Interim Iraqi Government Again Delays Announcement on Security

Iraq's interim government for the second time has delayed an announcement on measures to fight insurgents and militants in the country.

Prime Minister Iyad Allawi was expected to unveil tough security measures, including the reinstatement of the death penalty Monday.

No new date was given for the announcement, which had been postponed from Saturday.

Mr. Allawi has said the government may offer an amnesty in an effort to decrease the daily attacks against Iraqis and members of the U.S.-led coalition.

Meanwhile, workers are repairing an important oil pipeline in the southern port city of Basra. Officials say Iraqi oil exports have been cut in half since the pipeline was attacked by insurgents last week.
