Iraqi group pledges "fire and death" for "US usurpers" in next 10 days- Voice of the Mujahidin

SCIRI's Voice of the Mujahidin in Arabic,Iran, 26 Sep 04: Iraqi Shi'i group's Iran-based radio station Voice of the Mujahidin on 26 September reported that the National Islamic Resistance has vowed to strongly strike at the US forces everywhere. In a statement distributed in Baghdad, it called on the Iraqis to rally around it to give an example of how the Iraqis can deter their enemy and shake its entity. The statement, issued by the political bureau of the National Islamic Resistance, added: The next 10 days will be the days of fire and death for the US usurpers and occupiers. The occupier only understands the language of blood, and the resistance will burn its enemy using the language it understands. The National Islamic Resistance reiterated its commitment to the constants which it had announced earlier and which prohibit shedding Iraqi blood and internal Iraqi strife. However, it excluded those who count themselves in the ranks of the occupation forces, saying that the Iraqi resistance will lie in wait for those.

Iraqi Interior Ministry to hunt down kidnappers- Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad, 26 Sep 04: The Iraqi Interior Ministry has announced the formation of a security intelligence committee to be responsible for the hostage issue in Iraq and for hunting down abductors. Dr Sabah Qazim, media spokesman for the Interior Ministry, said that the formation of this committee came after this phenomenon became rampant in Iraq. He added that the Interior Ministry views abductions as an international issue with political dimensions because terrorists do not differentiate between countries and because their operations are not limited to the United States and Britain only.

Al-Diyar Satellite Channel In Arabic, Baghdad, 26 Sep 04: In a speech at the US Foreign Relations Council in Washington, Iraqi Prime Minister Iyad Allawi denied that he was a political tool for the US, Iraqi Al-Diyar TV reported on 26 September. Allawi also said that the elections scheduled for January 2005 would not be partial and would include all Iraqis.
Iraqi daily says Saddam urging Al-Duri to surrender- Al-Dustur

Al - Dustur, independent daily published by former journalist Basim al-Sheikh- 25 Sep 04: Iraqi newspaper Al-Dusur on 25 September quoted sources at the Iraqi Human Rights Ministry as saying that the previous week former President Saddam Husayn asked to meet his deputy Izzat al-Duri to be assured of his health; when he was told that al-Duri has not been arrested, Saddam asked them to convey a message to him through newspapers and satellite channels urging him to turn himself in because "his health is not good, thus, he should give himself up in order to get health care in prison." The sources said that he repeated his request before a number of doctors attending to his health, who explained that his constant questions about Izzat al-Duri is a symptom of hallucination that is beginning to control him. The sources said that Saddam Husayn has actually written a ten-line letter to al-Duri urging him to hand himself over to ensure medical treatment and that due to his bad health, Al-Duri cannot endure the hardships of hiding out in such circumstances where it is difficult to obtain medicine. However, the attendants at his prison refused to take the letter, informing him that he can deliver it to the interrogators who will decide what to do with it. The sources noted that for the last two months, Saddam Husayn believed that Al-Duri has been under arrest, while his prison attendants informed him that they had no idea about his deputy's fate until two weeks ago when the interrogators agreed that the attendants convey to him this piece of information.

Iraqi president says government performance "below expectations"- Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad, 26 Sep 04: Iraqi President Shaykh Ghazi Ajil al-Yawar has stressed that the general elections must be held on schedule and that not a single Iraqi person can be excluded from participation in the elections. Al-Yawar added that the performance of the Iraqi government was below expectations because of several reasons, most prominent of which is the deteriorating security situation due to interference by foreign parties. He noted that the formation of six Iraqi army divisions is under way, and that officers from the former Iraqi Army will be asked to join these divisions.

ELECTIONS
Iraqi electoral official gives election details, rejects coalition forces "interference"- Al-Da'wah

Al-Da'wah [Baghdad, weekly newspaper in Arabic published by the Central Bureau of the Islamic Al-Da'wah Party]: A spokesman for the Iraqi Independent Higher Commission for Elections, Dr Farid Ayar, was reported in Iraqi Islamic Da'wah party newspaper on 22 September as saying that national elections will be held on schedule "whatever the circumstances". He added that three primary elections would be held to prepare for the first general elections: elections for the Iraqi National Council of 275 members; the simultaneous election of the Kurdistan National Council of 150 members; and the election of governorates' councils, which will then elect the new government. Ayar said that the electoral register be based on updated ration cards, and denied any plans to include Iraqis living abroad in the elections, although he said that the commission was studying the issue. On the subject of multinational forces, Ayar said that the commission had "sent a note cautioning the multi-national forces and asking them not to make statements in the name of the commission", adding that the multinational forces chief General Thomas Metz was a "military man" and had "nothing to do with the Iraqi elections".

Egyptian firm proposes ransom for hostages- Al-Sharqiyah TV

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 26 Sep 04: Faruq Mabruk, head of the Egyptian diplomatic mission, on Sunday [26 September] met with members of the [Sunni] Muslim Ulema Council as part of the efforts to release the six Egyptian hostages. Mabruk and Muthanna Harith al-Dari have refused to make any statements about the talks and the way they plan to act in order to ensure the safety and the release of those abducted. For its part, the Egyptian Telecommunications Group, Orascom, proposed paying a ransom to have its six hostages released. In the meantime, no party announced its responsibility for kidnapping them.

Interior minister announces re-integration of former officers into Iraqi army- Al-Sharqiyah TV

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 26 Sep 04: Iraqi Interior Minister Falah al-Naqib has stressed that calling up former officers of the Iraqi army has started following Prime Minister Iyad Allawi's approval. Al-Naqib added that a committee at the Interior Ministry and another at the Defence Ministry had been formed to study and to determine the qualifications of the officers re-enlisted in the service, in order to benefit from their experience in a rapid deployment force, the Defence Ministry's third battalion and the Iraqi National Guard. He went on to say that the two committee had been screening to check out their loyalty to the homeland, to make sure that the hands of none of them had been marred by the blood of Iraqis and that none of them repressive roles in the former regime.

Northern Iraqi demonstration condemns "terrorist acts" against Kurds- Kurdistan Satellite TV

Kurdistan Satellite TV. 26 Sep 04: Iraqi Kurdistan Democratic party satellite television reported on 26 September that a number of young men in Duhok city had staged a peaceful demonstration to condemn the beheading of three young men on the main road to Baghdad and the deaths of 12 Khanaqin police officers near the town of Ba'qubah.

Iraqi Kurdish leader meets Iranian security official- Kurdistan satellite TV

Kurdistan Satellite TV. 26 Sep 04: Iraqi Kurdistan Democratic party satellite television reported on 26 September that Kurdistan Democratic party leader Mas'ud Barzani met Iran's Supreme National Security Council Dr Hasan Rohani. The two sides reportedly discussed the current situation in Iraq and stressed the need for establishing stability in the country. Rohani said that the permanent Iraqi constitution should serve the interest of all Iraqi peoples.

Starting a tour to regional and Europe countries, the KDP leader Massoud Barzani arrive in Iran Friday and met with the Iranian President Khatamy the following day. Their discussions focused on improving Iraq-Iranian bilateral relations. Khatamy said Iraq stability would also advantage Iran and the whole region. He also said Barzani's decision-making position in Iraq was an assuring factor for all parties. Before leaving Kurdistan, Barzani had received the commander of the South Korean troops in Erbil, who thanked Barzani for providing all facilitations for a smooth and safe deployment of eth troops in Erbil. The Koreans would start reconstruction projects soon, the visitor said.

Iraqi elections will be inclusive and held on time, PM Allawi said in the US. UN Secretary-General advised the UN team designated to oversee the Iraqi elections was in Baghdad and the number of its staff would be increased.

·         A delegation from the Organization of Oppressed Nations visited Kurdistan Parliament house Saturday. The Organization, which enjoys an observant status at the UN and has 30,000 members worldwide, will open an office in Kurdistan to be the first one in the Middle East and Asia. The delegation declared it possesses a number of valuable documents that could be of use in indicting Saddam for poisoning the Kurds.

·         The KRG-Sulaymanya Minster of Public Works and Reconstruction inspected the ongoing construction of 13 residential apartments in Rapareen town (10 west of Sulaymanya). The KRG provided the $4 million project cost and allocated another $3.3 million for another for 14 other apartments in the pipeline.
·         We are committed to conduct the elections in Kurdistan on time, KRG-Sulaymanya Acting PM told the British Consular in Kirkuk. Set up of an advanced banking system to streamline capital movement with Baghdad and the external world was also discussed in the meeting that took place in Sulaymanya Thursday.
·         We will not allow anyone to interfere in Kirkuk affairs, Deputy Governor Ismael Al-Hadidi, an Arab, and the Head of the Governorate's Municipal Council Tahseen Kahya, a Turcoman, said commenting on a recent meeting of Slahuddin Governorate Municipal Council in Tikrit that hosted some Arab settlers in Kirkuk and Turcomans affiliated to the Turcoman Front, who expressed their dissatisfaction with new situations in Kirkuk and the return of IDPs [mostly Kurds] to the city. ``The Sahahuddin meeting is interference in Kirkuk affairs. If the Arabs and the Turcomans have any remark, they can express themselves in Kirkuk not somewhere else,'' Al-Hadidi said. Kahya threatened to resort to `own administrative procedures' to stop such interference.
·         Orascom Company will renovate both production lines at Tasluja Cement Factory in Sulaymanya. The renovation should not stop production because we are in dire need to cement for reconstruction projects, the Acting PM asked the implementing company Thursday.
