II- QUOTES

(Al-Dustur, Baghdad, by Movement for the Hashimite Constitutional Royal Union, 29 Aug 04) - [From editorial by Bassim al-Shaikh]: "Most important of all is the fact that the proposal made by the top cleric to solve this political problem has earned unprecedented acceptance, having been unanimously endorsed by the government, by all political movements and probably even by the US forces, for that matter. This clear convergence surely augurs well for national unity as it will form a security umbrella under which Iraqis, all and sundry, can always take refuge in difficult times to ward off the evils of disunity and factionalism."


(Baghdad, Baghdad, by the Iraqi National Accord Movement , 29 Aug 04) - [From editorial by Rif'at Sayyid Ahmad]: "It is totally unacceptable, if not un-Islamic, un-Arab and even unpatriotic, to consider the systematic slitting of Iraqi and foreign throats by Al-Zarqawi and co., for example, as a form of resistance. What sort of resistance can it be that has no agenda for emancipation and construction? What kind of resistance is it that succeeds far more in terrorizing innocent Iraqis than targeting US troops; that finds glory in slaying policemen, new army recruits, truck drivers or journalists of various nationalities who have come to Iraq for nothing else but work?"

 

(London-based Azzaman, Political and independent daily, issued by Saad al-Bazaz, 29Aug 04) - [From commentary by Fatih Abd-al-Salam]: "The fruits of peace in Al-Najaf have been reaped by everyone, each claiming a share in the final achievement of getting the Al-Mahdi Army to vacate the Imam Ali Shrine and the local police forces to take charge of security in the city. Yet, to make this happen, the price paid in blood has been very high indeed. As no one is willing to admit responsibility for starting the blood bath, everyone is now trying to blame it on someone else. After all, it is not much of a credit to anyone. But this is beside the point. What deserves everyone's attention now is that the peace and quite prevalent on the ground are beset with a lot of political ambiguity. One can only wonder how the Al-Mahdi Army would actually be integrated into the political process, according to the letter of the five-point agreement endorsed by Al-Sistani and Al-Sadr, and whether the situation in Iraq can accommodate any political agenda, regardless of the outcome."


(Al-Sharq Al-Awsat, London-based, Baghdad edition independent daily, Saudi-owned, 29 Aug 04) -[From commentary by Ahmad al-Rub'i]: "The key to stability lies in raising people's standard of living. The forces of terror are well aware of this fact, which explains why they keep targeting the country's infrastructure, blowing up oil pipelines and kidnapping foreign companies' employees. They know full well that with reconstruction underway and living standards improving, they will be increasingly isolated, as people living in better conditions are bound to start thinking differently."


III- HOSTAGES

( Turkomaneli ,daily newspaper, Erbil, Iraqi Turkman Front, 29 Aug 04) Paper reports abduction of two Turkoman officials in Kirkuk: An armed group in Kirkuk has kidnapped the head of Turkoman Union in Europe, Baha al-Din Kawthar and Turkoman activist Ziyad Fahmi Arab while they were on a visit to Taza Administrative Sub-District, near Kirkuk, Iraqi Turkoman Front newspaper Turkomaneli reported on 29 August, quoting Turkomaneli Satellite TV. The district witnessed a massive demonstration by families of displaced Turkomans from Tis'in, one of largest Turkoman-inhabited area in Kirkuk, the paper said. Baha-al-Din's driver said that unknown armed men in two cars stopped them on the road, beat them and kidnapped the two officials. The driver was transferred to hospital for treatment of his injuries sustained as a result of the beating, the paper added.


IV- DEFENCE/SECURITY

(Dar al-Salam radio, Iraqi Islamic Party-affiliated ,29 Aug 04) -

"Several" US soldiers reported dead, 37 Iraqis wounded in Mosul clashes: Iraqi Islamic Party-affiliated radio Dar al-Salam on 29 August reported that more than 37 Iraqis were wounded in violent clashes that took place between insurgents and US forces in Mosul that morning. Eyewitnesses told the radio they saw several dead bodies of US soldiers thrown on the ground and that many US forces' vehicles were damaged.

Three Iraqis said killed, 20 injured in US troops' attack in Falluja: US helicopters, backed by tanks, attacked insurgents' positions in Al-Fallujah City twice on 29 August, Iraqi Islamic Party-affiliated radio Dar al-Salam reported. The shelling targeted positions in the Al-Askari neighbourhood and the industrial area while columns of flames and smoke were seen billowing, the radio said. Three Iraqis were killed and around 20 others wounded in an exchange of gunfire that took place between the US forces and Iraqi insurgents in the city, the radio added.

Al-Ittijah al-Akhar carries on page 2 a 70-word report stating that the soon after threats received by the newspaper's office in Mosul, the office was set ablaze. This was in response to the newspaper's report on the National Conference published last week.

·         Al-Ittijah al-Akhar on 28 August carries on page 6 a 120-word report stating that after exporting spoiled goods and attempting to spread diseases such as plague by smuggling infected sheep into Iraq, Iran is trying to smuggle drugs into Basra.


·        

Al-Ittijah al-Akhar on 28 August carries on page 7 a 500-word "exclusive" report explaining the details of two terrorist attacks that took place on two consecutive days in the Baiji and Tikrit districts last week, causing the death of a number of Iraqi and Turkish technicians. The report holds an police officer responsible for collaboration with the terrorists.


·         Al-Ittijah al-Akhar on 28 August carries on page 7 a 400-word article saying that the newspaper has received a number of threatening calls because of the cartoon of Al-Sadr and Saddam published last week. The article criticizes the policy of violence in dealing with the "other opinion" and urges Al-Sadr followers to express their views in a civilized way in the newspaper which is ready to publish their replies.


·         Al-Ittijah al-Akhar on 28 August carries on page 28 a 200-word report saying that Al-Ramadi Police Chief General Ja'dan al-Dulaymi was arrested last week by the US forces on corruption charges. The report says that police salary records contain the names of 13,000 policemen in the Governorate, while the actual number is only 3,000.



 (Al-Manar Al-Yawm, Baghdad, independent daily, 29 Aug 04) -

Al-Manar al-Yawm publishes on its front page a 70-word report condemning the terrorist mortar attack on the offices of Al-Mada newspaper.

 

·         Al-Manar al-Yawm publishes on its front page a 70-word report citing eyewitnesses as saying that a mortar grenade hit Al-Mada headquarters in Baghdad yesterday, 28 August, wounding two employees. They added that a number of grenades hit Abu-Nuwas Street while a US patrol was passing, adding that it is not clear whether or not the attack on Al-Mada was accidental.


·         Al-Manar al-Yawm publishes on page 4 a 150-word report citing an official source at the Coastal Defence Force as saying that his forces carried out intensive training at Umm-Qasr District over the past two days.

(Al-Dustur, Baghdad, by Movement for the Hashemite Constitutional Royal Union, 29Aug 04) -

·        

Al-Dustur publishes on its front page a 75-word report citing eyewitnesses as saying that a rocket hit Al-Shati'a al-Dhahabi, [Golden Coast], wounding two people in Al-Sa'dun Street in the centre of Baghdad yesterday, 28 August.


·         Al-Dustur publishes on page 2 a 50-word report citing an official source at the Interior Ministry as saying that the house of Mu'ayad Abd-al-Rahman, deputy science and technology minister, in Baghdad came under attack, which wounded an Iraqi citizen. The report did not mention the date of the attack.


·         Al-Dustur publishes on page 6 a 1,700-word interview with General Faris Al-Bayyati, director general of the State Committee for the Protection of Electricity Energy, discussing his committee's responsibilities and capabilities and its future plans to improve its performance. Al-Bayyati says that the presence of US forces near the electricity power generating plants makes them targets for attacks, affirming that his committee has the capacity and capability to protect the electricity network in the country.

(Al-Mashriq, Baghdad, by Al-Mashriq Institution for Media and Cultural Investments, 29 Aug 04) -

·        

Al-Mashriq publishes on page 4 a 140-word report citing eyewitnesses as saying that a US forces base in Al-Saydiyah District in Baghdad came under rocket attack two days ago, 27 August.


·         Al-Mashriq publishes on page 4 a 190-word report citing eyewitnesses as saying that the railway line between Basra and Al-Nasiriyah was sabotaged two days ago, 27 August. An official source at the Iraqi Railways said that cargo trains on their way from Mosul to Baghdad have been attacked several times recently.


·         Al-Mashriq publishes on page 4 a 120-word report citing a health source as saying that 131 Iraqis were killed and 779 others were injured during the last two days.

 (Al-Mutamar, Baghdad, weekly by the Iraqi National Congress, 29 Aug 04) Al-Mu'tamar publishes on page 5 a 200-word report citing a number of citizens criticizing Karbala police for not performing their duties in preventing the increasing number of car thefts and looting on the governorate's highways.
 (London-based Azzaman, Political and independent daily, issued by Saad al-Bazaz, 29Aug 04) - Azzaman publishes a 150-word front-page report stating that four Iraqis were killed and 13 injured during a US air attack on Al-Fallujah.
 (Al-Furat, comprehensive & political daily, by Al-Furat Establishment for Press,29Aug 04) - Al-Furat runs a 200-word front-page report on the clashes between the US forces and Al-Sadr followers in Al-Sadr city in Baghdad. The report says that the US forces, with the participation of the Iraqi National Guard, called on people to leave the city in order to "clean" it of gunmen. The report cites the head of Al-Sadr office in Basra as saying that the agreement in Al-Najaf "means nothing" to him, asserting that military operations will continue.
Al-Furat publishes a 60-word front-page report stating that a huge explosion started fire in a pipeline in Ba'qubah, in Diyala Governorate. The report says that no group claimed responsibility for the explosion.

V- POLITICS

(Al-Sharq Al-Awsat, London-based, Baghdad edition independent daily, Saudi-owned, 29 Aug 04) - Iraqi national security adviser on Najaf fighting : Iraqi National Security Adviser Muwaffaq al-Rubay'i told the London-based newspaper Al-Sharq al-Awsat web site on 29 August that an agreement reached with Muqtada al-Sadr's supporters in Al-Najaf was a final deal, and expressed the hope that his militiamen would disarm. "We believe this agreement is a final truce and we hope that the Al-Mahdi Army will subscribe to the law on disbanding militias, turn in its heavy and medium weaponry, and keep small arms under legal licences to carry and keep arms. The most important issue for Al-Sadr current is to get involved in the big political process that accommodates even the most extreme hard-line religious currents," he said. He said the Iraqi courts would investigate the issue of the bodies found on the premises of a religious court. He praised the government's handling of the crisis. "I believe the government handled this crisis with wisdom and patience, if I may say with the patience of Jacob. It gave several reprieves for solving the crisis and for a peaceful solution and I do not believe it spared any effort for it did in fact exert everything in its power to try peaceful means." (Al-Ittijah al-Akhar, political weekly published in The Hague, by the Iraqi Homeland Party ,29aug 04 )

Al-Ittijah al-Akhar on 28 August carries on page 2 a 1,000-word article by Mish'an al-Juburi discussing the dispute among Iraqi journalists regarding the election of the Journalists Association board of directors last year, which took place under extraordinary circumstances. The journalists are calling for elections to elect a new board of directors.

 

·         Al-Ittijah al-Akhar on 28 August carries on page 2 a 50-word report saying that the Ummah Party held its constituent conference in Baghdad last week. Sa'd Salih Jabr, secretary general of the party, and other founding members delivered speeches at the conference explaining the party's goals and future role in Iraq


·         Al-Ittijah al-Akhar on 28 August devotes all of page 3 to an article by Chief Editor Mish'an al-Juburi commenting on reactions to his enrolment in the National Assembly and explaining that his presence in the "parliament" is necessitated by the "national need" especially after the limiting and containment of the "role of saboteurs" such as Ahmad al-Chalabi in the political process in the country. The article accuses Al-Sadr followers of setting fire to the newspaper office in Mosul, adding that this criminal act supports our opinion published two weeks ago that Al-Sadr trend has been infiltrated by criminals trying to cover up their criminal history.


·         Al-Ittijah al-Akhar on 28 August devotes all of page 4 and most of page 5 to a report discussing the latest developments in Iraq focusing on a number of topics including: the increasing cancer cases in the country, the agreement concluded by Al-Sistani and Muqtada al-Sadr to end the Al-Najaf crisis, the security situation in Al-Najaf and other Iraqi cities, the attacks on oil pipelines and installations, the government intention to dismiss a large number of policemen for reasons of disloyalty, the outbreak of hepatitis in Al-Sadr city in Baghdad, and the increasing number of terrorist attacks in the Al-Latifiyah District to the south of Baghdad.


·         Al-Ittijah al-Akhar on 28 August devotes all of page 9 to a report criticizing Ambassador Bremer because during his term in office, 8.8bn dollars of Iraq's wealth was stolen.

Al-Mu'tamar publishes on its front page a 100-word report on the five clauses of Ayatollah Al-Sistani's peace initiative to end the Al-Najaf crisis. These are: the disarming and departure of all armed fighters from Al-Najaf and Al-Kufah, the Iraqi police to take charge of maintaining law and order in the two holy cities, the withdrawal of multinational forces from the cities, the Iraqi government to compensate people who incurred damage during the recent clashes, and all political, social, ideological parties to become involved in the political process and to participate in the upcoming elections in order to reach full sovereignty.

 

·         Al-Mu'tamar publishes on its front page a 500-word report on the latest developments in Al-Najaf. It cites observers describing the agreement between Al-Sistani and Al-Sadr as a cease-fire truce because it did not address a number of sensitive issues that may erupt in the near future. They added that the agreement did not deal with Al-Sadr's political future and whether or not he will form a political trend to become involved in the political process. It also did not mention whether Al-Sadr will be allowed to hold the Friday prayer sermons at Al-Kufah Mosque, and the future of the Al-Mahdi Army in other Iraqi cities.

(Al-Manar Al-Yawm, Baghdad, independent daily, 29 Aug 04) -

·         Al-Manar al-Yawm publishes on its front page a 75-word report citing Planning Minister Mahdi al-Hafiz as saying that the Iraqi cabinet decided to reinstate employees of dissolved ministries to their former posts. Al-Hafiz added that former Defence Ministry and security organ staffers will return to the new Defence Ministry and other security agencies while former Information Ministry staffers will join a new state-run media centre. The report adds that this new promise is to be added to the many previous ones that have not so far been implemented by the government.


·         Al-Manar al-Yawm publishes on its front page a 200-word report on the statement issued by the Constitutional Monarchy Movement praising Ayatollah Al-Sistani's initiative to solve the Al-Najaf crisis.

 

·         Al-Manar al-Yawm publishes on page 4 a 1,000-word report on the meeting between Trade Minister Muhammad Mustafa al-Juburi and Shaykh Sabah Hammad al-Dulaymi, head of the Iraqi Democratic Workers Union, discussing his ministry's problems and future plans to provide high quality food items for the ration cards.

(Al-Dustur, Baghdad, by Movement for the Hashimite Constitutional Royal Union, 29Aug 04)

·         Al-Dustur publishes on its front page a 300-word "exclusive" report citing Prime Minister Allawi, in a limited news conference, appreciating Ayatollah al-Sistani's efforts to end the Al-Najaf crisis, and adding that "the disarming of Al-Sadr militia throughout Iraq is our demand."


·         Al-Dustur publishes on its front page a 100-word report stating that the Iraqi government and Al-Mahdi Army have exchanged prisoners in Al-Najaf


·         Al-Dustur publishes on its front page a 250-word report citing a spokesman for Ayatollah Al-Sistani as saying that the Shi'i Religious Authorities Ayatollah Muhammad Sa'id al-Hakim and Shaykh Muhammad Ishaq al-Fayad met with Al-Sistani yesterday, 28 August. The report said that Ayatollah Bashir al-Najafi did not attend yesterday's meeting. Spokesman for Ayatollah Al-Najafi, who met with Al-Sistani late yesterday, said that "peaceful means to end the occupation" still exist.

 

·         Al-Dustur publishes on its front page a 150-word report citing Al-Sadr aide Abd-al-Hadi al-Darraji in Baghdad yesterday, 28 August, as saying that Al-Mahdi Army will not be dissolved and its weapons will not be handed over because Al-Sistani's initiative that ended the Al-Najaf crisis does not contain any clauses to this effect

·         Al-Dustur publishes on its front page a 200-word report citing Mithal al-Alusi, director general of the deba'thification committee, as saying that his committee's decisions are obligatory to the Iraqi ministries in accordance with the State Administration Law. This came in response to statements made by a number of ministers with regard to the cancellation of the deba'thification sub-committees in their ministries.


·         Al-Dustur publishes on its front page a 120-word report citing Iraqi official sources as saying that yesterday, 28 August, a high-ranking delegation headed by Deputy Prime Minister Barham Salih left for Iran to discuss the security file and Iranian interference in Iraq's internal affairs.

 

·         Al-Dustur publishes on its front page a 150-word editorial praising Al-Sistani's role in stopping the bloodshed in Al-Najaf and saying that the religious authority's opinion is being respected by the Iraqi government, the political parties and trends, and perhaps, by the US forces as well. The editorial urges all parties in Iraq to exploit the religious authority's role in creating a harmony between the government performance and Iraqis.

 (Al-Adala, Baghdad, twice-weekly by the Supreme Council of the Islamic Revolution in Iraq SCIRI, 29 Aug 04) -

·         Al-Adalah publishes on its front page a 200-word report on the statement made by SCIRI leader Abd-al-Aziz al-Hakim to a Russian newspaper, in which Al-Hakim said that "what happened in Al-Najaf was a real humanitarian disaster."


·         Al-Adalah publishes on its front page a 1,000-word editorial wondering whether Al-Sistani's initiative has solved the Al-Najaf crisis once and for all or whether it is a temporary solution as a large number of people and religious and political figures, based on previous experience, believe. "It is our duty to exploit this period of temporary peace to focus on the main causes of this conflict and to open a comprehensive national dialogue to diagnose and treat the causes," adds the editorial.

 

·         Al-Adalah publishes on page 2 a 250-word report citing Al-Sayyid Muhammad al-Haydari, imam of the Al-Khullani Mosque and SCIRI official in charge of the Cultural and Information Bureau, in his last Friday [on 27 August] prayer sermon at the Al-Khullani Mosque in Baghdad, praising Ayatollah Al-Sistani's initiative to solve the Al-Najaf crisis and holding Al-Zarqawi responsible for the attack on Al-Kufah Mosque.


·         Al-Adalah publishes on page 2 a 1,250-word report on the march of Muslim masses to Al-Najaf in response to Ayatollah Al-Sistani's call to stop the bloodshed in the holy city a few days ago. The report says that unidentified gunmen wearing police uniforms and hiding behind a building opened fire on marchers as they approached Al-Najaf city, killing and wounding a number of people.


·         Al-Adalah devotes all of pages 5, 6, 7, and 8 to articles, reports and interviews praising former SCIRI leader the late Al-Sayyid Muhammad Baqr al-Hakim.

·         Al-Mashriq carries on its front page a 300-word editorial commenting on the National Assembly, which will hold its first meeting early next month. It says that it is not important that a woman represents Mosul and a man represents Basra, while ten members represent Al-Dagharah or Qaratabah districts. However the most important thing is that the assembly should not devote most of its efforts to renaming streets in Baghdad as the dissolved assembly under the former regime rule used to do.

 

·         Al-Mashriq carries on its front page a 200-word report stating that the preparatory conference for the Iraqi National Constituent Council will be held in Lebanon tomorrow, 30 August.

·         Al-Zaman publishes a 300-word front-page report on a statement by Prime Minister Iyad Allawi in a press conference asserting that the government responded to the request of Ayatollah Ali al-Sistani to open an investigation in the attack that targeted his convoy during his trip from Basra to Al-Najaf. After thanking Al-Sistani for his efforts to solve the crisis in Al-Najaf, Allawi urged Muqtada al-Sadr to join the political process, vowing that the government will not sue al-Sadr.


·         Al-Zaman runs a 600-word front-page report on the situation in Al-Najaf after the peace agreement, describing it as calm.


·         Al-Zaman carries on page 2 a 300-word report on a statement by the Islamic Da'wah party discussing the outcome of the National Conference convention saying that the party has reservations on the Conference's elections results charging that list of the elected members was already prepared behind the scenes.

 

·         Al-Zaman publishes on page 5 a 200-word report on a statement by Al-Sadr's aide Abd-al-Hadi al-Darraji, saying that Al-Mahdi Army will not be disbanded and disarmed as no article in the agreement stipulates disarming the militia. Al-Darraji vows that Al-Sadr followers will not participate in any political process under the "occupation."

(Al-Furat, comprehensive & political daily, by Al-Furat Establishment for Press,29 Aug 04) -

·         Al-Furat runs a 200-word front-page report under the headline: "After their failure in solving Al-Najaf Crisis; occupation forces break in into Al-Sadr City," discussing the "bloody" confrontations in Al-Sadr city between the "occupation" and Al-Mahdi Army.


·         Al-Furat publishes a 100-word front-page report on a statement by Foreign Minister Zebari, calling on Al-Sadr to be committed to Al-Najaf agreement.

(Al-Nahdhah, Baghdad, by Independent Democrats Movement, 29 Aug 04) -

·         Al-Nahdah publishes a 150-word front-page AFP report on a meeting with the Grand Ayatollah in Al-Sistani attended by Muhammad Sa'id al-Hakim and Ishaq al-Fayyad and in the absence of Ayatollah Bashir al-Najafi.


·         Al-Nahdah publishes a 300-word front-page report on a meeting of Iraqi political parties organized by the Iraqi Independent Democrats Grouping. The report explains that many political parties and movements participated in this meeting that discussed the political situation in Iraq, adding that it issued a 5-point statement urging the respect of law and disbanding militias, rejecting foreign intervention, and supporting the National Conference's initiative on al-Najaf.

 (Al-Adala, Baghdad, twice-weekly by the Supreme Council of the Islamic Revolution in Iraq SCIRI, 29 Aug 04) Al-Adalah publishes on page 2 a 1,000-word report discussing the recent increase in the number of drug addicts in the country, citing an official health source at the Ibn Rushd hospital, the only specialized hospital in Iraq, as saying that the number of patients seeking treatment is increasing. The report cites eyewitnesses accusing US troops of dealing in narcotics in Iraq.

Al-Haydari said that the multinational forces have allocated 260m dollars of the US grant to carry out a number of projects to develop Baghdad, urging people to cooperate with his office.
