Iraqi party leader says Interim Constitution provides for

Ilam, March 17, IRNA -- The Secretary General of Iraq`s Islamic 
Solidarity Movement (IISM) Jamal al-Wakil said in an interview on 
Wednesday that the newly passed Interim Constitution of Iraq can pave 
the way for Iraq`s disintegration. 
Speaking to Radio Free Iraq (RFI), monitored here in Iran`s Ilam 
Province, al-Wakil said, "In this constitution the majority of 
Iraqis are regarded as second rate citizens, since according to its 
Article 61, the Iraqi minorities can put at stake Iraq`s solidarity 
and national unity." 
FRI further quoted al-Wakil as urging the US-appointed Interim 
Governing Council of Iraq to resign, accusing them of treachery since 
they have signed the present interim constitution, adding, "step down 
and permit more competent Iraqi politicians to take the lead." 
He said, "Article 61 divides the Iraqis into first rate and second
rate citizens, because the minority of Iraqi citizens are granted the 
right to veto any decision made by the Iraqi leaders, that is 
supposedly the manifestation of the Iraqi nation`s will." 
The IISM secretary general asked for revising the text of the 
interim constitution of Iraq immediately. 
In related news, the Secretary General of the Arab World Bar 
Association Ahmad Jalal, too, in a separate interview with the RFI 
on Wednesday announced, "The passed law for Iraq to regulate the 
affairs there temporarily should not be considered as a constitution 
at all." 
He added, "It is more like a temporary covenant aimed at passing 
Iraq through the current critical conditions with which she is 
entangled. 
Jalal added, "That law has been copied from the constitution of 
another country whose circumstances are totally different with 
Iraq`s status. 
Meanwhile, an Iraqi journalist, too, opined on Wednesday, "A US 
lawyer and politician has individually shouldered the tough task of 
drafting the interim constitution of Iraq, that is actually 
safeguarding the immediate and long term US interests, rather than 
the crucial interests of the Iraqi nation." 
According to a Wednesday night news item on Iraq TV, the said 
journalist for the first time referred to the US lawyer and top 
political analyst Tierry Simon and his key role in drafting the 
controversial interim constitution of Iraq on Wednesday during IGC 
prominent member Ahmad Chalabi`s press conference.
