France's foreign minister says a proposed international conference on Iraq should consider the withdrawal of U.S.-led forces.
Commenting Monday on the conference endorsed Sunday by U.S. Secretary of State Colin Powell, French Foreign Minister Michel Barnier called the current situation in Iraq a destabilizing "black hole." Mr. Barnier said the proposed conference must take place under a United Nations framework, and must include all the communities and political groups in Iraq and the region, including those "that have chosen the path of armed resistance."
Mr. Powell Sunday said the conference, originally suggested by Iraq's Prime Minister Ayad Allawi, should take place in October in a Middle East capital, and should be attended by the Group of Eight industrialized nations and Iraq's neighbors.
