Iraqi Paper Slams Council Members for Putting Personal Before National Interests

(Al-Dustour, Baghdad, in Arabic, 15 May) - Publishes an editorial by Basim al-Shaykh entitled "On the margins of the power transition.'' The Governing Council is once again repeating itself by calling for the formation of an interim government comprising representatives of all political parties and trends and ignoring the fact that there are over 250 parties, movements and trends in Iraq now. In other words, the number of ministers in the new interim government should equal the number of these political parties and movements in order to achieve justice on the basis of sectarian and political proportionality which the council has not been able to achieve as yet.
As the application of such an option on the ground is impossible and illogical, the council tends to favour certain parties and movements over others, causing a great wound to the national unity. Repeating the same crippled preference method which was used to form the council a few months ago will lead to rejection and criticism from a large number of the Iraqi people due to the new and different circumstances which prevent a repeat of the same poor scenario in the present situation.
Contrary to what they promote as a strategic goal, insisting that some political parties and figures remain in power is unjustifiable and meaningless. They are knocking on every closed door hoping to find someone home, no matter how weak they are, who can lead them to salvation and get them closer to their aims. Accordingly, the calls for the formation of a national council in the same way and using the same process as was used in forming the Governing Council, that is by expanding and adding new members to the existing council to take part in the interim government in ruling the country after 30 June, are increasing. The determination of some members of the council to remain in power during the interim period is not based on pure patriotic reasons, but represents a political inclination governed by the members' loyalties and their parties' interests in achieving their own personal goals. Such a trend, however, creates unequal chances, depriving the other political parties and forces that are not represented in the council of their deserved chance in the political process in the country. The political selfishness and pursuit of personal interests by attempting to occupy high-ranking positions in the state administration while neglecting the capabilities of others will form an obstacle to the real democratic practice which we are all looking forward to seeing in Iraq. All parties should possess a collective spirit favouring national and public interests over their narrow-minded political interests in order for the Iraqi people to be able to overcome this calamity in order to achieve a better tomorrow and a democratic nation.


Iraqi National Congress Holds a Conference To Turn Party To Another Political Entity

(Al-Mashriq, Baghdad, 17 May) - It publishes on its front page a report citing Qaysar Witwit, a high ranking official in the Iraqi National Congress party led by Dr Ahmad al-Chalabi, as saying that his party's goals of liberating Iraq and the forming of a national government are almost achieved. Witwit added that his party plans to "hold a conference after 30 June to turn the party to another political entity."

Al-Sadr Accuses Badr Corps of Fighting with Coalition Forces Agist Al-Mahdi Army

 (Al-Manar, Baghdad, 17 May) - It publishes on its front page a report quoting Muqtada al-Sadr accusing Badr Corps of taking part with the coalition forces in the fighting against Al-Mahdi Army in Al-Najaf. The report cites Adil Abd al-Mahdi, high ranking official in the Supreme Council for the Islamic Revolution in Iraq [SCIRI] denying Al-Sadr's claims and saying that SCIRI is involved in the negotiations aiming to defuse Al-Sadr crisis.

Al-Dustour: Interim Government Should Control Army, Money and Security

(Al-Dustour, Baghdad, 17 May) - It publishes on its front page a report on the statement issued by the Shi'i Political Council stressing that the upcoming interim government must control the armed forces, security forces, foreign policy, and the revenue of the Iraqi Development Fund. The statement also calls for the departure of the advisers appointed by the Coalition authority in the various ministries.

Iraqi Minister Doubts Interim Government will Ask Coalition Forces to Leave Iraq

(Al-Dustour, Baghdad, 17 May) - It publishes on its front page a /report citing Interior Minister Samir al-Sumaydi'i expressing his doubts that the upcoming interim government will ask the coalition forces to leave Iraq adding that it is necessary to sign a security agreement with the US to impose order in Iraq.

Iraqi Ministry of Human Rights to Have an Office in Abu Ghreib Prison

(Al-Jaridah, Baghdad, 17 May) - It publishes Al-Jaridah publishes on its front page a report citing Iraqi human rights minister declaring that his ministry will establish an office at Abu-Ghurayb Prison to monitor compliance with the human rights of the detainees.

(Al-Mashriq, Baghdad, 17 May) - It publishes on its front page a report citing Electricity Minister Ayham al-Samarra'i as saying that the electricity sector needs up to 30bn dollars investment while only 600m dollars have been, thus far, allocated to his ministry.

(Al-Mashriq, Baghdad, 17 May) - It publishes on its front page a report saying that it learned that the Coalition Authority has prevented the Governing Council members from signing any sales contract of Iraqi oil.

(Al-Mashriq, Baghdad, 17 May) - - It publishes on page 2 a report citing Iraqi Foreign Minister Zebari holding Muqtada al-Sadr and Al-Mahdi Army partially responsible for the deteriorating security situation in Iraq.
(Al-Mashriq, Baghdad, 17 May) - It publishes on page 3 a report citing the Muslim Ulema Council calling on the Shi'is to unite and not to fight each other. The council condemned the US forces' recent attacks on the holy cities urging them to resort to wisdom instead of force to defuse the crisis.
(Al-Hadath, Baghdad, 17 May) - It publishes on page 5 an interview with the Spokesman for the Governing Council Hamid Kifa'i on the political developments in Iraq. .
(Al-Manarah, Baghdad, 17 May) - It devotes all of page 10 and page 11 to a report discussing the US Defence Secretary Rumsfeld's involvement in the Abu-Ghurayb Prison Scandal.

Ghazi Al-Yawar Succeeds Slain Saleem as GC President
(Kurdistani Nwe, Sulaymaniyah 18 May) - After the assassination the Iraqi Governing Council (GC) president for the month of May Ezz El-Din Saleem yesterday morning, the Council convened and condemned the assassination describing it as a crime against Iraq and its political process towards regaining sovereignty. The Council also elected Ghazi Al-Yawar to succeed the slain president until the power transfer on June 30. A Sunni Arab from Mosul and Chieftain of Summer tribe, Al-Yawar lived the last 15 years before deposing Saddam regime in April 2003 outside the country because of his opposition to the former regime.
Talabani, Barzani Mourn Slain GC President
(Kurdistani Nwe, Sulaymaniyah 18 May) - The KDP and PUK leaders Massoud Barzani and Jalal Talabani issued a joint statement yesterday condemning the assassination of the GC President Ezz El-Din Saleem in a terrorist explosion in Baghdad yesterday morning. Saleem was a rational Islamic patriot who spent his life serving his country. His death shocked the Kurdish people.
Kurdistan Government Declare 3-Day Mourning over Slain GC President
(Kurdistani Nwe, Sulaymaniyah 18 May) - Kurdistan Regional Government condemned the assassination of former GC president Ezz El-Din Saleem and announced a 3-day official mourning throughout the region.
Kurdistan Parliament Deplore GC President Murder
(Kurdistani Nwe, Sulaymaniyah 18 May) -Condemning the murder of former GC president Ezz El-Din Saleem in strongest terms, the Kurdistan Parliament issued a statement describing the assassination as a vain conspiracy against Iraq building.
Worldwide Angry Reactions Over Saleem Assassination
(Kurdistani Nwe, Sulaymaniyah 18 May) - The killing of Saleem in yesterday's terrorist blast in Baghdad received a worldwide condemnation at official and popular levels. The US Iraq civil Administrator described the death of Saleem as strategic loss. The White House announced the assassination would not hamper the handover of sovereignty to the Iraqis. UN Envoy Lakhdar Brahimi condemned the explosion and described Saleem as a honorable patriot Iraqi who worked for his country relentlessly. Senior officials from Japan, Australia, France, Russia, UK, Jordan and other countries, as well as the Arab League also condemned the terror.
KDP, PUK Politburos Meet In Salahuddin, Unify Stands
(Kurdistani Nwe, Sulaymaniyah 18 May) - The KDP HQ in Salahuddin city (north of Erbil) hosted yesterday a meeting between politburo delegations from the PUK and KDP to discuss the developments of the political process in Kurdistan and Iraq, as well as mechanisms of the establishment of the Iraqi interim government. In a friendly atmosphere, the meeting participants reiterated unifying the Kurdish leadership stands over issues of common interest.
KRG Ministry Receive OFFP Funds
(Kurdistani Nwe, Sulaymaniyah 18 May) - The Finance and economy Ministry of the Kurdistan regional Government, Sulaymaniyah administration received from the CPA-appointed Office for Project Coordination (OPC) the first batch of funds allocated for the completion of projects that were launched but not completed under the terminated Oil-for-Food program (OFFP).
Coalition Commander: Retuning IDPS to Kirkuk and Sending Back Settled Arabs Peacefully
 (Kurdistani Nwe, Sulaymaniyah 18 May) - in a press conference yesterday, the commander of the coalition on Kirkuk asserted the [Kurdish and Turkoman] IDPs would be returned to their places of origin in Kirkuk and the settled Arabs would be sent back [to Southern and central Iraq] peacefully without applying pressure. The commander also promised to bring to justice the perpetrators of last week's terrorist blast in the city that killed several Kurdish civilians. The commander also noted the stability prevailing in Kurdistan Region and asserted that it was the ICDC that helped the coalition in putting down Falluja unrest not Kurdistan Peshmarga.
