Four Iraqi Law Students Said Shot Dead Near Baghdad- Radio Dijlah

Radio Dijla - Iraq's first independent talk radio station, Radio Dijla (Tigris Radio) 20 Sep 04- Four students from the Faculty of Islamic Law at Baghdad University were killed and seven others were wounded, two seriously, when an armed group opened machine-gun fire on them in the Al-Latifiyah area, Iraqi Radio Dijlah said on 20 September.

Al-Sadr Office Demands British Apology Over Basra 'Storming'- Iraq for All

Iraq for All News Network web site, 19 Sep 2004: A statement released "by the external relations office of Martyr Al-Sadr and signed by its head Shaykh Hasan al-Zarqani" has demanded an apology from Britain for what it called the storming of the Al-Sadr office in Basra, Iraq for All News Network web site reported on 19 September. "We maintain our right to retaliate for the storming of the office in Basra unless the British forces apologize properly for breaking the truce and give sufficient guarantees that this will not happen again," the statement, which was released on 19 September, said. It continued: "We ended the fighting in holy Al-Najaf and all the provinces of Iraq, we demonstrated our good intentions... and we presented our political project." "After we did all this, we were taken by surprise by the conduct of the occupiers and their interim government. They breached the pledges and charters..." "How else can we interpret the storming by the British troops of the office of martyr Al-Sadr in Basra despite the agreement concluded between the two sides that they would not enter the city and trespass against martyr Al-Sadr's office?" the statement said. "How else can we interpret the violent attack by the US troops and some Iraqi army forces and policemen on the holy city of Al-Kazimiyah in an operation to arrest the managers of the office of martyr Al-Sadr in the city?" The statement demanded the unconditional release of the arrested directors of Al-Sadr's offices, an immediate halt to "arrests and aggression against our current" and warned that unless this is done the Al-Sadr forces will find it hard to bring "the young people who are anxious to retaliate" under control. The statement appealed to "the esteemed religious authority" to call "on the occupying forces to abide by the terms of the truce" and to stop the fighting and demanded compensation for those "whose homes were demolished in the storming and arrest operation in Al-Kazimiyah and other cities".

Al-Sadr Aide Threatens "To Arrest" Basra Governor Unless Seized Arms Returned- Al - Dustur

Al - Dustur, independent daily published by former journalist Basim al-Sheikh, 19 Sep 2004:- Asad al-Basri, Al-Sadr's representative in Basra, has threatened to arrest the governor of Basra if the weapons confiscated from the Al-Mahdi Army militia there are not returned, the Iraqi newspaper Al-Dustur reported on 19 September. During Friday prayers at a Basra mosque, Al-Basri said Governor Hasan Rashid "must return all the weapons or we will arrest him even if it cost us an entire Al-Mahdi Army battalion". Iraqi security forces stormed the offices of Al-Sadr's movement in Basra and confiscated a quantity of weapons four days ago, the paper recalled. Al-Basri accused the British army of breaking an agreement not to come close to the office of Al-Sadr's movement in the city, adding that armed men opened fire at a British patrol taking a road leading to the office and that the soldiers returned fire. Anti-armour rockets and light weapons were used in the fire-fight that lasted several hours, he said, adding that British reinforcements arrived on the scene and surrounded Al-Sadr's office.



SPECIAL REOPORT IRAQI RESISTANCE GROUPS

Al-Zawra, Iraqi Journalists Union newspaper,Baghdad,Arabic19 Sep 04 :The Iraqi Journalists Union newspaper Al-Zawra has published a report on Iraqi "resistance groups" and "armed groups", describing their aims and affiliation to "clarify" the picture on Iraqi violence. The paper listed the groups under three categories, the "Sunni resistance groups that primarily target US occupation", the "Shi'i resistance against occupation" and "factions which adopt abductions and killing". The groups are as follows:

MAIN SUNNI GROUPS
The Iraqi National Islamic Resistance,

"The 1920 Revolution Brigades": It emerged for the first time on 16 July 2003. Its declared aim is to liberate Iraqi territory from foreign military and political occupation and to establish a liberated and independent Iraqi state on Islamic bases. Its attacks against the US forces are concentrated in the area west of Baghdad, in the regions of Abu-Ghurayb, Khan Dari, and Al-Fallujah. It has other activities in the governorates of Ninawa, Diyala, and Al-Anbar. The group usually takes into consideration the opinions of a number of Sunni authorities in Iraq. A recent statement explained that the group, during the period between 27 July and 7 August 2004, carried out an average of 10 operations every day.

The National Front for the Liberation of Iraq

: The front includes 10 resistance groups. It was formed days after the occupation of Iraq in April 03. It consists of nationalists and Islamists. Its activities are concentrated in Arbil and Kirkuk in northern Iraq; in Al-Fallujah, Samarra and Tikrit in central Iraq, and in Basra and Babil Governorates in the south, in addition to Diyala Governorate in the east. Its activities are generally considered smaller than those of the 1920 Revolution Brigades.

The Iraqi Resistance Islamic Front, JAMI

: The front is the newest Sunni resistance group to fight the US occupation. It includes a number of small resistance factions, which formed a coalition. Its political and jihad programme stems from a jurisprudence viewpoint that allows it to fight the occupiers. Its activities against the occupation forces are concentrated in the two governorates of Ninawa and Diyala. It announced its existence for the first time on 30 May 2004. In its statements, JAMI warns against the Jewish conspiracies in Iraq.

OTHER SMALL FACTIONS
Hamzah Faction

A Sunni group that appeared for the first time on 10 October 2003 in Al-Fallujah and called for the release of a local shaykh known as Shaykh Jamal Nidal, who was arrested by the US forces.

Iraqi Liberation Army

: The first appearance of this group was on 15 July 2003. It warned the foreign countries against sending troops to Iraq and pledged to attack those troops if they were sent.

Awakening and Holy War

: A group of Arab Sunni mujahidin. It is active in Al-Fallujah. It filmed an operation on videotape and sent the tape to Iranian television on 7 July 2003. On the tape, the group said that Saddam and the United States were two sides of the same coin. The group said that it carried out operations against the US occupation in Al-Fallujah and other cities.

The White Flags

: A group of local Arab Sunni mujahidin that is active in the Sunni triangle and probably in other areas. Originally, they were opposed to Saddam Husayn, and in alliance with the Muslim Youths and Muhammad's Army. The group criticized the bombing of the Jordanian Embassy in Baghdad.

Al-Haqq Army

: There is not much information about this group, apart from that it consists of Arab Sunni Muslims, it has some nationalistic tendencies, and it is not loyal to Saddam.

BA'THIST FACTIONS:
Al-Awdah [The Return]

: This faction is concentrated in northern Iraq - Samarra, Tikrit, Al-Dur and Mosul. It consists of members of the former intelligence apparatus.

Saddam's Fedayeen

: The faction was formed by the Saddam regime before the US invasion. Now, it is rumoured that many of its members have abandoned their loyalty to Saddam and have joined Islamic and national groups on the side of the 11 September Revolutionary Group and the Serpent's Head Movement.

SHI'I GROUPS
Al-Sadr group

 The Al-Mahdi Army is considered the only militia experiment to emerge after the occupation. In July 2003, Shi'i leader Muqtada al-Sadr announced the formation of the Al-Mahdi Army, but not as a force directed against the occupation. Within a short period, Al-Sadr gathered between 10,000 and 15,000 well-trained youths, the majority of whom were from the poor of the Al-Sadr City, Al-Shu'lah, and the southern cities.
RECENT EVENTS starting with the closure of Al-Sadr's Al-Hawzah newspaper in March 2004 placed the Al-Mahdi Army in confrontation with the occupation forces in Baghdad and the southern governorates. The greatest confrontation between this militia and the occupation forces erupted in Al-Najaf in August 2004.


Imam Ali Bin-Abi-Talib Jihadi Brigades

: This Shi'i group appeared for the first time on 12 October 2003. It vowed to kill the soldiers of any country sending its troops to support the coalition forces, and threatened to transfer the battleground to the territories of such countries if they were to send troops. The group also threatened to assassinate all the members of the Interim Governing Council and any Iraqi cooperating with the coalition forces. The group also announced that Al-Najaf and Karbala were the battlegrounds in which it would target the US forces.

Factions Which Adopt Abductions And Killing:
Other armed groups have emerged and resorted to operations of abducting and killing foreigners as a method, in their opinion, that would terrorize the enemy and as a political pressure card to achieve their specific demands. The most prominent of these groups are:
Assadullah Brigades

: The brigades said in a statement, number 50: "The mujahid is entitled to capture any infidel that enters Iraq, whether he works for a construction company or in any other job, because he could be warrior, and the mujahid has the right to kill him or take him as a prisoner." The activities of this group are concentrated in Baghdad and its suburbs. The group detained the third most senior diplomat at the Egyptian Embassy to Iraq, Muhammad Mamduh Hilmi Qutb, in July 2004 in response to statements by Egyptian Prime Minister Ahmad Nazif, who announced that Egypt was prepared to offer its security expertise to the interim Iraqi government. The diplomat was released after nearly a week.


Islamic Retaliation Movement

: One of the movements that adopt the course of abductions. It abducted the US Marine of Lebanese origin, Wasif Ali Hassun, on 19 July 2004, and then released him.

Islamic Anger Brigades

: The group that abducted 15 Lebanese in June 2004 and then released them, with the exception of Husayn Ulayyan, an employee of a communications company, whom it killed.

Khalid-Bin-al-Walid Brigades and Iraq's Martyrs Brigades

: They are believed to be the ones who abducted Italian journalist Enzo Bladoni in August 2004 and killed him.

The Black Flags Group

: A battalion of the Secret Islamic Army. The group abducted three Indians, two Kenyans and an Egyptian working for a Kuwaiti company operating in Iraq. The aim was to compel the company to stop its activities in Iraq. The hostages were later released.

The Abu-Mus'ab al-Zarqawi Group.
The Al-Tawhid wa al-Jihad Group.
The Islamic Army in Iraq

: A secret organization that adopts the ideology of Al-Qa'idah. The organization abducted Iranian Consul Feredion Jahani and the two French journalists, Georges Malbrunot and Christian Chesnot.

Ansar al-Sunnah Movement

: The movement abducted 12 Nepalese on 23 August 2004 and killed them.
The last four groups are clearly intellectually close to the beliefs and thinking of Al-Qa'idah Organization and its leader, Usamah Bin-Ladin. The first case of slaughter was that of US national Nicholas Berg in May 2004, and the Abu-Mus'ab al-Zarqawi group claimed responsibility for it. After that, the Al-Tawhid wa al-Jihad Group killed South Korean Kim Il, who was working for a Korean company providing the US Army with military installations.

HOSTAGES
Iraqi Forces Free Jordanian Hostage, Arrest Five in Operation-Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad, 20 Sep 04: Police in the Dhi Qar governorate in southern Iraq have arrested five men for kidnapping a Jordanian citizen in the Al-Husunah area, in the Sayyid Dakhil region near Al-Nasiriyah, Iraqi Al-Diyar TV reported on 20 September. A police source said that the arrest took place on 19th, adding that a large quantity of light and medium weapons and ammunition was found in the possession of the captors. The Jordanian hostage who gave his name as Ala Thabit Yusuf said he had been held hostage for a month and his kidnappers had demanded a ransom. He thanked the Iraqi police who "freed me from my captivity, and they caught the captors".

Germany to Cut Iraqi debts- Al-Sharqiyah

Al-Sharqiyah Satellite Channel, Baghdad, in Arabic, 20 Sep 04: Germany has promised Iraq a substantial reduction in debts, Iraqi President Ghazi al-Yawar said on 20 September, Al-Sharqiyah TV reported. "We can say that this reduction will range between 70 to 80 per cent of the debts" Al-Yawar said in an interview with the TV. He explained that the aim of his recent European tour was to brief Europeans on the situation in Iraq and to open the way for more cooperation with Europe. Reconstruction Projects Are Moving At "Slow Pace" In Iraq- Al-Diyar TV

Al-Diyar Satellite Channel In Arabic, Baghdad, 20 Sep 04: Iraqi Deputy Prime Minister Barham Salih said on 20 September that reconstruction projects are moving at a "slow pace" in Iraq, Al-Diyar TV reported. Salih said he had expressed his concerns over this during a meeting with Alan Larson, US assistant secretary of state for economic affairs. "During my meeting with members of the US Congress today, we asserted the need to expeditiously disburse the US grant allocated for the reconstruction projects," he added.

The Dangers Besetting Our Wounded Nation- Al-Jaridah

Al-Jaridah, general, political, daily newspaper, puplished Mon, Wed and Fri. [From editorial by Qays al-Azzawi]: "The dangers besetting our wounded nation are immense Mistakes have not been corrected. Moreover, the wrongdoers have gone far in their policy of interest sharing, starting from the governing council, through to the interim government and ending with the national assembly .What a bad image of democracy for distributing spoils! These kinds of policies are behind the deterioration of the situation. There can be no remedy for this unless things are set in the right order and the cart is placed behind, not before the horse Expanding political participation puts everybody face-to-face with their national responsibilities to save Iraq from killing, fighting and terrorism. We have said it repeatedly: Iraq is in danger. Save it before it is too late.We missed the opportunity yesterday and today as well. Let us seize the future which belongs to all Iraqis.

·         The leaders of the KDP and Assyrian democratic Movement discuss enhancing bilateral relations, political developments in Kurdistan and Iraq.
·         Te KRG-Erbil Interior Minister chaired a regular meeting of the Higher Committee for Kurdistan Region census. Participation of a KRG representative at the federal Iraqi high committee for the census due on 12 October was also an the agenda.
·         Erbil Governor received a delegation from Baghada City Municpal Council and accepted its offer to attend forthcoming conference for Iraqi domestic governance departments in the federal capital Baghdad.
·         12 Turkish drivers killed in Baghdad
·         In 3 different operations in Baquba, the police arrested 8 Arab terrorists directly supervised by Al-Zarqawi. Two of the arrestees are Syrians, one is a Suadi and a fourth one is Yemeni.
·         The primary teachers appointed last year graduated a 2-month capacity building session. The KRG-Erbil Education Minister attended the graduation ceremony.
·         In cooperation with MNF, Kirkuk
·         police arrested a 4 members of a 10-persn band engaged in kidnapping children.
·         Iraq's ensured oil reserve reaches 115 billion barrels and another 214 billion barrels of expected reserve awaits discovery. About %64 of the oil Iraq exported so far came from Kurdistan where only %6 of the Iraqi oil refineries are located.
·         The Director of Products Distribution at Northern Oil Company survived an assassination attempt in Moul but 5 of his bodyguards were killed and 4 civilians present at the site wounded.

·         Iraqi Deputy PM Barham Salih received the Head of a US Congressional delegation and requested him to help speed up the releasing the funds that the US Government donated to Iraq.
·         Imminent cabinet reshuffle in the Sulaymanya administration of the KRG replaces current minister of higher education and scientific research with another female minister in few days.
·         The Governor of Sulaymanya received a delegation from Baghada City Municipal Council and accepted its invitation to attend the first conference of Baghdad Municipality next week.
·         The Director of Products Distribution at Northern Oil Company survived an assassination attempt in Mosul but 5 of his bodyguards were killed and 4 civilians present at the site wounded.
·         KRG-Sulaymanya is implementing a number of sewerage and agricultural projects in Koya area (70 Km east of Erbil) worth about ID 1.5 billion, in addition to allocation of $163,000 for the ongoing construction of a compound for service departments and ID795 for 3 health centers in diffirent locations around Betwata district . A tourist project on a 2,200-donum area in Sulaymanya worth $15 million is also in the pipeline. The expected duration for completion is 3 years.
·         18 villages in Altun Kopri area (40 km north of Kirkuk) will be electrified in cooperation wit KRG-Sulaymanya.

·         An `informed source' confirmed the discovery of a huge petroleum reserve in Akra area expected to match that of Kirkuk, one of the largest oil reserve in eth world.(120 km south east Dahuk).
·         The Higher Committee for Confronting the Arabization of Kurdistan has addressed two memos to both President Ghazai Al-Yawar and PM Allawai last July demanding resettlement of Kurdish IDPs in their places of origin and compensating them, as well as sending back the Arab settlers to their places. The Committee also asked them for an appointment for an interview but neither of them has responded yet.
·         Turkish companies are engaged in spying in south (Iraqi) Kurdistan for the Turkish government and intelligence service.
·         The Iraqi Deputy PM Braham Salih announced the allocation of $50 million as an urgent reconstruction package for Najaf and Kufa cities and compensating damaged civilians. Kurdish IDPs returning to their places of origin in Kirkuk live under tents in ex-military barracks but the Iraqi interim government does not care to allocate a penny to improve their miserable living conditions.
