The statement said: "We direct this call to he who is in charge of the affairs of Islam and Muslims Shaykh Usamah Bin-Ladin so he issues a fatwa on what to do with the two French hostages. We want a response in five hours. We have already sent you two requests. We want an answer today".

Accompanied by the UN representative Carlos Venezuela [as transcribed], the higher independent commission for Iraqi elections visited Kurdistan National Assembly and discussed with Kurdistan MPs the conduction of both Iraqi and Kurdistan parliamentary elections, as well as the expected constraints and the pre-requisites for successful elections. For the same purpose, the delegation visited presidency of Kurdistan Regional Government where the acting PM received them and offered his cabinet's support and coordination to make the election process a democratic one. Recalling Kurdistan elections of year 1992, the meeting participants also debated on the election records, preparation of candidates' lists and the rate of women in those lists, in addition to the right of Iraqi expatriates to participation in the elections.

During his reception to the British Counselor in Kirkuk and his deputy, the PUK leader Jalal Talabani stressed Kurdistan political leadership regarded the normalization of the deformed situation in Kirkuk as the key to resolve the issue there. Recalling the oppression that the Kurds and Turcomans in Kirkuk were subjected to under the Saddam regime, Talabani referred to the latest report of Human Rights Watch and explained the historical background of Kirkuk to his guests, who expressed their acknowledgment to Talabani's reception and explanations.

When terror chooses a friend for revenge, it will only turn the few remaining friends of Iraqi people into enemies and force them to join the positions of states and groups hostile to Iraq's stability and existence. Save our dignity before the world. Save our reputation and that of millions of Muslims living in France and release the two hostages unharmed. Otherwise, you will cause a big tragedy to millions of Frenchmen who took to the streets to defend Iraq's freedom and independence, and who are still doing so each and every day."
The two leaders of Iraqi Communist Party and the KDP met in Barzani's HQ yesterday and discussed the Iraqi status quo. The two parties appraised the national conference held in Baghdad and wished it will play the role expected from her in watching the government performance. In addition to considering promotion of bilateral relations, the two leaders also exchanged views on the up coming elections and the participation of the Iraqi political forces in it.
A number of unidentified gunmen assassinated the director of Kirkuk Education Department Ibrahim Ismael yesterday morning while he was heading to his work. Four of the director's bodyguards were also injured in the terrorist incident. A police commander in the city said no one claimed responsibility yet and investigation was ongoing.
Kirkuk Assistant Mayor for IDPs Compensation Haseeb Rozhbayani said an office was been set up to collect data on the IDPs returning to Kirkuk and Arab settlers who leave the city. Rozhbayani noted that about 5,000 Kurdish families have returned to the city last month.
The KDP leader Barzani also received Sheikh Abdulla Al-Assi of Ubaid Arab tribe and his delegation from Kirkuk. Kurds, Turcomans, Chaldo-Assyrians and genuine Arabs have been living together in Kirkuk peacefully since hundreds of years, said Barzani stressing that Kirkuk city was always part of Kurdistan geography and all historical evidences proved that. He also insisted on normalizing the situation in Kirkuk exactly as described in the transitional administrative law (TAL). The guest chieftain thanked Barzani for his reception and said the fraternity between Kurds, Turcomans and genuine Arabs is enhancing since the fall of the Saddam regime.
