Iraqi minister says security impossible without access to necessary means

Baghdad, April 3, IRNA -- Iraqi Interior Minister Nuri Badran said on Saturday security cannot be established in the war-torn Iraq without having access to necessary means. Speaking in an interview with IRNA reporter, Badran said the Iraqi police and law enforcement authorities are in dire need of means and they are facing a deep shortage of resources. He said the Iraqi authorities are not able to establish security in Iraq in time of transfer of power to the Iraqi leaders. Asked whether the United States has allocated some budget to equip the Iraqi police, Badran said the Iraqi interior ministry has not yet received any money from the US government in this connection. He said the Iraqi police is facing with problems such as lack of coordination among its personnel and the security units staff, lack of an effective intelligence service and sophisticated equipment and telecommunications means. Badran went on to say that even after the transfer of power to Iraqi authorities, the latter need the support and assistance of the coalition forces to establish security in the war-ruined nation. He added,"There are still many criminal bands in Iraq which are armed with modern military hardware and sophisticated rifles and machine-guns and the Iraqi police cannot control them effectively and on its own. The Iraqi police lack even the bullet-proof jackets, armored vehicles which are strictly necessary for establishing security in the country." Nuri Badran is to arrive in Tehran Saturday evening on a four-day visit to discuss bilateral security and border issues and to finalize the issue of visits by Iranian pilgrims to Iraq`s holy sites. Badran, heading a political and security delegation, is scheduled to confer with Iranian officials including his Iranian counterpart Abdolvahed Mousavi Lari. HB/214 End
