INTRO: As Congress debates Iraq war legislation, Democrats and Republicans are clashing over additional spending for homeland security, as well as aid to U-S allies and Iraq's reconstruction. V-O-A's Dan Robinson reports from Capitol Hill.

TEXT: House and Senate lawmakers debated amendments aimed at punishing U-S allies who opposed the war in Iraq or, as with Turkey, were less cooperative than hoped.

Republican Congressman Randy Cunningham proposed deleting one-billion dollars in aid to Turkey.

He was opposed by lawmakers who noted Turkey is now allowing fuel and other supplies to flow to coalition forces in Iraq.
