INTRO: A senior U-S general in the Gulf says U-S forces have completed encircling Baghdad to prevent Iraqi reinforcements from moving into the city and Iraqi leaders from leaving it. V-O-A's Roger Wilkison reports from U-S Central Command Headquarters in Qatar.

TEXT: Air Force Major General Gene Renuart, Central Command's director of operations, says U-S forces established a cordon around the Iraqi capital after Marine units coming from the east linked up at the northern end of the city with U-S army units coming from the south and west.

The outer cordon in the vicinity of Baghdad really is complete. We believe that we have cut the major routes in and out of the city, eliminating the opportunity for large forces to move in and reinforce, and, certainly, complicating the problem of anyone trying to leave the city.

U-S tanks moved in force into downtown Baghdad on Wednesday and were greeted in some parts of the city by residents happy to see the end of Saddam Hussein's rule.

But General Renuart says Baghdad is still a dangerous place and that fighting continues in some areas. (SIGNED)
