Martial Law, Iraqi Governments

From commentary by Ibrahim al-Sa'idi] "Once the Iraqi government has fulfilled the Iraqis' demands, or rather wishes to curb terrorism that disrupts the Iraqi daily life through the national safety law, those concerned with terror have intensified their propaganda campaign to undermine, discredit and level accusations at the Iraqi government. This is not strange since the law has closed all infiltration doors for them, restricted their movement and paralysed their bloody activities. The strange thing, however, is that all of them have long been fettered with strict martial law from the first day their governments were formed, whether in the 1940s, 1950's or 1960s Why have they not moved heaven and earth to speak the language of democracy, openness and freedom with their governments?."
Do not Cry over Ruins of Former Regime

From editorial by Sattar Jabbar] "We have warned time and again all those pretending to cry over the ruins of the former regime against the consequences of walking the wrong path The voice of right, logic and reason with which the new government is dealing should not be exploited or misinterpreted as weakness or incapability of confrontation. Terrorists have to beware the wrath of the patient. Do they realize that if the iron fist of the majority was to fall on their heads, there would be a devastating earthquake? Those terrorists should have aimed the barrels of their guns at the Zionist entity, the usurper of Arab land Stop crying for past glories. Stop lamenting our concerns. We know better how to dress our wounds and push the wheel on the right track."
You have lost Your Case to Defend Tyrant

Iraqi Official Unimpressed By New Army Recruitment Procedures

There may be some confusion in Iraq's top echelons over the procedure for re-admitting former members of Saddam's army into Iraq's newly-formed force. Secretary-general of the Free Officers and Civilians Movement Najib al-Salihi, who is taking part in the rebuilding of the armed forces, admitted on Iraq's Al-Sharqiyah TV on 10th: "Regrettably, the measures are not clear." High-ranking officials have started to distribute application forms among former soldiers and officers to return to the army, he said. "I think this method is not sound." "The prime minister or the Ministry of Defence should publish an advertisement on voluntary joining of, or a return to, the Iraqi Army. The ministry should specify certain centres to receive applications according to a specific timetable." "This issue must be dealt with by a central body. The Ministry of Defence should take care of this issue," Al-Salihi added.
Iraqi Security Official Tells Iraqis Deal With "Terrorists" Yourselves
(Al- Sharqiyah Satelite Channel, Baghdad, 10 Jul, 04)-
In an interview broadcast on Iraq television, Iraqi national security adviser Muwaffaq al-Rubay'i has urged Iraqis "to deal with terrorists" at their own discretion "if they cannot reach the police or security forces in time". "They themselves can act and deal with the terrorists or hotbeds of terrorism in order to avert harm to our people," Al-Rubay'i said. He said there was an overall decline in acts of sabotage as more Iraqis are willing to help the national security forces look for "terrorists". "The terrorist and subversive acts against civilians, security forces, and the infrastructure, including oil pipelines and power generators, are certainly decreasing in number," Al-Rubay'i said. "All indications show that our people's cooperation is excellent. Our people have started to come to the Iraqi police and security forces and inform them about the hideouts of terrorists," he added. But the official also warned that the next few weeks are likely to see the interim Iraqi government "striking with an iron fist", making "terrorists" run for their lives.
Iraqi Security Official Says 13 Militia Groups Have Agreed To Join Army
(Al- Sharqiyah Satelite Channel, Baghdad, 10 Jul, 04)-
In an interview broadcast on Iraq television, Iraqi national security adviser Muwaffaq al-Rubay'i spoke about attempts to integrate Iraqi militias into the new army, Al-Rubay'i said 13 militia groups had agreed to be integrated either into the Iraqi national forces or into society. A sum of 200m dollars has been allocated for the programme, he added.

Barzani Receives Iraqi Interim PM, Offers All KRG Resources Against Terrorists
(Khabat, Erbil 12 July 2004) - The KDP leader Massoud Barzani received yesterday the Iraqi interim Prime Minister Ayad Allawi and his defense and interior ministers at Erbil international Airport. Later they all visited the presidency of Kurdistan Regional Government (KRG) where they had a ``fruitful'' meeting in the presence of KRG ministers and KDP politburo members. The visiting PM Allawi valued Kurdistan stability and multi-aspect development and asserted the need to enhance coordination between KRG and the federal government. In a statement to the press, Allawi said Kurdistan was stable and there was no need for the application of the recently endorsed `national safety' bill. Once there is a need to do so, the application will be in full coordination with KRG. He also appealed to the neighboring countries not to interfere in Iraqi domestic affairs, Allawi added. The KDP leader said he had offered the PM Allawi all KRG resources to confront terror and terrorists.
KRG PM Received Iraqi Trade Minister
(Khabat, Erbil 12 July 2004) - The KRG Prime Minister Nechirvan Barzani received yesterday the Iraqi trade Minister Mohammed Al-Jobouri and discussed with him enhancing relations and promoting coordination between the Iraqi trade ministry and KRG ministry of Finance and Economy.
Judge Says Saddam Ordered Executing The Barzanis
(Khabat, Erbil 12 July 2004) - Salim Al-Chalabi, the judge of the special court that tries Saddam Hussien told London-based Al-Hayat newspaper that Saddam himself ordered the execution of the [8,000 male] Barzanis [in 1983]. Al-Chalabi quotes the chief of the infamous Al-Razwaniya Prison intelligence as saying he received a written directive from Saddam ordering him to execute 30,000 persons. ``I started the executions until noon, and then I went home for a break. I started executing the Barzanis all the afternoon,' the former intelligence officer reportedly said.
KRG Humanitarian Aid & Cooperation Supports Returnees
(Khabat, Erbil 12 July 2004) - The IDPs Office at the KRG Ministry of Humanitarian Aid and Cooperation provided relief items to 298 IDPs families who had returned to their places of origin in Dibis district (NW Kirkuk) recently. Each family received a tent, a kitchen set, jericans and a number of blankets. Another 266 IDPs families who returned to heir places of origin in Makhmour district and its villages (south and SE Erbil) will also receive the relief items soon, a ministry official said.
