- Iraq: EU Urges U.S. To Secure Handover With 'Vigorous' UN Mandate RFE/RL 02 Jun 2004 -- The European Union today gave a guarded welcome to the emergence yesterday of a caretaker government in Iraq. After a meeting with the U.S. Deputy Secretary of State Richard Armitage, the EU's foreign-policy chief Javier Solana said all parties now need to focus on providing full UN Security Council support to the new government. Armitage, for his part, set out the key terms of a new Security Council resolution on Iraq currently under discussion.
