sabah Kazim, spokesman for the Interior Ministry.
Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 09 Oct 04: Shaykh Abd-al-Hadi al-Darraji, an aide to Muqtada al-Sadr said on 9 October that the handover of weapons process would be finished within two or three days.
Tariq al-Sha'b ,06 Oct 04 : The Independent Higher Commission for Elections has announced the registration of voters and specified the following conditions required for voter participation in the National Assembly elections:
Al-Zaman [daily, independent, Baghdad edition of London-based Al-Zaman]: [From commentary by Fatih Abd al-Salam]: "Who is funding the Iraqi electoral campaign on the Abu Dhabi satellite TV and other media outlets? Is this an Iraqi-funded effort, or a foreign-funded one? And if it is indeed Iraqi-funded, then what Iraqi authority, parliament or government has endorsed the funding? If it is foreign-funded, however, then it should warrant a much bigger question mark, I would say."
Al-Adalah [Baghdad, twice-weekly newspaper in Arabic published by the Supreme Council of the Islamic Revolution in Iraq (SCIRI)] [From editorial]: "The initiative launched by Al-Sadr faction has come to promote some topmost Iraqi national interests as it will help Iraqis to avoid further loss of life and property. It will contribute a lot towards restoring peace and stability in the country through getting the fighters to lay down their arms, a move that will greatly cut down on loss of innocent life. Furthermore, it will foil the efforts of those who have gone out of their way to spark off a sectarian civil war among Iraqis, hoping to push Iraq down an endless track of devastation and despair."
Al-Sharq al-Awsat [Baghdad edition of London-based daily Al-Sharq al-Awsat] [From commentary by Ahmad al-Rubay'i]: "There are clear indicators in the Iraqi scene that violence and killing are an exception and that stability is the rule; that violence really has no future in Iraq It is only a transient phenomenon in that it has no sectarian character. It is not violence practised by one sect against another, one geographically-based community against another, nor one ideological group against another. If it were, it would be most dangerous as it would have a huge reservoir of recruits to keep it up. Luckily enough, the sort of violence we are witnessing in Iraq has failed to turn Iraqis into warring sects."

AMERICANS: Jack Hensley and Eugene Armstrong, employees of a Gulf-based contractor, were beheaded by Al-Qai'dah-linked militants demanding the release of Iraqi women prisoners after being seized with colleague Bigley on 16 September.
- Nicholas Berg, 26, a Jewish-American businessman was beheaded by Al-Qa'idah-linked militants in May after being kidnapped the previous month.
BRITON: On 8 October the family of Kenneth Bigley, an employee of a Gulf-based contractor, said it had "absolute proof" that he was killed by his abductors.
BULGARIANS: On 11 August, Bulgaria confirmed that truck driver Ivanlo Kepov, 32, had been beheaded by a group linked to the Al-Qa'idah network. He and another truck driver, Georgy Lazov, 30, were kidnapped on 8 July near Mosul.
- Lazov was also beheaded and his body identified on July 22 after it was found floating in the River Tigris.
ITALIANS: On 26 August, the so-called Islamic Army in Iraq said it executed Italian journalist Enzo Baldoni, who went missing with two French reporters.
- In April, Fabrizio Quattrocchi, one of four private security contractors who were kidnapped, was shot dead within days. The others were freed in June during an operation by US-led forces.
LEBANESE: Husayn Olayyan, 26, a telecommunications employee, had his throat slit in June after disappearing near Al-Fallujah.
NEPALIS: On 31 August, 12 workers taken hostage in Iraq by Al-Qa'idah-linked militants were executed, according to footage posted on an Islamist web site.
PAKISTANI: In late July, migrant workers Sajid Naeem, 29, and Azad Hussein Khan, 49, were killed by Islamic militants.
SOUTH KOREAN: In June, Islamic militants beheaded Kim Sun-Il, 30, after the South Korean government rejected an ultimatum to scrap plans to deploy more than 3,000 troops to Iraq and withdraw over 600 already in the country.
TURKS: On 13 September, grisly footage of the execution of Turkish trucker Durmus Kumdereli was posted on an Islamist website.
- On 2 September, militants said they had killed three other Turkish drivers, as the bodies of three Turks were found on the roadside north of Baghdad.
- Fellow Turkish driver Murat Yuce was executed and a video of his killing was released on 2 August.
Conditions for participation in Assembly elections.
1. Participant must be an Iraqi citizen or have the right to citizenship
2. Participant must have been born on or before 31 December 1986.
3. Participant must be registered to vote.
4. To cast votes in the elections of the Kurdistan National Assembly or Governorate Councils, he/she must, in addition to the above conditions, be registered in the voters' register as resident of the governorate concerned.
Conditions for registration as voter:
1. The voters' register shall be based on the records of the general system for the ration card. It will be developed during the registration period through additions or amendments.
2. The qualified voters have the right to make sure that their names are included in the initial voters' register and to correct any mistakes.
3. The commission will open election centres for registering the voters in all parts of Iraq.
4. The election centres must be informed of any changes in the initial voters' register.
5. Any person who meets the conditions for participation in the elections but whose name has not been including in the voters' register has the right to include his name in the register.
6. Requests for addition or change will not be accepted before or after the period specified by the commission.
7. Any information that is contained in the voters' register and that is not amended shall be considered correct.
