State Department To Provide $3.1 Million to Iraqi Opposition

Following is the official answer to a question taken at the April 10
regular State Department briefing; the answer was posted later in the
day:

QUESTION TAKEN AT APRIL 10, 2003 DAILY PRESS BRIEFING
Funding for the Iraqi National Congress
Question: Is the funding for the Iraqi National Congress still going
forward in regular allotments or has some of the money been held up?
Answer: We are working with the Iraqi National Congress at this time
regarding the transition of their operations from London to Iraq. We
plan to re-direct approximately $3.1 million in funds already
committed to current Iraqi National Congress programs to support
activities of the leadership of the Iraqi opposition in Iraq. Such
activities include radio and TV broadcasting at a time when it is
critically important that Iraqis opposed to Saddam's regime take
control of Iraq's airwaves.
The Department of State also plans to allocate additional funds to the
INC and other organizations to support activities of the Iraqi
opposition leadership in Iraq. We are consulting with representatives
of the INC and the leadership committee regarding activities and
amounts. Subject to congressional notification, we hope to have these
additional funds available quickly.
The Iraqi National Congress continues to play a productive and useful
role in our efforts to topple Saddam's regime, and we will continue to
work closely with them to meet those objectives.
